Alister Thomas To Be Information Commissioner

Alister ThomasAntigua St. John’s - Prime Minister Baldwin Spencer has recommended the appointment of Alister Thomas as the Information Commissioner, a post prescribed for under the Freedom of Information Act, 2004.

On Friday, the Prime Minister will be going to the House of Representative to seek parliamentary approval for the appointment.

Thomas, well-known for his role as a cultural icon, will take up the appointment from August 15, 2012, for a three-year period. The appointment comes with a generous remuneration package.

Thomas told Caribarena, com that he wants to wait until the parliamentary process is completed before speaking specifically to the role he will perform as Information Commissioner. However, he did say that he is pleased to have been asked to serve.

“As far as being considered (for the post), I consider it a privilege and an honour. My life has been one where I have demonstrated a dedication to national service and I will perform the task fairly and objectively,” he stated.

He added that his national service over the years extended to chairmanship of the V.C Bird Centenary Celebrations Committee, deputy Director of Culture and, this year, he is celebrating 35 years as a mas’ builder and designer.

The Freedom of Information Act is part of the so-called trilogy of legislation passed by the UPP government soon after it took office in 2004, designed to usher in a system of open and transparent government in Antigua and Barbuda.

Meanwhile, a packed agenda awaits the members of the House of Representatives when they meet in St John’s on Friday.

The meeting comes just one day before the official opening of the 2012 Carnival festivities and with the business of the House considerably weighty, it is expected that the meeting will last several days. It is conceivable that the debate could continue into Carnival week.

Among the matters listed on the Order Paper are the introduction of a number of money Bills that will see amendments to the Antigua and Barbuda Sales Tax and the Banking Act. There are a number of Bills that are listed to have their first reading, including the Public Service Act and the Customs Act.

The House will also appoint three members of the government and two from the opposition to sit as members at the inaugural meeting of the OECS parliament here in Antigua.

Another motion will appoint members of the Constituency Boundaries Commission under the chairmanship of Clarence Crump. The motion spells out in general terms the scope within which the committee may perform its tasks.

When the ALP was in power, Alister did not ask to UPP to take action with reference to the national accounts; he took action himself. Has he lost his testaular fortitude, or is it only when the ALP is in power. If anyone has selective memory it certainy is you. Why he never take this government to court? No he couldn't because they gave him award and now as one blogger says, his box hand. I think it was people like you who said what was wrong would be made right. What has happened to that?

Yet another slap in our faces! How much more disrespect can we take from this government? It is well known that Alister is nothing but an opportunist. I guess we should congratulate him for seizing this opportunity. "Get ready for a bumpy ride, get ready for a bumpy ride...."

I do not know this man Alister Thomas. If the government believe that he is the right person for job so be it.Just because he does not have a college degree does not disqualify him from getting the job. Some of the best and richest business persons in the United States did not graduate from college. If this said person was a foreigner perhaps it would have been okay.Antiguans have no honor in their own country, they get no respect.Reminde r,respect begins with you.

Impartiality?

#14 jeb » 2012-07-25 14:47

There is no evidence that I am aware, of impartiality allowed in the UPP government. This reeks of “tow the line” $$.

Minus weekends, holiday and sick leave this man only needs to actually show up for work or be productive for approximately 215 days per year. Salary plus allowance and “tip”…all this compliments of the struggling and suffering tax payers in this bankrupt country!

What are his duties and do in and of themselves necessitate the use of a car and the attendant car allowance?

#11 tenman » 2012-07-25 13:52

Dadliman if Thomas has Cool rulers sick "boxhand" attitude I would have to agree with you. The "its my turn now to back up my truck" attitude is why we are in the mess we are. I hope you are wrong about Thomas. Perhaps naive but I would like to think that we can find persons who can be described as a person for all seasons, for this position and other similar ones like the integrity commission

Alister Thomas To Information Commissioner

#10 Anu » 2012-07-25 13:33

I really hope Alister will be able to perform his duties with impartiality, being aligned with the Baldwin Spencer's govt. One would only have to wait and see his performance when his duties commence. I will be cautiously optimistic, however i will not be holding my breath.

