Power Plant Issue Goes To Parliament

MP Molwyn JosephAntigua St John's - The controversial Chinese-financed-and-built Wadadli Power Plant at Crabbes is among matters to be raised when the House of Representatives meets in St John’s on Monday.

Issues surrounding the plant have been the subject of intense discussion over the past two months, as opposition sources and media outlets have been pressing the government to provide more answers to a number of questions.

Using the opportunities available to him as a member of the House of Representatives, the member for St Mary’s North, Molwyn Joseph, has submitted a number of questions to Prime Minister Baldwin Spencer, whose portfolio includes utilities, asking him to provide answers to a total of nine questions.

One question asked the prime minister to provide the House with information on the current amount owed to the Ex-Im Bank of China in connection with the loan to establish the Wadadli Power Plant, including generators and all other components.

A second question asked the prime minister to indicate to the House, the date when the contract was signed with Beijing Construction and Engineering Group (BCEG) to establish the plant and when BCEG signed the supply contract with XMEA to supply the generators.


Joseph also wants the prime minister to make available to Parliament a statement showing all payments made to several suppliers of goods and services provided in the building of the Wadadli Power Plant, including six generators, auxiliary equipment, buildings, storage tanks, and other components.

All nine questions directed at the prime minister are listed on the order paper (agenda) of the meeting on Monday.

But Joseph did not stop there. He has listed some questions related to the proposed project at an ALP public rally in Jennings last Thursday. He said he has been able to glean information about the project that raises concerns, as the representative for the area.

He said the proposal is for the development, to include the acquisition of 101 acres of land. He explained that the land is privately owned and there is an ongoing dispute among family members regarding ownership issues.

According to Joseph, the project calls for a gated-community that will be self-sufficient in several areas. He disclosed that the financiers of the project are Chinese, and it is believed that Chinese labour and materials will be utilized in the construction phases of the project. He added that he believes that the development is aimed at wealthy expatriates.

The opposition Parliament has 10 questions for Baptiste relating to the project, including whether the people of Jennings/Ebenezer will get employment in the construction phase of the development.

Notes From A Native Son Of The Rock. Tenman, Thanks. All have read this Financing Agreement through the courtesy of Caribarena. There must be an EPC document between APUA & BCEG. If That was all that was signed for this project, then the APUA Engineers should be made to walk the plank at either Redcliffe or Heritage Quay. Contract Documents for projects of this complexity and magnitude run to several hundreds of pages. I shall not question your research. Let me end on this note, if that is all the GOAB or APUA have, WE HAVE BEEN HAD! NO! NO! Nuff Said! For the last twenty years, This mere "voice in the wilderness" has been begging Blues & Reds, various Ambassadors and Counsel Generals to develop a Registry of Human Resources and Capacity in the Diaspora. I have gone from PM's to party hacks. Unheeded Call. While the powers that be go from one bungle to another disaster, there are nationals with the skills around the globe who would readily assist to avoid these pitfalls. There is so much talent as fnpsr would say "with worldwide experience available to assist". Instead we see Party Faithful and Sinecures with Multiple and No-show jobs,
Respect.

The PM assumes that parliament will simply accept the agreement, since his side has the majority. The problem is, it would have been wiser to have had parliament approve it, before hand. The longer he takes to get the agreement to parliament, the bigger the risk of it not being approved, especially with the current unanswered questions. Until the agreement is approved by parliament, it is not binding. No one or two government minister, even a PM, has the power to bind us to any loan agreement of this type, without parliamentary approval.

Notes From A Native Son Of The Rock. Finally the issue of the sub-station which this "mere voice in the wilderness" asked be raised was finally answered by the Good Hon. Dr. PM who has confirmed that it is an additional cost to the 300,000,000 Million Yuan.
In design, it is referred to as a "costly after-thought". It is included as a "Change Order" which will have a cost atleast 25% to 50% higher than if it was included in the original design. Hopefully, the issue of the High Voltage Transmission Lines will be addressed before there is a costly, catastrophic, disastrous and deadly accident. Those lines and support systems are atleast 20 years old and have not received the best Preventive Maintenance.
When I see Vines growing on the supports, It tells what time of day it is. Again bear in mind, the electrical loads, they were deigned to transmit. Just a cautionary note as in the sub-station which again was an elementary omission for which APUA is paying a high price to learn simple design lessons. Heaven Help APUA, GOAB & The Nation Of Antigua & Barbuda including Redonda. Go Well! Respect.

