Lone Wolf Group Accuses Spencer

Lone Wolf GroupAntigua St John's- The Lone Wolf protesters took to the streets of St John’s Tuesday to protest what they deemed Prime Minister Baldwin Spencer’s breach of his oath of office.

According to at least one of the protesters, Vere Bird III, when Spencer entered into a loan agreement with China to finance the 30-mega watt Wadadli Power Plant, he broke the law.



“Under section 47 of the Finance and Administration Act 2006, it is Parliament who authorizes these loan agreements," Bird said. “It has to be presented to the Parliament, where the parliamentarians elected by the people are able to scrutinize, pose questions to the government about the loan, so they would scrutinize it, then they would have their vote on it."

Bird added, “His oath of office says that he must uphold the laws of Antigua & Barbuda, and if he has breached his oath of office then he is nothing to me. He is not even prime minister,."

The protesters also called on non-resident ambassador David Shoul to level with the Antigua & Barbuda people about the legality of the loan agreement.

The protesters have been calling on Spencer to come clean on the details of the loan agreement, which they maintain is illegal.

The protesters recently marched in front of the Chinese Embassy with the flags of Taiwan and Tibet, chanting disapproval with China and love for the Tibetan/Taiwanese people.

Those actions drew a response from Chinese First Secretary and Deputy Head of Mission at the Embassy Madam Zhaofeng Wang, who said the protesters were using the power plant issue to chant anti-China sentiments.

Prime Minister Baldwin Spencer called the protesters, among other things, mercenaries and unpatriotic.

Wang agreed with Spencer that a press conference held to deal with the power plant should have been sufficient for the protesters and the public in general.

Bird said the press conference was a fake Parliament session.

“That press conference was a way to surreptitiously go behind, in the back of the parliamentarians," he said. “I think the press conference was based on what they considered a Parliament, because that’s what it was. That was the Parliament, and the media were to ask questions, which were really what our parliamentarians are supposed to ask. And it is wrong."

Instead of calling out the protesters for expressing their constitutional rights, Bird said the Chinese official should have paid more attention to what happened at the press conference.

“The thing is, she says that we are interfering in their internal affairs, but she attended a press conference for two-and-a-half hours and she did not realise that the laws of Antigua & Barbuda were breached,” the protester said.

He added, “Not only was section 47 breached, it (loan agreement) was not authorized by the Parliament of Antigua & Barbuda, but the prime minister said so at the press conference, and if he said so, then he is in breach of his oath of office.”

Bird said the protesters will continue to call on the government until the prime minister or someone in authority responds to their concerns.


“We have written a letter,” the protester said. “We have gotten protesters to sign it, or anybody for that matter who is interested in what we are doing. We are going to get it to the ambassador cc (carbon copy) to the Governor General Dame Louise Lake Tack, Baldwin Spencer, to David Shoul, and the leader of the opposition so they know where we stand."

He added, “After that, I cannot tell you what we are going to do, but it’s going to be done, and we are going to make a big noise in Antigua & Barbuda, because they are not going to get away with this.”

The group of less than 10 people, according to Bird, will not relent, no matter how low the numbers.

“Even if it’s two or three of us out here, we are going to get the message out and they will have to respond to us,” Bird insisted.

The Wadadli Power Plant controversy has been a hot button issue in the public domain for months, with no signs of the debate subsiding.

I think the "Lone Wolves" should of written a letter to the Chinese Embassy first and given them time to respond or even be aware of the whole situation first. Maybe they don't know all the local uproar or concerns. I doubt it ... but we should never asume ... we should make sure.

Finally , it is time the leader of the opposition write a letter to the Chinese Embassy and copy one to some heads in China (maybe the local ambassador love life in Antigua too much right now). The letter should warn them about using projects like the proposed school in Greenbay as political election gimics and let the people of Antigua be assured these are gifts or loans for the people of Antigua & Barbuda and not for the UPP government and their friend Ambassador Shoul. They MUST INSIST that these and all of their other projects old and new go to parliament immediately. that is a must for transparancy and good lasting relations sake between the people of Antigua & China!!! Because unlike in China we do have elections here and governments can and do change!!! And it is not up to them to determine who stays or go!!!

the time has come to fight and take back our beloved Antigua , Morally , socially, economically and most of all to what we truly are hard working god-fearing people who love fun and joke but with very low tolerance for injustice and dishonesty, we will take a stand and fight back if pushed to far. This needs leaders (not politicians)who do not think about self but only the good of a nation, so far we see but a promise of a shadow of hope but I am hopeful. lone wolfs taking a stand picking a fight and not backing down.

sam me nah talk yet. member me no say nothing about the power plant yet. I still waiting for the real evidence. As an expert in the field of International finance and commercial underwriting from what was published in the media I would say Antigua has no recourse. Ne personally would go with leters of credit in stages that would perfect on delivery and as a part of the underwriting I would insure the deal since it was so large as a condition for closing. The contract or contracts would also be a part of the loan package so that also would be underwritten. The product(WPP) would have to be appraised for future value and useful life would also be considered so funding the deal should have been through several layers of underwriting at the senior level. The signers at the closing table must have had to read it first right? Busy right now, no time to get down!

The present government in Charge is UPP it crawled out of the mess that was Plm Aclm ALP rejects and then some. They have ruined Antigua and as such ensured that the future of Antigua come next election will be without UPP, PLM or any of that.

Its strange to me how persons don't see how more dangerous it is when persons unfairly attack the father of the nation. You live in the USA where some of its founders (George Washington, Thomas Jefferson, Andrew Jackson etc.) were slave owners, what has VC Bird done which is worse than that? Even Tim Hector who was very critical of VC, had no problem agreeing that he deserved the accolade as father of the nation. I just find it insulting that you have no problem sitting outside of Antigua and throwing rocks at a man who this nation has made its national hero and father. Missing in your attack is when you stone him, you also stone the rest of us. Have you ever wondered why our youths find it hard to find role models? Thanks for enquiring about signing the letter unfortunately we already sent the letter today by registered mail to the parties concerned, but we will have more letters going up the chain of command in China in the coming weeks if we don't get some answers at this level. We will be sending letters to the UN and body or organization that has an interest in money laundering because we feel there is a lot more than meets the eye with this loan agreement and why it never reached parliament and the facts that the government can't disclose the documents up to now. It is funny that prior to 2004, the then Loyal Opposition and many people were crying "victimization, " corruption," among other things in the country! The anti-ALP sentiments were up in the air, especially, when it got close to the general elections! Back then PM Spencer would "protest" anything that walk, crawl or even even run! And, they were people willing to "suffer-the-con sequences" of joining Spencer's fight to get rid of ALP. Spencer and the UPP did what they setted out to do, as they were "overwhelmingly " elected to office in 2004 after 28 years of the ALP! Eight years later, and, the sounds of "victimization" suddenly went quite, in spite, of all the lack of of "accountability " and "transperancy" plauging the PM and his cronies! Where are the concern people of this country that the GOAB is taken totally advantage of in not living up to the Finance and Administration Act 2006? For those who "injudiciously" criticize the Lone Wolf, remember Quote:
