Big Bounty Offered for ShooterAntigua St. John's - The news of a store worker being shot and killed in Heritage Quay on Tuesday has sent shock waves throughout Antigua. The woman was identified as Susan Powell, a mother of five.

Minister of Antigua & Barbuda National Security Dr Errol Cort told the media at a press conference yesterday evening that he was “outraged and saddened at the horrific tragedy that saw the life of a young mother being indiscriminately taken”.

He offered his deepest condolences to the family of the deceased, and reassured them and the public that “no stone will be left unturned in bringing the perpetrator to justice in this matter.”

Antigua has seen an escalation in gun-related crimes over the past few months. A special task force was established in January.

Dr Cort said “the task force has had some success, but regrettably much more work needs to be done to bring this escalating violence under control. The Ministry of National Security, in conjunction with our law enforcement agencies, are currently reviewing all available options in an effort to curtail any further gun-related violence. I want to reassure the public that these brazen, heartless criminals will be brought to justice.”



The minister offered a reward of $50,000 to anyone who could provide credible information which leads to the arrest and conviction of the shooter.

He went on to offer $50,000 to anyone who could provide information to the police which leads to the arrest and conviction of anyone who had committed a crime using a firearm.

“The public outcry from this, our hurting nation, has not gone unnoticed by my government,” Dr Cort said. “I give you the assurance that all available public resources will be utilized in an effort to curb this escalating criminal behaviour forthwith.”

He noted that the death penalty still forms part of the laws in Antigua & Barbuda, and said a bill will be passed for stricter penalties to control criminal activity.

When asked if there would be a task force specific to tourism, the minister said “there will be greater patrols in that area.”

Officer Solomon, a member of the task force, said “in recent times, gun-related crimes have been on the increase.

We must reduce the fear of crime. The task force cannot function alone. We are seeking support from the general public…With support from the general public and our effort with the limited resources we have to bring this to an end.”

Today, I am outraged; outraged and saddened at the horrific tragedy that saw the life of a young mother being indiscriminately taken.
 
I offer my deepest condolences to the family of the deceased, Ms. Susan Powell and to reassure them, and the public of Antigua and Barbuda, that no stone will be left unturned in bringing the perpetrator to justice in this matter.
 
 A large, sad and angry crowd

Over the past few months we’ve seen an escalation in gun related crimes in our small twin-island state. Because of this trend, a special Task Force  on Serious Crime was established on January 5th 2013.

A part of the mandate of that Task Force is to reduce the impact of gun related crimes in Antigua and Barbuda as well as to reduce the fear of crime in Antigua and Barbuda.
 
In this regard, the Task Force has had some success, but regrettably much more needs to be done to bring this escalating violence under control.
 



The Ministry of National Security in conjunction with our law enforcement agencies are currently reviewing all available options in an effort to curtail any further gun related violence.

I want to reassure the public that these brazen, heartless criminals will be brought to justice. However, the Security forces cannot do it on their own, you the members of the public need to provide further support to our officers by sharing critical crime related information with them.
 
As a first step, the Government of Antigua and Barbuda is offering a reward of EC$50,000 to anyone who can provide credible information to the police that leads to the arrest and successful conviction of the person or persons who committed this heinous act of murder today.
 
Further;
The Government is offering a reward of EC$50,000 to anyone who can provide credible information to the police that leads to the arrest and conviction of anyone who would have committed a crime involving the use of a firearm.
 
The public outcry from this our hurting nation has not gone unnoticed by my Government. I give you the assurance that all available public resources will be utilized in an effort to curb this escalating criminal behavior forthwith.
 
I also call, on the private sector, to partner with the government in this regard as we collectively seek to address these current challenges.
 
In an effort to further buttress the Security Forces, I, as Minister of National Security have instructed the Antigua and Barbuda Defence Force and the Royal Police Force of Antigua and Barbuda to immediately recall all member of their respective administration who are currently on vacation, so that they can forthwith take up active duties.
 
I am also calling on the Reserves of the Antigua and Barbuda Defence Force to avail themselves for service, so that a full compliment of security officers will be on hand to aid in the thrust to ensure the safety and security of our nation.
 
There will be an immediate increase in day and night patrols, stop and search exercises as well as other surveillance techniques, in an effort to apprehend those who insist on committing violent acts and seek to hold our nation under siege.
 
