Stop and Search OperationsAntigua St. John's - National Security Minister Dr Errol Cort has said law enforcement officials have moved to intensify stop and search and rolling roadblock operations.

The first sign of this was at around 3 am on Friday outside the popular G-Spot entertainment bar on Independence Avenue, just outside the city.

According to eyewitness reports, about 20 police officers and soldiers armed with machine guns executed searches for contraband on people and in parked vehicles.

Dr Cort said on Friday that this type of operation had never quite stopped, but had been executed on a reduced scale.



He said they “have been an ongoing part of our crime fighting programme. They were never stopped… These programmes will be intensified.”

Police spokesman Inspector William Holder told Caribarena the police have been forced to get “tough on crime,” and activities like these are merely a part of the overall approach.

“Those are some of the things that are happening,” he said. “On a daily basis, warrants are also being executed on homes and businesses. It is a routine.”

Inspector Holder said the intensification came in response to the recent proliferation of gun-related crimes, where there was a shooting almost weekly.

He said the police suspect that the perpetrators are moving from one area to another to avoid detection.

I believe that "stop and frisk" is a very effective way to get illegal guns off the streets and to put criminals behind bars;however,th e police must have reasonable grounds for stopping and searching someone. That is,the police officer must reasonably suspect a person is in possession of weapon that is a threat to the safety of the public before carrying out a search on the individual. But we know that if a police wants to search any body just for the sake of searching,he can always use "suspicion" as an excuse to do so.

I worked in the school of criminal Justice for a popular university for about 2 years. I do read a lot more than average so when I can I read some of the texts and I attend some of the cl** ats they are free for me. I personally do not believe that the NS Minister knows whatto do and the COP is even words. There are some very good officers in the force, male and female and From my miliary experience I know we are not treating the good ones with the care we should. They have no Moral department and the pay is stupidness I believe a recruit makes 300 per week, just over $100 US a week in an economy where a dozen eggs cost $12.

First of all, the Police needs to gain back the biggest thing that it has lost and that is the people's trust. The citizens are unhappy with the slow-to-no- response of the Police when called, the blatant disregard for follow-up actions and feedback, the Police involvement with numerous crimes, the blatant abuse of power and equipment/mater iel by Police, the poor interpersonal skills, and the "I am the law" attitude. All of those represent barriers between the citizens and the Police. The force cannot move forward until those issues are addressed, regardless of how much lipstick they put on the proverbial pig.
If we can see this, don't you think the upper echelon of leaders can see this too? There is no doubt in my mind that they do, but are clueless as to how to holistically fix the problems.

Morris, please excuse the PS for even 'attempting' to evalute the situation.

How does the PS know that without any 'concrete" evidence? So, we are to believe by the PS that the Police are catching up to the criminals, and, will some how force them all in one corner of this country, and, lock them up?
Tenman, no doubt that we need to 'weed-out-the-b ad-apples' from the police force, as some of them have been involved in crime. I am of the view that we need better 'recruiting' that involves better screening/backg round checks, physical/psycho logical exams, college education, training, and better salaries. The COP cannot make a 'big fuss' about his officers "moonlighting" and not even considering the vast amount of 'sick leave' his officers take, when they should be on duty fighting crime! It is not fair to the police officers who strive everyday on the job to do the best they can in protecting citizens. As I am told by some officers, "moral" is low on the force?

After clearing 28 inches of snow from my property.I am now reading this about stop and searches.This will not work in my opinion.Those of criminal minds will out smart the police in Antigua.Please mister police spokesman,tell us the results from those searches.How many guns were confiscated and criminals arrested.I always believe in results not public relations.

For the past week, the 'headlines' on CA read "Masked Men Rob Domino Players," "All Saints Family Robbed," and just yesterday, "Gravy Shot and Wounded." No one knows what next week will be like. Hopefully, it would be a week without any "gun-related crimes." The fact of the matter is neither NS Minister, the COP or their PS have "no clue" on 'fighting crime' or get to the "root" of the problem, as "stop-and-searc h" operation have little/nil effective on crime. We must have a well strategic approach to this, as they must be some sort of sound and sincere 'initiative' by our leaders and law enforcement officials to work with our youths who turned to crime and violence as a way of survival. All in all, they must be other 'alternatives' available than just crime! And, I believe as citizens we must do more to set the agenda, and, not just 'peep-behind-ou r-curtains,' or wait for the politicians or the police to come our rescue. Like I said before, we must "take back our streets and homes from the bandits!"

