Prisoner Held for Attempted ArsonA prison escapee has been recaptured after he allegedly set fire to the Ramco building on Independence Drive. The building houses the Health, Hope and HIV Foundation.

Reports from the police said Brian Spencer, an inmate at Her Majesty's Prison, had been escorted to the Mount St John's Medical Centre (MSJMC) for medical attention at about 3 am on Tuesday. While there, he escaped the custody of a prison officer.

It is alleged that he subsequently went down to the Ramco building.  He then broke into the office of the Health, Hope and HIV Foundation and set it alight at around 4:30 am. Ironically, Spencer sustained burns to his body and had to be taken back to the MSJMC for treatment.

HIV/AIDS Clinical Care Co-ordinator and building proprietor Sir Prince Ramsey said Spencer is a patient, but he does not know what could have sparked his actions.

Sir Prince said although the building sustained damage, it remained open, and continued to provide the usual services to the public. The staff was forced to relocate upstairs however.


The Health, Hope and HIV Foundation is a non-governmental organisation that provides support to persons living with or affected by HIV/AIDS and gives them a medium to influence policies and programmes that affect them.

a lot of men are contracting this virus through rape in prison, a fact which is being ignored by the population. It is going to hit us at our door steps if we do not demand that the authorities do something to change the conditions.

What is patient confidentiality?

I guess doctor patient confidentiality is violated everytime a person walks into a docor's office, since anyone standing outside can see that they are a patient of the doctor. How foolish? The doctor has to discuss or reveal the details of the patient's case for it to be considered a violation of patient confidentiality. You people sometimes appear to be lacking in common sense.

Give me a break people. Sir, Ramsey never said what type of patient Mr. Spencer is, the good doc treats thousands people all over Antigua and Barb*da. I don't see where he broke doctor-patient confidentiality.

Evidently, Prince is getting old and is probably losing his mind to divulge that the guy is a patient. See this is grounds for substantial suit- only not in Antigua! When will such S****Dity end even at the supposed professional level.

Dr. Ramsey should know better than to state publicly that the man is a patient of his....what happened to doctor-patient confidentiality??? His license should be revolked!

Is it that easy for a prisoner to walk away from a Hospital. As far as I know a prisoner should be as closely monitored while in a treatment facility, the same was as if in a prison facility. Security is your main objective. But shouldnt that responsibility be The Prison System also. Both parties should be responsible for an escape. Blameworthy the Prison system since he is yours. You have to give accountability.