I wish to emphasize that the death penalty still forms part of the Laws of Antigua and Barbuda.


 
To this end, all necessary legal processes needed to give effect to the death penalty will be utilized.
Also, I will be shortly taking to Parliament a Criminal Justice Bill, that will seek to not only increase the penalties for gun related and other serious crimes, but will also seek to create a number of new offences and stiffer penalties in an effort to further control criminal activities taking place in the country.
 
I again wish to reassure the public that the Security Forces will do everything in their power to combat this escalating trend of crime and violence.
 
I urge anyone with information to share it with the relevant authorities by calling the Criminal Investigation Department on 462- 3914 or Crime Stoppers on 800- TIPS (8477).

How can a country fight crime when the police force is not strong? Anybody can attest that the few police men on the street are not even armed, would you expect an empty handed police man to fight with a well armed criminal? the answer is no. I am not Antiguan but I am proud to live in Antigua, one of my reason is for security, but I notice everyday that gone this place is being transform from bad to worse, it is not right. I make an appeal to the government not to be complaisant, because there are lots of crimers resided in the country and drastic measures should be taken against that the sons and daughter of the land as well as resident to live peacefully.

Equip the police force for the battle
Pay them well and on time
Make sure investigation continued
sever penalty should be in place for anybody who get caught in disturbing the peace of the nation.

I take the responsibility to spend time in Praying and fasting for the country because this is not a light attack. God bless Antigua and Barbuda

Yes, by putting officers the public deem to be unprofessional, abusing power, off the squad is a great idea but not the ones who are innocent but is convicted from technicality.

And we need to have some example set so that the citizens will know that they have rights and duties to. And that the police cannot do it all by themselves. They need our help. These criminals have friends and family and someone knows them and knows what they have done. Or at least should have some way of suspecting what they have done. And we need to flush out these hiding places for the criminals by making those who hide them equally accountable. As the USA said anyone that harbors a terrorist is considered a friend of them and an enemy of the USA and they will go after them no matter what. That is why they went into Pakistan to get Bin Ladin without the consent of the Pakistani government. Someone help refresh my memory. There was a crime some time ago that shocked the entire country. Just like this one. A young girl was raped and murdered in the botanical gardens. Was the perpetrator ever caught and if so what was his sentence?

. In fact his calculation was to kill anyone that was a treat of being a witness that could later cost him his live. It is therefore very sad to see our politician putting up a big show and coming with nothing more than old strategies to get criminals. And can the politician once and for all not try to sit on the judgment seat and think they can be the judge as well. It is only a judge that can sentence anyone to the death penalty. Yes in a rage I would want to see swift judgment and capital punishment dealt to these criminals, but again thank God we have a legal system that a person has the right to go through. What I believe the politician can do is to either make laws to make a person that knowingly withholds information of a criminal offends from the police an accessory to the crime. And prosecute persons to the full extent of the law. That will then deter anyone to assist their friend, brother, father, mother, sister or whomever it is from the police.

While it is fine to offer bounties, this is a strategy that is done for many years. It has also shown that the general public is more afraid for the criminals than for the law enforcement officers. The only ones that took advantage of these bounties were people that use to do this for a living and called were called Bounty Hunters. Any normal law abiding citizen would never get in the way of the criminal and the lawmen. Afraid for his/her live and that of his/her family. In the USA they had to institute policies to protect those citizens that wanted to come forward. This then became the famous witness protection program. A person would be sent to live somewhere else unknown, get a new name and a new identity and a good amount of money. Note that these states also had the death penalty, but death penalty has never deterred a criminal from doing what he wants.

My way of helping, the family of those police men in LA said the same thing you are saying. Some officers suggested the verdict would prevent them from properly policing. Honest persons would tell you that it has done the opposite. It brought attention to problems in the police force and enabled a better relationship with the community, than existed before the Rodney King incident (see www.npr.org/2012/04/25/151354376/after-riots-scandal-sparked-reform-in-lapd). My Way of helping, your closeness to the situation is preventing you from being logical. No one is above the law, not even some people who fool themselves in thinking they are the law

When good officers work they are charged and convicted, ASP Francis and the other officer who went to jail because he took the mother of a young baby to the home to pick up clothes, and was assaulted by the father, so he shot in self-defense and now he sits in Jail for 15 years.