Definitely, no police will interrogate/que stion any citizen or person without probable cause or warrant. Going into the schools is a way to befriend students in a community policing manner and allowing, suggesting the students to be open with the officer, give informaton or even through observation or grapevine gather intelligence.

You know Antigua, somebody always know something and they speak about it to prove they know and is a part of the IN.

I also thank you for agreeing, i know i have the plan on eliminating crime and getting control of this epidemic.

I have the plan and as you folks see, i do not care who you are, what you have, i will speak the truth for love, safety, and harmony. Try the young criminologist today, try my firm. If I may say so myself, we are pretty decent at what we do.

skyewill & Dig It, as you can see plans are easy to find. The problem we have is those in control lack the willpower to implement these plans. Every time there is an upsurge in crime they revert to methods that have never worked. The idea seems to be to penalize the public via these methods, to give the impression they are doing something. We all know there is a cancer in the police force, nothing is said about methods being put in place to deal with this. We will again hear of some law enforcement official slipping up and getting cort (no spelling error) . Yet no measures will be put in place to even try to curtail a re-occurence. Any successful crime plan must call for dealing with the corruption which exists in the Antigua & Barbuda police force. Dig It as your comment revealed it must also include dealing with the economic reality

Good points guys! I know we always beat up the Police to do their part, but we also need to beat up the citizens for not doing their part. They, more than anyone else, know what is going on in their communities. Many of them know and even harbor some of these criminals, but because of family ties and because many benefit from the criminals' plunder, they are reluctant to report them to the Police. Yet, they only want the Police to do something about other criminals. What happen to the neighborhood watches many of us discuss on this very site? If they are established and functioning the way they should, they would surely help to reduce criminal activities.
We have quarterly neighborhood watches in my community and two Police officers are always present. They take notes, give us advice and updates on criminal trends in the local and surrounding communities, apprehensions/a rrests, current cases before the courts directly relating to our community. This mutual relationship between community and Police have resulted in an 85% reduction in crimes in the last two years, and is still expected to be reduced further by this Summer.

Unless the police suspect that criminals hang out at the G-Spot, this seems to me like the polic have no clue.

It appears that this was done becasue crime is out of control and they had to do somehting for show. So the police can now say hey look at wht we did.

Don't show me what you did. Show me what you are doing. So we will just have to wait and see what follows.

I liked everything up to the part when you say police needs to go into schools. I would not think it wise unless you are talking about a prevention program such as the one Chief, Darryl Gates came up with for the LAPD. DARE program have been expanded to include violence? Police do not go to interrogate students; they would go to be mentors along with others in the community. We have neglected our children for so long they are no longer in our control. Force will not work! Coming across as thuggish will fail. Road block is a total waste and unconstitutiona l. The innocent paying for the guilty is Neanderthal. Police should go after the criminal, doing Intel and recon. The should have already mapped out high intensity areas. Road block is for show. The reason why a lot of criminals get caught in the USA id because police in America hunt criminals. In fact the Broward Sherriff ordered his deputies not to do road block, you are not after everybody you are after criminals.

There is no doubt that T&T and JA will experience some setbacks in these initiatives. Weather or not these 'initiatives' work, it is a start to give residents some hope. I am 'amaze' that our law enforcement officials in Antigua have not focus on initiatives to target youths or poverty in vulnerable areas! Bloggers like JF II have called for 'cadet program' and initiatives aimed at our youths to curb crime. Morris and Skyewill have called for the deployment of the defense force to fight crime on land and at sea. We have nationals who have a 'vested interested' in reducing crime in this country but do the leaders and politicians listened?
Given the small state of our country, if we really want to end/curb "gun-raelated crimes," don't you think we can? Yet, we are getting all sort of 'mere-talks' of crime fighting, when it is abundantly clear to many residents that the criminals are "winning" this fight. Quote:

In T&T, they have a "three step crime plan," and one of the goal is to "reduce poverty in most vulnerable areas." In JA, they have a "five year crime plan," to reduce its murder rate, especially, with gang violence or what is calls a "anti-gang strategy." Both National Security Minister and their COP have been working together to "contain 42 active gang conflicts." According to the NS Minister, Mr. Bunting, "social interventions will be made in communities dominated by criminals." Both men have rolled out a "anti-gang media campaign" with the "deployment of local police officers to communities." Quote:
Other initiatives include: a Community Safety Corp Programme (target at-risk youth for enlistment into a cadet-type programme aimed at re-socialising them; The Citizens Security and Justice Programme (expanded from 39 communities to 55 with majority of the new ones being rolled out in the St Catherine North division; Spanish Town and Montego Bay Communities (strategy being deployed in these troubled areas with the establishment of permanent police posts).

