Antigua St. John’s - Prime Minister Baldwin Spencer has recommended the appointment of Alister Thomas as the Information Commissioner, a post prescribed for under the Freedom of Information Act, 2004.
On Friday, the Prime Minister will be going to the House of Representative to seek parliamentary approval for the appointment.
Thomas, well-known for his role as a cultural icon, will take up the appointment from August 15, 2012, for a three-year period. The appointment comes with a generous remuneration package.
Thomas told Caribarena,com that he wants to wait until the parliamentary process is completed before speaking specifically to the role he will perform as Information Commissioner. However, he did say that he is pleased to have been asked to serve.
“As far as being considered (for the post), I consider it a privilege and an honour. My life has been one where I have demonstrated a dedication to national service and I will perform the task fairly and objectively,” he stated.
He added that his national service over the years extended to chairmanship of the V.C Bird Centenary Celebrations Committee, deputy Director of Culture and, this year, he is celebrating 35 years as a mas’ builder and designer.
The Freedom of Information Act is part of the so-called trilogy of legislation passed by the UPP government soon after it took office in 2004, designed to usher in a system of open and transparent government in Antigua and Barbuda.
Meanwhile, a packed agenda awaits the members of the House of Representatives when they meet in St John’s on Friday.
The meeting comes just one day before the official opening of the 2012 Carnival festivities and with the business of the House considerably weighty, it is expected that the meeting will last several days. It is conceivable that the debate could continue into Carnival week.
Among the matters listed on the Order Paper are the introduction of a number of money Bills that will see amendments to the Antigua and Barbuda Sales Tax and the Banking Act. There are a number of Bills that are listed to have their first reading, including the Public Service Act and the Customs Act.
The House will also appoint three members of the government and two from the opposition to sit as members at the inaugural meeting of the OECS parliament here in Antigua.
Another motion will appoint members of the Constituency Boundaries Commission under the chairmanship of Clarence Crump. The motion spells out in general terms the scope within which the committee may perform its tasks.

Minus weekends, holiday and sick leave this man only needs to actually show up for work or be productive for approximately 215 days per year. Salary plus allowance and “tip”…all this compliments of the struggling and suffering tax payers in this bankrupt country!

If the provisions of the "...FREEEDOM OF INFORMATION ACT NO.19 OF 20004" are to be followed, (and consensually approved), then there might be some time for incubation.
Section 15 of the ACT states "...The Information Commissioner is APPOINTED by the Governor General acting on the RECOMMENDATION of the Prime Minister with the APPROVAL of both Houses of Parliament (Lower/Upper) for a term not exceeding three (3) years and shall not hold office for more than two consecutive terms. The Commissioner will be assisted by Staff appointed to the PUBLIC SERVICE and SHALL not be subject to the direction or control of ANY person or authority."
Invariably, this is easier said than done. Given the procedures, we might just be "...Counting Chickens" before they are hatched.

The UPP administration has systematically silenced its vocal opposition by offering them lucrative positions, or as we say colloquially, by putting x in their x. Look no further that Bruce, Clarvis, Joan, Gisele, and Alister. They all pontificated on the virtues of right and wrong prior to March, 2004. Since then, they have been as quiet as church mice.
When was the last time you heard Alister open his mouth about all the wrongs going on in A&B? It is worse than if Alister no longer resides here.

I heard that he was threatening to take the government to court over the 8 years of outstanding public audits. Could this be his "cheese" or gravy train stop?
