Joseph Clears the Air on ALP Gerrymandering

MP Molwyn JosephAntigua st. john's - Member of Parliament for St. Mary’s North Molwyn Joseph has sought to dispel allegations of what he called “systematic gerrymandering” during the years of the former Government.

While speaking on the radio show Fire and Steel, Joseph said there is an impression in the public domain that the former ALP Government had engaged in forms of gerrymandering, with massive constituency changes comparable to those proposed by the current Government.

Joseph contends that during the ALP’s 28 years of governing, never had changes of such scale or significance taken place.
 
According to Joseph, the only major change to constituencies that had taken place under the ALP were those leading up to the 1984 election, where the constituency of All Saints was split in two, becoming All Saint’s East & Saint Luke and All Saints West.
 
“Let the record show, that it was only in one single year, leading up to the 1984 election, there were any, what I would call, major change. And even those major changes, nobody could have accused the labor party, at least I would say nobody, but there is no evidence that there was any attempt to gerrymander.”



Joseph compared this to the current changes proposed by the Government. Joseph stated that Jennings, which according to him is the base of the St. Mary’s North Constituency, would be removed from St. Mary’s North, seriously affecting the representation in that area.

Additionally, Joseph spoke about the changes proposed for St. Philip’s North, where Robin Yearwood is the current representative. Joseph contends that the St. Philip’s North constituency will be merged into another constituency, leaving Yearwood without a constituency all together.

Joseph also noted that even in 2009, when the UPP proposed changes to constituencies, the ALP agreed to the changes because they followed the constitution.

“The people of Antigua and Barbuda must see the distinct difference. We’ve never had this sort of thing in the history of Antigua and Barbuda. Even under the UPP in 2009, the changes were agreed to by the Labor Party representative, because it is the changes as contemplated by the constitution of Antigua and Barbuda.”

@ tenman all the things mentioned should be considered, my main concern is fairness and equal distribution of the apportioned bounderies.

Can anyone tell me why we need seventeen (yes 17) constituencies for a population of less than 100,000 people? We can't afford the wage bill nor their pension plan. Instead of the census how about we just use the Parishes, then the whole question of gerrymandering would be non existent. Of course, Maulwyn can say they never gerrymandered because it was set to suit them, so why change boundaries although they were expanding at differing rates.

No one should take this guy Joseph seriously. The man has his own personal agenda. He should be explaining why he did not attend the party recent public meeting at 46 North Street. Silence is a form of betrayal. This man has been very silent in support of the labor party and the leader. He should not be concerned about gerrymandering. He should be more concerned about the unity of the party, and whether they can win the election by the division he is promoting. He supported a loser in Lester. Time for him to move on and embrace the winner. In the event he doesn't show any form of commitment soon, he should be reprimanded. There is no time to waste with his personal foolish ambition. Gaston should not tolerate his ineptitude any longer. Either you are with us, or you are not with us. Full commitment. Gaston! Dead weight is going to drag you down.

@ rupert j. No political party, election, or constituency boundaries has any lock on the nation of Antigua & Barbuda (A&B), it is each an every eligble voting citizens of A&B who has that power...

rupert j don't you think the decision on how the constituencies should look must be dictated by a census or something like it? Do you think its best to set it up based on how persons voted in a prior election, in order to give one side or another the advantage?If an election list is used don't you think we are asking for problems since unlike a census, an election list is not really a planning tool: It does not account for persons not on the voters list eg persons who recently turned 18. Don't know about you but I am thinking that this should be done in a manner which truly reflects the area regardless of how it effects politicians from any side.

What mr joseph failed to say is that pryor to the 2004 elections the alp had such a lock on the country that there was no need to look for equity within the election bounderies but things has changed over the years whereas you have villages merging into one so the need for present day changes.

Instead about crying over the boundaries, get out in the constituency and meet the voters. Fire and Steel alone will not elect you.
