Power Plant Companies Relationship Explained

SXD or XMEA ?Antigua St John's - Before the Chinese Power Plant press conference, Caribarena had conducted an investigation to try and understand exactly how the power plant contract was carried out.

As our returning readers probably know, several Chinese companies, including Shanxi Diesel Engine Heavy Industry Co Ltd (SXD), Xi’an Marine Equipment Engineering Research Academy (XMEA), and the Beijing Construction Engineering Group (BCEG), were involved in the procurement, manufacturing, shipping, and construction processes.

The plates on the side of the engines indicate that SXD is the manufacturer of the engines.

The plates on the front of the engines indicate that XMEA is the manufacturer of the engines. Both companies claim to have signed contracts with BCEG for the Antigua Power Plant project.

Neither company was present at the government’s much-hyped press conference. And to add to the mix, Caribarena is yet to receive answers to any of the questions sent to the government following the press conference.

Clearly, the situation is quite confusing. To make things simple, Caribarena took the liberty of preparing the following diagram. This should make the interaction between the various parties easier to understand.

One critical question that Caribarena raised in a previous article, which went largely unnoticed, is why did both XMEA and SXD sign a contract with BCEG?


SXD manufactures engines under its license from MAN Diesel and Turbo SE in Germany. SXD is also a shareholder of XMEA, a company that is partly owned by a myriad of other Chinese companies.

As such, it would be understandable if XMEA had permission to act as an agent on behalf of SXD.

However, SXD claims on its website to have signed a contract with BCEG for the Antigua Power Plant Project, while XMEA also claims to have signed an “equipment procurement” contract with BCEG. Both contracts were signed in 2008.

An article on XMEA’s website entails the contents of the contract signed with XMEA to include “6x5 MW HFO G-sets and their auxiliary systems”.  But if a contract was signed between SXD (as the original manufacturer of the engines) and BCEG, why was XMEA necessary?

So who really provided the engines, XMEA or SXD? Who did BCEG really sign contract for the generator sets and their auxiliary systems?

Another interesting fact is the involvement of MAN Diesel and Turbo SE Germany in all of this. On MAN Diesel and Turbo’s website is an article titled “Genset Delivery Sparks Chinese Celebration”.


In this article, various representatives of SXD and Man Diesel and Turbo China gathered to celebrate the delivery of two 12v32/40 gensets. These generator sets are identical to the ones delivered to Antigua & Barbuda. And yet, of the Antigua & Barbuda project, where six engines were delivered, no mention, press release, or article was published.

Caribarena has asked MAN Diesel and Turbo SE Germany about this and other matters, but MAN has not yet responded to these questions.

Meanwhile, Ambassador Shoul and the PM are solving all of their problems by accusing the media and the opposition of being “libelous” and “unpatriotic”. 

So to the PM, if being unpatriotic means turning a blind eye to government projects and assuming everything is fine and dandy, then Caribarena is probably very unpatriotic. And also, Caribarena’s efforts to locate the photos of the power plant previously on the government website have been unsuccessful.

While indeed the pictures are there I am not convinced on this whole thing. Apart from it being a poor decision to go the fossil fuel route when our distribution system leaks by like 20%, so 20% loss before we even start!!!!

Who had the responsiblity to say no when the installation was being done, tell the company this is not what we ordered and get it corrected. The government was supposed to have responsible engineers on board that would be overseeing every stage of this installation.
Nobody can cry foul, the governmnet should have a warranty on this, so that the company has a responsiblity to send someone back to Antigua to inspect and fix or replace.

Where is the warranty?, that is what all of you on here should be asking the government to show you. If you determine that the plant is not what YOU KNOW the country paid for, then you can insist that the government do its job.

