Antigua St John's - The Vehicles and Road Traffic Act Amendment Act 2011 continued to stir mixed reaction as it travelled through the senate into law on Monday.
During its earlier passage through Parliament, members on the government side had expressed their disapproval of the requirement that MPs conform to the public standards of allowable tint on their vehicles.
MPs Dr Jacqui Quinn-Leandro, Wilmoth Daniel, and Eleston Adams were quite vocal in their disagreement.
When the bill reached the Senate however, Leader of Government Business Dr Errol Cort explained that the measure was not targetting MPs, put spoke to a bigger concern.
"The issue really is law enforcement, and allowing them to see who are the people driving these vehicles that are being used to commit serious crimes in this country," he said.
This was echoed by Senator Joanne Massiah, who noted, "We have challenges in our country where crime is concerned. ... As our borders become more often, as technology becomes more accessible and available, the sort of crimes become more sophisticated. We have to fight it in every alley, in every street, in every lane, in every community. And we're starting here."
Their colleague, Senator Colin Derrick, nonetheless contended that the fines to be imposed were insufficient.
"If you have a tinted window, they charging you $200. ... on a commercial side, $150. When somebody puts that on paper and sends it to be signed, do they do the calculations?" he asked, outlining the process in bringing someone to court, and the possible non-appearance by would-be offenders. "Do you know how much it costs in time for a police officer ... even the books to write them up cost more than $200."
Meanwhile, opposition senator Lennox Weston said it was imperative that the government meet with the entrepreneurs, most of them young people, who would be stripped of their livelihood. "(You) don't want to just wipe them out of business," he said.
The acceptable degree of tint now ranges from between 25 and 35 percent. These restrictions do not apply to armoured security vehicles, hearses, the emergency service providers, and the prime minister.

i for one am very happy to have a good tint protecting my cars interior. with the duty on cars so high and income tax killin me i need to have my car last as long as it can, and i dont need the sun to crack open my dashboard or steering wheel. not to mention the tint stops my car from getting so hot when i want to get into the thing. ah antigua arwe dey nah.. ah so e hot
go get a real job politicians and stop leeching off the people, and traffic cops leave the tint alone and try to get some of these speed demon would-be manslaughterers off the road instead.

Countries around the world have tint laws, and it took us 3 years? Who i** that is taking so long to draft these laws? Ever hear of copy and paste? Duh Tint meters for testing have been in use for over 20 years.
And hold the installer responsible they know the level of tint before they put it on. The number is on the packaging. The installer should certify that they used the legal limit tint. The police only need to point the tint meter and pull the trigger. We always feel the need to over complicate things. Forget party lines, we all agree the law was needed what foolishness with all the poltical jockying.

You are a true citizen who is willing to abide by the law and not fight every law which is implemented in Antigua & Barbuda. I wish everyone would follow your example and just check to see if their tint is legal. Antiguans need to learn to accept change. In the U.S there is also a "tint" law. If you are stopped by the police and have illegal tint you will pay a fine.

So, I and every thinking young person that do tinting will still have a job in the tinting industry further more now that it is "pellucidly" clear what grade is legal.
I am further pretty sure that the confused car owners who did not want to tint due to the confusion of grades and traffic officers opinions or their personal vindications will most likely tint their vehicles with the legal standards thereby increasing volumes of tint services and sales.
Oh and hoping after we increase our tinting sevices and sales will do the legal thing and render "all" dued taxes or revenues owed to the state.
