Confident of No-ConfidenceAntigua St John's - Spokesperson for the opposition Antigua Labour Party (ALP) Lionel “Max” Hurst is confident that his party can garner enough support in Parliament to pass a no-confidence vote against Prime Minister Baldwin Spencer.

Hurste made the claim during the Big Issues, hosted by Shelton Daniel on Observer Radio on Sunday, as he spoke on a number of issues, including the controversial Chinese power plant.

“At the very next sitting of the Parliament, whenever that might be, he (Bird) intends to introduce a resolution which would indicate that the majority of parliamentarians have no faith in Mr Spencer’s leadership, and certainly no confidence in Mr Spencer as prime minister,” Hurst said.



The ALP spokesman said a letter written to Prime Minister Spencer by Minister of Health Wilmoth Daniel, as well as discontentment in the government, assures the opposition it will be successful.

According to Hurst, if the vote is conducted by secret ballot, it will also help the opposition party.

“There is no doubt that Wilmoth Daniel’s leaked letter is one such indication that there is discomfort within the United Progressive Party, but there are others,” Hurst said.

“They have signaled to Mr Bird that if this vote is by division that is each member votes individually and if the vote is conducted by way of secret ballot, we have no doubt that the Antigua Labour Party resolution will carry nine to eight, or some such number.”

Hurst added: “Mr Bird is certain that given our 17-person Parliament, and that there are seven opposition members, two members defecting from the other side would be sufficient to carry this resolution. We are certain that two members will join with the Antigua Labour Party, and therefore Mr Spencer will be history within seven days after the passage of that resolution."

Daniel wrote to Spencer in March asking for an inquiry into the Wadadli Power Plant after pictures posted on Caribarena.com suggested the engines in the plant were not new as the government had said.

After the letter was leaked, Minister of Finance and the Economy Harold Lovell said the prime minister’s Cabinet had unanimously rejected Daniel’s call.

Lovell also indicated that concerns about the power plant had already been properly addressed, and despite public outcry, the matter had been laid to rest.

Hurst though, said that Bird and the ALP do not believe that the government has answered the people's concerns, and the opposition would continue to probe.

“The Honourable Lester Bird, knowing that the people of Antigua & Barbuda more than 80 percent of the people believe that the power plant is old, and that we did not get value for money spent, has determined that one sure way to ensure that continuing answers are provided is by bringing this matter back to the Parliament,” Hurst said.

“The Honourable Lester Bird is certain that this matter ought not end, as Mr Lovell has announced on Observer Radio that it will, and he is certain that Mr Spencer is also very concerned with the continuing questions."



He added, “Mr Spencer no doubt sees this is the mill stone around his neck that will take him down in an election that is due sometime in the next two years.”

The Chinese power plant, which will cost the people of Antigua & Barbuda a minimum of US$52 M, has been a hotbed issue recently.

We are between a rock and a hard place with the present government and the incumbent ALP, but over the years I believe that the ALP is the lesser of the two evils, I think we would have been better off if we never became Independant, we would be better off if we remained colonies of Great Britain. The Antiguan and the Caribbena politicians in general ado not have the moral calibre or intellectual capacity to govern. The primary concern is their own enrichment the smart ones can con those who vote on their prejudices or what is in it for them, but the rest of us know we are royally screwed.

JP Farnsworth seem to have a problem with age, read 1st Peter,chapter 5,verse 5,thats if you even believe in the book and who inspired it.Pray hard that you never get old.A 90yr old in his good senses can do a better job than what we have now.The alp will win the next election,as long as God allow Lester to be alive he will be the next Pm even for 3mts,Tek that and smoke um in you pipe.

