Johny the sexual offense act (see the one from 1995 laws.gov.ag/acts/1995/a1995-9.pdf) isn't only about infractions on underage victims. In addition it defines a minor as someone under the age of 18. It includes penalties for things like rape, incest, bestiality, human trafficking etc.. Infractions (regular sex) against under-aged persons (unless via force, or its considered indecent conduct) where it does not involve a parent/ guardian or employer are capped at age 16.
