Leaders Issue Warning as OECS Assembly Opens

OECS AssemblyAntigua St. John's - Leaders from the Organisation of Eastern Caribbean States and the heads of affiliated territories have opened the OECS Assembly here by issuing strong warning that the group should not be allowed to falter as appears to be the case with the Caribbean Community (CARICOM).

That message was the central theme of statements delivered by host Prime Minister Baldwin Spencer, OECS Chairman Ralph Gonsalves, St Kitts and Nevis' Mark Brantley on behalf of OECS Leaders of Opposition and Montserrat Premier Reuben Meade on behalf of Non-Independent Members.



As the first leader to address the ceremony, PM Spencer warned that the Assembly - one of five OECS organs - cannot be successful if it is merely a talk-shop, but instill confidence in the electorates in the decisions taken beyond their borders.

For the Economic Union to succeed, he told the session, its foundation must be built on a consensus that informs regional political decision-making.

"Let us take note of the lessons of history that litter the landscape as we forge ahead. Let us steel ourselves against the examples of failure that exist," the country's leader said.

He pointed to the now defunct Assembly of Caribbean Community of Parliamentarians, stating, "How and why that happened should be an early subject for sober reflection by the OECS Assembly."

Chairman Gonsalves also warned that the Assembly cannot merely be an intellectual or academic pursuit.

"This has to deliver real benefits for real flesh and blood people who constitute the people of our OECS region," he said. "The work ahead is hefty, the agenda is heavily-laden and the hands are few."

The Vincentian leader noted that the sub-region has made immense progress since the 1981 signing of the original Treaty of Basseterre that established the nine-member OECS, noting "challenges abound."

"Ironically, the global economic crisis which ought to cause us to bind ourselves ever more closely in a more perfect union, contains ingredients to divide and fragment us," he warned.

"We are currently on pause in CARICOM in its quest for a single economy. I want us to avoid all these kinds of reversals in the OECS and that is why I urge above all we must over and care for the OECS. It is our anchor in the dangerous regional and global communities."



The ceremony at the Parliament Building in the capital, St. John's, lasted just over two hours.

It saw Rene Baptiste of St. Vincent and the Grenadines being elected unanimously as the Speaker, while former Speaker of the St. Kitts and Nevis National Assembly, Walford Gumbs, was elected as the Deputy Speaker without any challenger.

Dozens of parliamentarians and dignitaries from throughout the region and internationally attended the historic opening, among them Secretary-General of Caricom Ambassador Irwin LaRocque.

If Lester becomes Prime minister, we'll hold Parliament in his Living Room, and his Office will be in his bedroom!

His kitchen could be his Conference room! Jimmy could be his Aide...his office would be the verandah upstairs! Sir Ron could be his Advisor...his office would have to be in the Guest Room! Hugh could be his Secretary...won der if he still has that dress? The Empty Pool could be the Waiting Room? The Guard House could be Asot's Office...that way he can see all who coming to see the PM? Labadie could be head of Security...he'l l have to make do with the toilet out back as his office!

Well the money Lester will not make from Per Diem (like Baldwin) he can make up in rent!

Dear Sir/Madam,

I agree with you totally! However, you need to understand that Hugh Marshall supports Lester Bird to allow him to get back on some xxxxs and to xx xxxn a xxx xxst by by Lester! These greedy geriatrics only looking for themselves!

I heard Robin on Winston show, and i heard Gaston, now i hear that Maulwyn too coward to go on there?

But you are right Lester has done his legacy an injustice, and he is doing the ALP and this country another injustice!

I am very pleased that they included members of the Opposition and was very impressed with, Mr. Mark Brantley from St.Kitts/Nevis, who spoke on behalf of the opposition leaders. Still waiting to see if they will work as one body

I hope the ALP makes some very important decisions over the next few months.
This head-in-the-san d approach by senior members of the party is as cowardly as it is ineffective.
Why can't they agree on an approach to deal with Lester? Are they so overcome with fear that they can't do the right thing for their own party? Are Robin, Gaston, Cutie, Molwyn and also Hugh Marshall such cowards that they can't meet and tell Lester how things will go. Where is the AT&LU and the other stalwarts? This is truly unbelievable!

First let me expressed my full support for this development within our sub-region; but at the same time, let me voice my opposition to the method used to have our people represented there-in. All of the delegates to this Assembly are all elected members within their own Territory. They, the Heads, attend the Heads of Government Conference, annually and address issues before it. There are various Councils of Ministers who also meet annually and address issues. The very issues they fail to solve. What is needed is a fresh group of people, elected under propotional representation, using each member country as a single constituency. No need of party affiliation as there should neither be a government side nor an opposition side. No need for a Speaker as it is only an Assembly, not a Parliament, and only advisory in nature. It has no legislative authority and until it is shaped in like manner, it becomes a waste of time and money by seasoned politicians.

I'm a very strong labour party supporter. I really love the Hon Lester Bird. I also love my party the ALP and I love my country Antigua and Barbuda even more.
I am very disappointed with the quality of leadership that Lester provides at this time. If we continue with him as leader Antigua and Barbuda will be greatly hurt. I ask that all senior members of the ALP take courage and ask Lester to stand down as leader. If he cannot function as leader of the opposition, he will NOT function as PM either. We need to sit up and just face facts!!

While I am not an expert in the English language I am most pleased by the statements of both our Prime Minister the Honorable Dr. Baldwin Spencer and the Leader of the Opposition the Honorable Lester B. Bird MP.

I just really wish that all that glorious talk would transcend to our own parliament and day to day running of the government ministries in this our tired and almost thread bare country.