We will get more, even if it is my family and sadly, i can't honestly say we deserve better officers and securing because we reward officers by cursing them and hating them, even back then when crime was not an issue, we still hated police and say all manner of evil against them, now you want them to risk their life for us, after we repay them with conviction. more to come people.

"The task force has had some success"Accordi ng to Dr Cort.Well had they not had success we would probably be all wounded or dead by a bullet by now.Someone shot in the heart of St Johns,in broad day light and the perpetrator is still at large after skipping through tiny St Johns,and we have had success.This is a very dramatic and reactive govt.

The emphasis for the commissioner of Police is to ensure that the public park properly in town. So instead of having the scares human resource he has patroling these areas and be on the look out for criminals, he has police driving around St. John's all day with traffic wardens issuing parking tickets while criminals are reaping havoc in the country.

my way of helping your father had his day in courts. He refused to testify. The articles I have read state he did not even make a written police statement. Its as if instead of putting up a defense in court, a defense is now being put up via caribarena comments. If you feel so strongly about your fathers case, why not appeal to the Privy counsel since the CCJ is not yet our final court? My way of helping, until there is a contrary verdict, or a successful appeal to stay its conclusions, I have to respect the verdict of the courts.

In an administrative court or administrative body, making the ruling in such a case, no way they can find an officer with these same facts to be responsible for anything or could be fired. So, yes, with all the facts of the case, i would rule, differently, from the courts and this man would be re-instated.

being guilty in criminal court does not mean you are responsible in administrative or civil court and vice-versa. You know my style of blogging, look at the case and you know, it is not because he is my father, i could not convict any man with the same circumstances, no witness, the criminal was shot in the front (lower left chest), my father was standing with a family member and he left after seeing the suspicious activity who had a weapon and did not comply with a police lawful order.

Don't you think such a move would create further distance between the police and the community they serve? If the answer is yes why would you suggest that your father who a jury found similarly guilty, and the OECS appeals court upheld the decision, be brought back on the police force?


Tenman, their are many courts, administrative courts, criminal court and civil courts.
The case that was made against my father was not sufficient, no evidence of intent to commit a crime, acted lawfully to question a suspect who then attacked him because they do not want no one to speak to them and hold them accountable.

Again, my father spoke to me and there are manythings he would have attacked that is happening in the force, so why make this positive law enforcer become incharge, who will not let politics rule him or officers violate?

Say I love politics, but you know how I know this UPP government is a BIG JOKE. Nothing is wrong with offering someone a reward, but how can you find $50,000 so quickly because of what happened. What about finding $50,000 to install few cameras down at heritage quay and at other places. This no brain government. Whats the purpose of having a degree and got no brains to formulate strategies to catch those criminals. Hey, Some thing is called articulating vision. The problem with some of us in Antigua is that we depend so heavily on politicians for things that we are afraid to speak out and speak the truth.

I do not know their cases, i know my father is innocent, not guilty. You bring back an innocent man back and as you say and support my case, the ruling was made by the court of appeals base in the Caribbean; no witnessed, bullets were in the place where it would mostlikely be for someone who is attacking another person with a cutlass, officer word against a civilian.

Tenman, i had the entire case file and if you were that officer, no way i could have charged you much more to convict you. Read the case, sit in court. he testified, my father did not.

The other court cases, what does those have to do with my point? explain your logic and again, i do not want you to regret wasting your time explaining.

Under one government, he was found clear, about twice for this case, then under this government guilty, what new happen. I know, i was visiting Antigua at the time, then they put him in to be one of the person's to be the commissioner and then miraculously they open back the case and charged him, no new evidence.

my way of helping, with the surge in crime being experienced currently in Oakland, LA, do you think the way to solve the problem is for the LAPD, to reinstate the officers who were found guilty ( Sgt Stacey Koon, Laurence Powell) of beating Rodney King? Don't you think such a move would create further distance between the police and the community they serve? If the answer is yes why would you suggest that your father who a jury found similarly guilty, and the OECS appeals court upheld the decision, be brought back on the police force? A big part of solving our current crime problem involves cleaning up the police force.