For the survival of the business community, including banking, and the people of this country I have to hope (want to believe) that Mr. Hurst is right. The ALP are not stupid inexperienced people so I don’t want to believe that they are just taking a gamble (with the people’s future) on something as important as tabling a no confidence vote. I am sure that they all realize how much is riding on this for the country and, of course, their own future beyond and above what some might say is just a grab for power… @Antigua Bill is right, it is more than time that the people react. It seems as though everybody is waiting for somebody else to do something. There is no “somebody else”. I am of the opinion that it has become a ‘react or collapse’ situation in this country.

This no confidence thing will not happen.Mr Hurst,although i wish you were correct,its not going to happen.We will have to sit under this system until 2014,unless the good lord intervene before,Antiguan s are much too tolerant of this Govt,cant understand why. I am not one to hold on to dark beliefs,but from what i am seeing here,i am forced to believe that there is something else at work here,besides just fear of victimization etc,this is an Evil Govt,note they cannot finish anything they start,they will continue to fail,and we will continue to be punished for putting them there in the first place,until God says its enough.

Yes I have no Confidence in Max except when it comes to wasting time and money that I know he is good at. Lester is not going to be PM again in this lifetime. He will be 75 by the next election and he is already of failing health.

Confused??, I respect your views, without the "labelling" that comes with it! Since you the expert "strategy" thinker or the orator, how do you know Dr Rowley is the "foreseeable future" leader of the opposition, especially, if he "fails" on a motion of "No Confidence" against the TnT PM? I am sure if LB go ahead with this resolution and suffers the same fate, his leadership would be in question. We all know the opposition has its issues (I have always said they are probably the worst opposition) but the same can be said about the GOAB, as it is in a much '"deeper-hole" than it was 8 years ago! Wheather or not the opposition is ready for an "election" should be determined by the people, and, not you or me! I am just trying to be "realistic" here, my friend, and, call it as I see it with both eyes wide open and not close!

First thing...In T and T the Opposition Leader can put such a motion on the order paper......my main comments was that even if ALP succeeded to get the motion on the order paper, and get the vote of no confidence passed they would still have certain issues to deal with....Such ...as the fight for the leadership and also the placement of certain candidates...(a nd i dont really care if those ALP supports on this blog ignores this) (it would only show how some of you are just as unrealistic as some UPP supporters)
Rowley had his say...some of them were factually correct...but he will be in opposition for the foreseeable future.....
My thing is about Strategy...a vote of no confidence can be used to bring attention in an official setting to what the government is doing...so if as Max said..they have the votes to bring down the government...th ey are ready for an election soon...(Is the ALP ready for an election?) Cause the PM does have the option to call fresh elections.....

To many people in this country, the above looks very "similar" to what we are undergoing under PM Spencer! Dr. Rowley fails because he didn't have a case to produce that would make his motion success! Yet, I am sure a "resolution" in Parliament would be interesting, especially, with the issues affecting the PM governing the country, and, MP Daniel (may be others want to come clean) for an "inquiry!" I say "Let the Chips Fall where they May" as this vote of "no confidence' may carry some weight!

As to undermining the Pm,no one has to do that,he has done a perfect Job himself,remembe r he has his head on,only he seem to be walking upside down,so is walking on his brains constantly. The “No Confidence” against Kamla Persad-Bissessa r by Opposition Leader Dr. Keith Rowley was defeated due to lack of “evidence.” It was unsuccessful as “All 20 government MPs voted against, while 11 opposition MPs voted in favor of the motion” brought by the opposition leader. And, as Persad-Bissesar said “The motion was doomed to fail. You must come with evidence!”

