Savings EC 300M if we are not comparing the Wadadli power plant to what was proposed in the Joint Venture then we are wasting time. It was stated as the way forward by Dr. Cort during the 2007 budget debate. The then minister of APUA declared it a deal we should not pass up. This should have been part of a SWOT analysis. I suspect it was abandoned when APC made it clear it would not continue to allow arrears like in the past evidence by their willingness to get a court order for payment. As far as the Chinese being able to manipulate their currency, the US government has made it clear it will not abide such actions. Mitt Romney, has threatened trade sanctions. . A New York times Feb 15, 2012, article by DAVID LEONHARDT states the RMB has appreciated by some 12% since june 2010 and 40% since 2005. The article continues:

Savings EC 300M, re looking at the agreement I concede you are indeed correct about it simply being a 20 year loan. The 5 year moratorium is not an addition but built into the 20. However, I notice you also ignored the point that the proposal by APC involved 45% equity for APUA, this clearly should have been factored into your calculation. If we agree that the net profits for APC is about 4.4 cents per killowatt (55% of 8 cents per kwhr), it would mean the real cost for us would be around 173.44 million (converting the figures you posted to 15 years and factoring in the 45% government equity for doing nothing). The Chinese loan (47.1 million usd + 5 million usd moneys for transformers) will end up costing us principal 141.507 for 20 years at 2.5% (loan 2% + commitment fee .5%) equaling at least 179.32 million for just the loan. Lets also add the upfront 2 million for the management fee. Now lets factor in the currency appreciation and the cost of the higher interest costs due to the moratorium . Do you still think we are saving EC 300 million because to me it more looks like we are losing money.

The loan agreement I downloaded from caribarena's website indicated that it was a 20 year loan. 5 yeard(60 months) only interest payment and 180 months to pay off the balance. 60 + 180 = 240= 20 years not 27 years.

for every million dollars you borrow at 2% you pay back just over 210,000 in interest. on the other hand for every million you borrow at 10% for the same period you pay back 1,300,000 for the same period. ie 20 years.
If you reduce the 20 years to 15 years for the 10% you will pay over 930,000,000/ million. This is still nearly 4.5 time the 2% loan. Which would you choose?

You are banking on the appreciation of the RMB to make your case against the loan. However, that news for you is not so good. Up to today the RMB depreciated. The Central Bank of China will endeavor to keep the appreciation and depreciation of the RMB in as narrow a range as possible. You can bet your last dollar on that.

APUA's operation cost of 60% of the power purchase agreement is not that far fetch. Check your sources and you will see.

@Savings EC 300M please note my response to your figures is not an acceptance that your cost calculations are correct. I have no idea where you got that 630 million figure. A 27 year loan at 2% for 121 million EC or 45 million USD would end up being around 157 million EC (wrongly ignoring future currency appreciation exposure). Are you suggesting that operational costs for APUA are around 60% of the 20 cents per kilowatt charged by APC? Let me also state that in principal I am for the idea of APUA generating its own electricity once done properly. @Savings EC 300M its a pity its so difficult for you to show your side work.

Those who felt it was not the right forum, well it was his birthday and his moment, he seized it and said it.....instead of criticizing what he said perhaps take the time to actually hear what he said.
He is right...just that the power plant should be more in line with alternative energy etc in my view, and there are many ways to get to there.
Sadly there is not the vision or understanding in the circles that make such decisions of why it is absolutely crucial that the whole world changes the way we do thing as a matter of urgency.

That is precisely the point Sir Viv, we want to know if the generators are new or used. Rusting as they are after two years of manufacture and leaking oil as they are after three months operation, suggest that they are not new. Viv I suggest you arrange a tour of the plant for yourself accompanied by the press, get the documentation and satisfy yourself and the people that the engines along with associated accessories are new.
And Sir Viv now that you have a sober moment , please tell us if our PM, Baldwin Spencer, is right to borrow monies without parliamentary approval. In my time in school, I have written hundreds of lines as punishment stating " where ignorance is bliss, 'tis folly to be wise.