Are you really serious by asking what cameras do and if it can stop crime ,may be then you asking the same question about if police can stop crime ...come on be positive and stop being so negative.camera s are good for reference purposes ,for instance a robbery took place at a business place one night it was four guys with mask the cameras got everything clean ,the business place was able to play back the camera about two days before and guest what the same four guys had visited the same business place ,the height and walking posture was taking into consideration,s o the police could do the rest in terms of starting their investigation.c ctv cameras are very good in acting as a deterant so If you had 10 persons that would commit a crime in a particular area if you add CCTV cameras it would cut it down to two ,so guest what their will always be those that still do what they do.bless

Bring back ASP FRANCIS, this man would be on the street, this man police, investigate and has to fear to stop and search suspicious persons. Did you see how crime went up when he stop working? did you see crime in Bolans more, when bolans was never a place of criminal activity?

It will get worse, but you people here who loves to condemn these officers who do their jobs correctly will pay and fell.

I keep seeing the word 'cameras' mentioned, as if cameras will stop all this descent into anarchic oblivion that we seem intent on. Let me just say this, there are cameras all over english harbour, did it stop the people getting robbed at the dockyard atm the other day, no. There is a police station at the entrance to the dockyard, did that stop the people getting robbed at the atm, less than a hundred yards away, no. Dealers in substances peddle their goods openly every day in english harbour, do the cameras stop them, no. Houses get robbed at night & in broad daylight in english harbour, do the cameras stop it, no. People get held up at gunpoint in english harbour, do the cameras stop it, no. Why not you may ask, well, the answer to that may lie in asking the question, who looks at the cameras and the tapes.

It's pretty obvious that Dr. Errol Cort is using his emotion instead of his brain here. Although it is usual for the police to offer a reward for information leading to the arrest and conviction of an offender,the amount offered is usually not $50.000. A reward of $10.000 for turning in a criminal is enticing enough to get someone to come forward. Where Dr. Cort is prepared(using his emotion) to pay $250.000 for information leading to five different arrests and convictions,he could have (using his brain)accomplis hed the same thing with $50.000 by offering only $10.000.

For over the past two years.... there has been regular calls for beefed up Security in Heritage Quay....No one listenting..... Yesterday three policemen were on duty.... but they alone cannot patrol heritage Quay....that number is just not sufficent...Fro m today....I am sure we will see an increase number. It appears that if the idea does not come from the Minister....Of. ..NS... he na listenting no other ideas....It Must Come from me....I am The Man... but as usual someone has to die before we see any movement....Mak ing such a hit at Heritage Quay...can be compared to when
Ben laden and his murderous cronies hit the World trade centre.....Heritage
Quay is the Heartbeat of Antigua's vital tourist industry..... we must realise also that the only developments taking place in the country....are strip Clubs,Gambling dens from Market Street... to who knows where... they are popping up all over the place..... bars.....and these are right in our face...

It is a criminal aAct in itself that those persons who pay very high rent for their shops in heritage quay are not afforded even survelance cameras for their security. Why is St. John's Dev . doing with the money???? This killer should be easily caught and brought to swift justice, this callous disregard for human life must be stopped.
How could this happen in broad daylight are the criminals so sure that the ill equipped police force will never catch them or what?

This is another sad day for Antigua. Sympathies to the Powell family. Where were the police? Gunned down on Thames st in broad daylight. The crazed gunman knew that police were no where in sight so he could do what he wanted without fear or challenge. When will have leadership in the police force? When the Canadians were in charge, we had the lowest crime rate in the English speaking Caribbean. Since then chaos and crime...what does that tell us all. Time for a change in the police force and ministry...god save us.

Lots of comments are made without any rational thought. How can persons say the man was masked when they did not see him? Give the evidence if you saw him! Was any money or other items stolen from the store? Was this really a robbery or something else? Why just shoot her in the head? Something smells and I am waiting to hear other info before I draw conclusions.
The Police can only be as strong as the citizens. When parents/relativ es hide their loved ones and the material things they accumulate illegally, blame the Police huh? Even if there are corrupt elements in the Force, do we not know who they are? Do we endeavour to point them out to the PSC?
I'm not a apologist for the government, but I have been around for a while and for some people, if their homes run out of toilet paper, blame the government.
We do not place any blame on ourselves for upholding a culture of grab-e-ology and fanatical materialism. These gun-toters have mothers, fathers, and relatives who in many instances do nothing to arrest their descent into irresponsible and menacing behavioural patterns.