In our young nation's history, one thing we have failed to do as a country is learned from past mistakes! Making promises on the election gravy train is one thing, keeping them is another! The electrorates have put those in power, with the intention, to fulfill their promises, uphold and respect the laws of the country! Yet, our laws are more "broken" than followed! As we have seen, our wheels-and-deal s in the "darkness" have blinded our government's judgment and abiity to be transparent! And, the sad part is skilled nationals can't see any slice of the pie in these negotiations with the Chinese! Elijah, Tenman, Steadyj and others, future generations will be left with a very big price-tag in paying for our leaders' mistakes! And, these are youths that will be left with the task of pulling this ship from "unchartered" waters, safely to our shores! What legacy are we leaving for them?

may or may not be valid. I believe that The Good Hon. Dr. PM stated to Parliament that the Contract with BCEG did not provide APUA or the GOAB with the Ability to Decide and Approve the Sub-contractors . Recognizing that GOAB & APUA may be the only Nationals of A&B to have PERUSED the Contract Document, I shall defer to him. However, I part company. Turnkey Contracts, Private Public Partneships, Design Build, Engineering Design, Construction, Project Management, Construction Management and Commissioning Boiler Plate Contracts contain provisions that the Contractor will not engage Subcontractors without the Agreement of the Owner. If that provision was not included, and I have every reason to accept the Good Hon. Dr. PM's statement. The GOAB was not well served by APUA Engineers, The Ministry of Finance, The legal Affairs Department and The Foreign Office. That was truly an elementary error. "Only in A&B". In the EPC Industry, The Responsible Person - usually the Owner's Project Engineer/Manage r - would be Summarily Fired. Respect.

Elijah the law in question is the finance and admin. act (see laws.gov.ag/acts/2006/a2006-23.pdf). Yes it was broken based on what is stated in section 47 - 49). The question is what penalty can be exacted? Reading the act, it seems as if only the voters can exact punishment and that the PM is wrong in thinking that the contract is binding.

Hon MP Mr. Joseph, Caribarena and the other media outlets are doing what they are tasked to do in safe guarding democracy in Antigua and Barbuda with free press information on such matters going to the public etc

I am curoius though as to what is the procedure for committing the tax payers of Antigua & Barbuda et al the Government, when it comes to contracts or agreements of such a nature???

The PM admitted at the "press conference" that he didn't take the generator agreement to Parliament as he should have yet work etc has already been done without Parliament's prior approval...

Did the PM break the law in doing so and if so what or can any of the other MPs not take him to court on this matter?? Knowing fully well that we have to pay this money back... Can anyone help me on this?

Wouldn't it have been much better that the new power plant had gone to Parliament in the first place? That, I believe would have "salvage" any issues relating to our government's "transparency" and "accountability " in acting on the best interest of the people! Afterall, the Chinese wouldn't have given their people six-for-a-nine in any negotiation! They know the "backlash" of such bad negotiations, which is why they have some of the "Great Negotiator" in the world! Let's hope that our own "negotiator" learned from the Chinese, in the GOABs attempt to make him the "greatest of all time." Yep, as we have seen, in that "dressed-up" interview, his "intimidation" and "gas-face" scared off a lot of reporters and, even broke my TV set. At least, he wouldn't be in Parliament to help the Chief Servant!

WHY HASN"T SPENCER SIGNED LEROY KINGS EXTRADITION PAPERS?

DOES HE EVER INTEND TO SIGN THE PAPERS?

THE PM REFUSED TO RELEASE THE REPORT INTO THE FSRC AND NOW xx xxxxx BLOCKING KING"S EXTRADTITION BY ALLEGEDLY NOT SIGNING THE EXTRADITION PAPERS. JUST WHAT IS SPENCER HIDING?