Savings EC 300M isn't it time to change your name (your figures erroneously showed 420 million)? Your calculation ignores
1. the 5 year moratorium on the EXIM bank loan and the added two which the government is certain to take. This makes the loan a 27 year loan not a 20 year loan.
2. Of major importance you ignore the APC deal (joint venture **see 2007 Budget statement) would have basically been a 55 45 split with government being a partner.(see UPP- Which People First, Ian Hughes, 0 November 2009, Caribarena)
3. The currency appreciation which is continuing to cost us.
4. After fifteen years the government would have obtained the APC equity making the plant fully owned by APUA

Based on these calculation your cost attributed to APC needs to be divided by at least 4 (around 2 due to it being a joint venture and around 2 again for it (APC joint venture) being for at least half the time of the Wadadli power plant loan -- 15 years vs 27 years) this would then mean its the APC deal which could have saved us at least 300 million.

you have to be joking! accorging to the sworn affidavit by General Manager of APUA, Wadadli power plant will produce an average of 10,00,000 kwh monthly. if that was purchased from APC @.20 per unit that would yield a savings of 42M monthly. It will require an extra $.05 per unit to produce a unit of power, which is $.5 additional cost; there is a 1.8% committment fee to the chinese which is another.4M;
lube and oil will cost another $.1; plus the captica; cost of at least $1.1.
so how you get savings?

Savings EC 300M, again the 2.7 monthly is not a saving. Its simply what the PM suggests they will not have to pay APC monthly. The chairman himself stated it was not a saving during the "press conference". Its similar to a decision to switch from Lime as your internet provider and instead use ACT. I can then say I now don't have to pay Lime some 200.00 a month. However @Savings EC 300M, i now have to shell out an amount of more than, or less than or the same to ACT. It could be defined as a saving if the difference was less. However no one from APUA has stated its less. Truth be known the PM's statement seems more an act of obfuscation proved by its affect on you.

Its simply that APUA will not have to pay out this amount to APC. The suggestion being made by others, which is yet to be disproved, is APUA may end up not having to pay APC that amount but at the cost of paying out to someone more than that. @Savings EC 300M, does it makes sense to stop paying Paul 300.00 and instead have to pay John 400? Although I am not in a position to accept whether or not Sir Viv played HIS best shot of his career during his 60th birthday celebrations, what I do know is that that shot that he played which has sparked off a great degree of controversary was certainly not the best shot of all times. We need to accept that there is a time and place for everything. His content was supurb but his language was uncalled for moreso used on national TV. It is of my view that Sir Viv could have gottten across his message even more effective without using such derogative language. He is a man I will always respect for who is and his accomplishments but I can not accept that Sir V's vacabulary is so limited why he chose to express himself like that. Kudos Sir Viv, you are a Hero, and one of my mentors, however plz show me that you are quite cable of getting your messages across to your audience in a more tactful way.

Beef well said. I too respect our living national here. Part of that respect involves recognizing the fact that he is human therefore capable of being wrong on some issues. He is correct on our being too politically divided. Beef, the subcontracting issue with the a Chinese company, China Harbour Engineering Company, is something that was highlighted in the 31st March 2011 auditor general annual report for the Jamaican goverment. This was a project which involved a loan from the Chinese EXIM bank for some 400 million USD to develop the islands road network. It pointed out that because these projects do not go up for tender we can end up wasting moneys. Methods were not put in place to ensure (single source procurement) that they got value for money. There were no rules in place to ensure that a quality product was provided. There was no transparency & accountability. (see page 36 of www.auditorgeneral.gov.jm/files/u5/AGD_ANNUAL_REPORT_2011.pdf)

Technicians Were involved at every stage of this project. Technicians provided data. They were involved in the review of the plans. They were involved in the selection of type of engines. They were involved in the construction process. A technical team of engineers saw the project through from foundation to finish. They were involved when they went to China to witness testing of the generators in the factory. They visited China not once but twice. Not one engineer but 4 on each occasion. They were involved in the commissioning.

Viv richards is my Hero and I love and respect him. I think he is deserving of all that has and is been bestowed on him. He is a cricketing genious and although I love and respect him for that, his cricketing talent and skills do not qualify him to be expert on all matters. I know that he is well meaning and fiercely nationalistic. However, contrary to Viv ,I believe that it is very healthy for nationals to be engaged in debates and build consensus on issues. Issues need to be discussed and properly ventilated. The powers that be need to know that there actions will undergo scrutiny. We cannot afford to follow blindly and be the victim of 'groupthink'. The consequenses and costs to such a behaviour may be prohibitive and undermining to our growth and development.