Dr Corts, something should have been done when Dorothy Prince was shot and killed at her workplace one year . There should have been a Dorothy Prince Effect put in place so that this animal should not have been able to walk into this woman's workplace, shot and kill her and walk away undetected. Promises are for fools...Action speaks louder than words...This woman's family deserve more that your words, they deserve action. May her soul rest in eternal peace. To the coward who took her life...you were man enough to take her life, be man enough to suffer the consequences for your action. You can run but you cannot hide!!!

I see a lot of Xenophobic hysteria going on right now which is typically Antiguan. "Let's send all the foreigners home" I hear, fine, send them all home, who going to do the work around the place ? Antiguans ? I don't think so, the reason so many foreigners are here is because antiguans are basically lazy and do not want to work. Where you going to shop ? Most of the successful businesses here are owned by non-antiguans. Look at everything run by Antiguans, inefficient, Police Force, APUA, what can we do on our own ? Not much by the looks of it. We squeal loudly when they brought in the white canadians to run the police force, wanting one of our own to do it, now we have one it's proved that he CANNOT do it, he is not good enough. The Government is corrupt and inefficient, and has been since independence, no matter what color flag you want flying all are the same. We need a major shift in intelligence before we can move on, right now it's backwards all the way. My heart goes out to the family of this young woman, what a waste, the fact that she's a foreigner is irrelevant, we are all the same on this planet, we all live, breathe and die, some way before their time.

Successful crime fighting is mainly in the hands of our people.Crime solving will improve when we as Antiguans stop shielding criminals, stop receiving the ** from theft and turn in these criminals. Crime prevention will improve when we stop reacting more than we work on prevention. Crime will decrease when we start paying more attention to who we let into our country, and the people who let them in start thinking about their country more than what goes into their pockets.
We all have to remember that no matter how much we gain from the proceeds of crime, we will not be able to enjoy it here because we would have destroyed the country anyway.

Just little over a year ago, the public was outrage the killing of Dorothy Prince at Dee's Service Station, a mother of two children ( aged 12 years and 18 months). Two of the persons responsible for her murder were a policeman and soldier. They were supposed to 'serve-and-prot ect' our citizens. What has been done since then to make sure that our law enforcement officials are not on the 'wrong side' of the law? I applaud the NS Minister in his response to bring the person responsible for Ms. Powell's killing to justice. Yet, the public has not seen any progress in 'winning' the fight against the criminals. And, while the Minister seeks legislation of more "stricter penalties to control criminal activity," he must remember that we also have an "economic" problem, to find and create jobs and opportunities, to help the situation that has completely gone out of hand. Our socio-economic problem is "deep rooted" and it is about time we get to the 'root' of it, and let the chips fall wherever they may. We all need to win this fight and restore 'peace and safety' to the people.

We crown ourselves as a religious nation; where are the christian ethics of this country? Yesterday is gone, tomarrow is not promised but the time to act is today because today is here and we can start to make the difference needed to take back the safty and good name of our lovely twin island nation Antigua and Barbuda.

As a young Antiguan who wants a better and safer nation to live in and enjoy I am suggesting to the higher authorities to bring back one of the old crime task force team that had included Corpral RAY JOHN and CLAUDE WILLIAMS who were very effective in there crime stopping duties. Please revisit this task force for Antigua and Barbuda need an intervention and I believe these men can get the job done. Pray for our country, nothing beats prayer; God bless us all.

The great doctor Cort recently offered as part of a method of reducing crime, the removal of duty from the import of security equipment. This gave the impression that the government cared about persons security. However, the 15% ABST and 10% Revenue recovery still remain. Since they are compounded on the Cost Including Freight value, it then means one still has to pay at least 36.5% in import taxes. The measure seems more about the government providing a discount to take advantage of the crime crisis.

Every time a crime happens, they arrest the situation by coming up with a new strategy that is only strategized on paper; none of which has even been effective at anything what soever.