COUNTING CHICKENS?

#8 RAWLSTON POMPEY » 2012-07-25 09:39

Interesting responses from Caribarena's loyal and passionate readers. The candidate, a pragmatist, is known for his independence, rationale and objectivity. Lest he "...SKIVE," he is expected to live up to these ideals.

If the provisions of the "...FREEEDOM OF INFORMATION ACT NO.19 OF 20004" are to be followed, (and consensually approved), then there might be some time for incubation.

Section 15 of the ACT states "...The Information Commissioner is APPOINTED by the Governor General acting on the RECOMMENDATION of the Prime Minister with the APPROVAL of both Houses of Parliament (Lower/Upper) for a term not exceeding three (3) years and shall not hold office for more than two consecutive terms. The Commissioner will be assisted by Staff appointed to the PUBLIC SERVICE and SHALL not be subject to the direction or control of ANY person or authority."

Invariably, this is easier said than done. Given the procedures, we might just be "...Counting Chickens" before they are hatched.

The Alister described in your post (2012-07-25 07:45) is the OLD Alister Thomas. The new Alister is very different. Take a look at the xxxes for the xxxxt's xxxl and you will get a clear picture of the new Alister.

The UPP administration has systematically silenced its vocal opposition by offering them lucrative positions, or as we say colloquially, by putting x in their x. Look no further that Bruce, Clarvis, Joan, Gisele, and Alister. They all pontificated on the virtues of right and wrong prior to March, 2004. Since then, they have been as quiet as church mice.

When was the last time you heard Alister open his mouth about all the wrongs going on in A&B? It is worse than if Alister no longer resides here.

Osbert R. Frederick -you have to listen to hear

#6 tenman » 2012-07-25 08:43

Osbert R. Frederick, on this issue, your memory is bad. In the early days after the 2004 elections, he used to be on ZDK and was very critical of the UPP. At the time he pointed out what we had is a sham. As recent as 2011, there was an article on the medium with him suggesting that the ALP take action regarding the current government not providing the constitutionall y mandated audited accounts:
Quote:
Thomas told Caribarena.com that while he is not in a position to take such legal action again, “the opposition and the chairman of the public accounts committee have a precedent” that they should capitalize on. Further, Thomas noted that since the government had campaigned against the outdated accounts, it should raise some eyebrows considering the position it now finds itself in. He reiterated that the opposition should simply refer or take precedence on the previous case that was established. “It was a High Court decision with a seminal result in the Commonwealth, and all they need to do is just take the action…” he said. Aha, he did take the Labour Party to court over the non published public accounts. Once the UPP came to office, 'not a drum was heard'; Tim Hector. This government really know how to xxx xxx people and like the Million Dollar Man Ted Debiasi from Stampede Wrestling use to say, "Everyone has a price Mr. Walan". We now know. I encourage him to read the statement from E.G. White, "The world is looking for men who will not be bought or sold........... " I pray every day that my God will give be the courage to be such a man. The only price on my head has been paid on Calary by the precious blood of Jesus.

Quote:
An information commissioner is a critical player in the practice of freedom of information. Several questions remain unanswered, such as whether David was able to fulfill all the requirements of the position? Did she train public officials, recommend on reforms, monitor and report compliance of the Information Act, and publish guidelines on how to use the Act ? Asked whether she had issued annual reports, and where they could be found, she replied: ”I only made one report of a period, and I handed that over to the attorney general.” She did not know how or where we could get a copy of that report. Alister Thomas is known to for his professionalism , particularly his independence. I don't expect to see a repeat of his predecessors in-actions.

The gravy train again

#1 Aha » 2012-07-25 03:31

If you can see wrong and look the other way then you are on your way to becoming a "big shot" in this country. I wonder how they sleep at nights.
I heard that he was threatening to take the government to court over the 8 years of outstanding public audits. Could this be his "cheese" or gravy train stop?
Time alone will tell as work and chat don't very often walk the same path