These activities should not be scaled down in the first place, the Police are too slack in bringing help to stop crimes in Antigua, some of the Police are also perpetrators to these criminal activities because they uphold the actions of some that have been committing these criminal actions. Some Police Officers have been sleeping with women that have also committed off fences and let them go, it is who you know in these cases.

I was at Bxxxs Police Station in 2007 to see someone, I heard an English woman complaining about the injustice that have being done to her son in arresting him every time he visits Antigua. Because the white English woman mentioned names of Police Officers who have taken money from her under cover for the release of her son, the head of the Police Station in Bxxxx at the time, swore nasty at the lady, I was shocked and had to tell him he is wrong, and if he had behaved in that manner in the UK he would be excluded from the Police Force. That officer wanted to hit the lady because she was angry and frustrated of the injustice done to her son and her.

It might be obvious to those familiar with Law enforcement or those with "...simple commonsense," that "...It is routine" (para 7) approach to arresting crime that needs adjustment.

Many, with or without Law enforcement experience have always suggested different methodologies and/or approaches.

The TenMans; ...Skyewills; ...Fnpsr; ...My Way of Helping; ...Antigua Woman; and ...Real Observer have all offered useful suggestions in the recent past.

Those who managed crime should know of the various levels:
(a) ...Strategic;

(b) ...Contingency

(c) ...ROUTINE

(d) ...Basic

The changing of time in conducting "...Stop and Search or setting up Roadblock" to do the "..same thing" (routine) was likely to produce the same results.

Sometimes it is best to watch the things you say, because you never know who is listening/readi ng. Mr. Holder, the Police should not be "forced to get tough on crime," that should've been your job from day 1. Perhaps if you guys were tough all along criminal activities would have risen to the current levels.

Sorry, one final thing, why are you wasting 20 officers at 1 road block location, i suggest 6 to 8. One on the right side to the traffic going and other on the left side for the traffic coming. two officers that does the pre stop, their task is to look into vehicles at detailed as possible, two more officers for booking and arresting, drafting the charges, if any. Then 2 in vehicles ready to chase, for people who want to flee.

I only need about 8 out of that 20 for one location, the remainder, they would be at other location. Also suggest cameras, night vision cameras if at night, a few milesl/blocks away from the actual area where the police/block will be. Even use a plain clothes officer to stay miles away and tape every car that is heading towards the police block and do not make the taping so obvious.

I have a plan to decrease crime and it is just using the data we have or will get and develop a specific policing approach for Antigua and Barbuda.

I want police officers in the street, walking, riding bicycles and driving in the communities, especially after 6 pm until 12 mid day and provide some funds for public, buy some t-shirts for the community that states neighborhood watch, and give them to groups in each neighbourhood, you will see how much people feel like they are a part and contribute.

Now, the road blocks are okay but i want the road blocks and the targeted neighbourhood watch to be determine by pragmatic research. Where and when the blocks are executed should be determined by information gathered, whether it is from society/witness /informant or even data collected on crime rate or pattern or location.

I am also suggesting that folks who have receive shipments from overseas for the pass 11 years should be looked at, sorry, every one, even my family. I suspect some of the guns arrived in barrel and as i over heard, different pieces of guns were shipped at different times and then assembled. I know a lot of people may say this is unreasonable and too far fetch but ask yourself this, how many of you thought about shipping guns this way or heard someone say they will ship guns this way? be honest.

The criminals are at the same place, it is Antigua, a small island, there is no place to place. The issue is, there is no police and community relationship. Plus, the public expect the police to know all things and do all things and the police expect to get information from the public, the police is very reactive, instead of proactive.

The community truly knows who are taking parts in these criminal activities, now go out and investigate these individuals, find their associate, watch the hang out spot and block. then with the probable cause you need, proceed to.

I recommend a lot of officers going into schools, information is there. I remember when i was in school, i heard students saying who has this gun, who has marijuana, who has this man and this girl. Not only will you be in the school to acquire information but to start to protect student and guide them to the right side of the law. Our troubles began with the recent generation, any generation, need all the help they can get because most is more likely to go down, criminal activity, delinquent behaviour.