How does an unmasked well dressed man shoots a store attendant in a busy part of the city and walks calmly away and still on the loose??
Simply put neither the authorities or the general public have any idea who or what is living among us. The word is out that Antigua is 'easy' to get into and get 'stay' and the deportees from other Caricom nations have gotten the message. Minister Cort's admitted not long ago that they are here among us and we do not the mechanisms to know what type of crimes they committed abroad. It is ironic that the same Minister responsible for allowing entry to these elements and granting them residence without background checks is the same person tasked with getting the escalating crime under control. And he like other free movement armchair pundits can see no correlation between influx of unskilled 'brothers and sisters' and escalating crime.

This may need a state of emergency so yes call up all Antiguans and Barbudans too, the Defence Force, the Police Force and able bodied citizens who want to be trained to hunt down bandits. Deputize and arm all and place them on the island grid to bag all these bandits. But wait a minute, think outside the box, with so many people and armed police milling about in that area tell me how could a gunman simple attack and got away just so is a bit bothersome to me. I can understand if this happened a dark night in the bushes or countryside but not in this area. I am not a detective but I would follow some leads with her known associates and look for someone close because this looks more like a deliberate hit job, conveniently done to throw off investigators making it look like a robbery of sorts. Get Scotland Yard, Mounties, and even the FBI on the ground ASAP. Get warrants and conduct random or collective searches of the known or unknown acquaintances, her enemies, and also known and unknown gunmen places of abode (homes, cars, and business) the whole island symmetric grid.

We need these defence force guys out in there trucks with the big guns especially at night patrolling, cause right now we have a war on our hands and we are loosing. All these corners and old houses that these guys used as hangout spot need to be clean up. It's either we have the boldest and bravest criminals in Antigua that cares hell about the law and because they know by the time our police get to the scene they are gone, since i can drive from Golden Grove school to Bolans without running into a police vehicle or these guy's are just totally Dumb to do some of the things they do and at the time and place. We might have to invest in one of those police helicopters used in the USA. People we don't need a special task force to fight crime that's what the police force is there for, maybe a special task force for drugs, but remember these are not really drug crimes we are seeing, these crimes are more like youths with nothing to do who watch alot of these ghetto movies and try to act them out.

Its not one criminal out there! Look at over the weekend how much things happened in one night. ALL were gun crimes. Getting more police and the army involved to patrol the streets is not gonna solve anything. Yes the city will be filled of officers walking up and down but what else? busting the guy with lil weed in his bag? oh please

We need to find out where all these guns coming from? they are either being obtained locally or dey coming n from outside. either by air or sea! This is where they need to tackle these criminals, importation of drugs and weapons go hand in hand. The US protect their borders not only to bust no big drug deal but to curb guns from entering.

We need to protect our borders, we need to invest in the police force, we need to invest in the army, landforce and coast guard. thats where we need to start. but just patrolling the city is not going to help.

From how i see it, we are not safe any where, not even at work? where ya working hard to make an honest living?

You do the math using only US Figures - A minimum of 90 folks with no source of income. Add such "hardtone" adults to impressionable young men with deferred dreams. Skyewill has seen the canary in the mine since 2002. Some saw it in the 90's.

The Royal Police Force is not going anywhere. All the Commissione of Police have done since in office is reward their favourites and turned a blind eye on those who has been hard working,probabl y in part because they are not Antiguans. After the last promotion list I doubt that the persons who are actualy doing real work are willing to do so anymore. The cry is let those who was promoted go and do the work which was never done by them anyway. The fact of the matter is how can you promote someone who has sat in an office since becomming part of the organization and police out their doing real police work a looked over. You promote someone who sat in Antigua State Colledge for two years and there were peole out there doing real Police work.
So do you think the Commissione of Police have the full support of the Force. He and his favourites should go try solve the escalating crime problem if they have the experince to do it.

I recall the early part of 2000 our women was being rape and molested day and night by the mask raper and his knife. How did it get to this? we ellect a government to govern honestly and protect it's people, but they sat back and watch these outlaws take over our island paradise. One often say until it happens to a family member of one of these minister, but striking our tourism industry is even worst and that's why we are having a $50.000 reward and all these other hype talk. A shooting in Bendals would just be the normal everyday event. My relatives are scared to return home, a cousin of mine in the US army in Afgannistan said he felt much safer where he at and to tell the truth to picture him returning home after going through iraq now Afgan and end up shot by one of these cowards we have here would be hell. Yet the only thing our PM mind right now is CIP.
I often tried to understand how could one commit these crimes be it day or night and just walk away without a trace? I know our police can't be every where but