Thanks Tenman you are correct ALP holds 7 and a majority calls for 9, yes there are 7 seats in ALP but why did Chef say 4 ?, the assumption that ALP would vote along the party line might be not so sure considering what ALP is showing us in the fight for leadership.
Chef for one questions the position of the MP from St Peters, schoolchildren are whispering... and he seems more connected to St Kitts.
more so the assumption that those in UPP who will walk will than support ALP without demand as we saw with the BPM vote is far from sure, so new elections at best and now we can talk about how the ALP is simply not ready at this time, for they have no public plan to tell us how they will fix the mess we are in. thus Chef is waiting and says 2 will make it 9 but that only hold in a united ALP right Gaston??? because it should be clear even to you that LB has no plans of giving up as party leader and thus potential PM anytime soon and that's his right I guess. nope to gain to net votes it will take more than just 2 UPP MP's to walk and their demands will be strong.

balwin spencer is a no- brain- no vision leader,a serious liability to our beloved nation,wastage of scarce resources,lack of long term plans/strategie s,no transparency no accountability but just increase of external depth with the burden of unnecessary taxation.In contracts, lovell might just be the better of the 2 evils with a slight edge of having the ability to analyse even though not indepth and some kindda managerial skills which spencer lacks grossly.
Both just not an option to captain our ship,lacking the competence and capacity to deal with serious issues concerning our nation's sustainable development moving forward.In any way we still searching for a captain to rescue this sinking ship, just as the prophets went in search of a King for God's ppl,we have to cast our net a lil wider and consider the rest of the upp team before going out of that, codrigton,bapti ste,maginley,ja ckie,chester,na mba...CHUPZ

ALP is in campaign mode, the motion to kick it off is to agitate a no-confidence vote against PM Baldwin Spencer. The strategy is politically motivated by self-interest, greed and other vested interest in an effort to undermine PM Baldwin Spencer and debate other issues.

But how can a corrupt opposition facing criminal charges not look within themselves first. The IHI is an issue that is not settled, millions of public funds in politicians pocket, instead of resolving their misbehavior in public office for several decades, filing continuous injunctions professing their innocence, If PM Baldwin Spencer had done the right thing and thrown the vagabonds in jail, that would be a start, and then move on to Public Works corruption and do likewise.

The public vote of confidence is that Lester Bird owes the people an explanation, he should be writing his memoirs in 1735, along with Asot and Sir xon, and firstly that has to settled then we can move on to other issues! Justice will be done when politcal **s are behind bars!

Will the PM risk such a vote? Considering the rumblings from his side if he believes his hands to be clean, he should call a commission of inquiry. Where Mr. Hurst is concerned, will he be willing to truly eat his shoes (or a few books in the trunk of his car) if parliament oppose the no confidence vote?

Chef agrees with cool ruler. think about it for one moment why would any UPP Mp vote for there own undoing before election time? unless those UPP MP's have cut a deal with the ALP. you need at least 4 to switch sides and even that is very thin considering how this unholy coalition would be born. with less than 18 months to go before elections no one in the UPP will be rocking the boat until it tips. so dream on ,cool ruler you are correct( and you know it pains chef to agree with you even when you are right because you are so partisan ) :-|
UPP is Crazy but not stupid they would not sign there own execution warrant.

Except for a few months after the UPP was first elected when most of them went hiding under their beds and persons like Max ran away claiming they needed dialysis treatment, the ALP has been in campaign mode ever since. This so called no confidence has as much chance of passing if allowed by madam speaker as Antigua has of getting a snow storm even if the Judas were to join with them.

Lester Bird is just trying to stay relevant and to show his sycophants that he is doing something but the majority of Antiguans will see thru this latest political charade.

Can anyone explain why PM BS won't call the Inquiry if all is legit with the Power Plant Deal? Is David more important to protect than the rest of his Cabinet?

Isn't this is really selfish of him to put a hanger's on before people who were with him in the long struggle to "rescue" Antigua and Barbuda from the ALP?

Without CaribArena this story would have died a long time ago! CaribArena should do a Poll to see if the majority thinks there should be an inquiry into the Power Plant confusion!

In politics, it is all about the " Psychological moment". For whatever reason, the A.L.P. is confident that there is enough reason for them to be confident that under the right "voting system" Spencer is gone. Quite interesting. Whether they win a vote of no-confidence in the Parliament or not, Baldwin Spencer have got to see that the writing is on the wall. U.P.P. has to go!!!! Let’s keep focused people.