I've been back and forth on Caribarena for a little while now. They aren't that stupid. Why would they say the pictures weren't there if the pictures were? It would be too easy to hammer them. Besides, I looked for the pictures myself this morning, when I read this whole story, and I couldn't find them either. So send my regards to your supervisor, and thank him for returning the photos for us to see. ;-)

You have to be blind. That you cannot find the photos of the powerplant explicitly on the government website for all to see. Since you need some assistance I will walk you through it and for anyone else woho like to take a look. First, go to www.antigua.gov.ag then 2nd, click on the photos section at the top of the page. After that. Step 3. Scroll down the page with your mouse cursor and you well see a set of numbers indicative of the amount of photo pages on the site. Click on the number before the ...until you get to page 12. When you are there. Scroll down to item #58. This album was created on September 7, 2011. Sixty one pictures are in the album. Luk pan all a dem!

Wrong registration Number?

I was astonished when a member of the now infamous Prime Ministers power plant press conference said that the wrong registration number was on the machinary and apologised for the mistake! Can this be real? Does this mean that the registration number which there was no public mention of before, and we now learn is a mistake, leaves room for us to wonder what other so called "mistakes" were made and we dont know about!

Zoom in on the government photos, that take some finding, and the rust is obvious…course I guess that has to be the “bad minded salt air” that only attacks the Wadadli plant…Credible word has it that when these engines arrived they had so much wrapping that nothing could be seen underneath. They were quickly transferred to a barge from the ship…one really has to wonder how that wicked salt air managed to penetrate the extreme amount of wrapping and has not to date rusted the APC plant. On the issue of all the companies involved…excess paper confusion in the world of business very often creates opportunities/o pen doors for “irregularities ” to take place. Simple and clear, or in other words, transparent paperwork and contract, is usually the more up front way to go.

It would be wise to stop putting out mis-information . Your last paragraph stated that the pictures on the GOAB website of the Wadadli power plant could not be located. I just did a search of my own and the pictures were easily found. They are located on page 12 of the photos folder. Plain as daylight for everyone to see. Again, please be more responsible with information that is put out in the public domain.

Since companies contract out this is silly on Caribarena's part. Companies expand and they do so by taking jobs and sub-contracting them out, I spent years in that industry working with sub-contractors.

BCEG got the intial contract and they have a right if necessary to sub-contract out since it would give value to their client. BCEG is a large company that has been around for years, so before Caribarena give a black eye, look at what the government of A&B did incorrectly. It appears as if they are the culprits in this problem.

Does the person at Caribarena who is pushing this angle of this issue believes that only one company is responsible for the production of the automobile he/she drives. Totally Silly.

So far no one has any proof of anything. Lots of speculation. Questions asked and answered. Sure we have a right to know, but when do we say okay we have no proof something went wrong so maybe we should leave it alone. Or do we keep bashing it until it looks how we want it to? To the lady that said they are substandard power plants you forgot to qualify your remarks with your expertise. How many power plants have you seen and worked on to make you an expert to make such a statement? when was the last time you changed the oil on your car? If we say it enough times does that make it so?

Persons with your kind of thinking are the ones who are keeping corruption in high places alive. How can you in all honesty try to defend something like this,we are the ones who will pay for this for the rest of our lives. Even if the plants are new,they are obviously low quality,the entire contract was treated like a private affair,with the Pm& Shoul the exclusive owners.How can anyone in all fairness,regard less of political preference think that this was done correctly,it did not go to parliament, neither did the Min Of Finance have any input,i heard from a seasoned former Financial secretary yesterday,that any monetary transaction on behalf of the people should always be sanctioned by the Minister of finance,shroude d in secrecy,it leaves room for any suspicion,we have a right to know where and how how moneys are spent.

Ouestions regarding all Public Project is the only way to prevent corruption . The Antiguan Tax payers might have save $150,000,000 by questing the Car Park,,$32,000,0 00 wasted on Bencorp,, WOOODS..ECT. I guess certain people benefit from this corruption why they attack the media!!!!!!!!!! !!!

In Asia the expression saving face means respect, to loose your face means you are loosing respect. When you continually insult the people that are trying to help you they loose face as well as you. How shall we believe Caribarena when you continue on like this? or are you being pressed by those that have lost money on this deal? It is certainly starting to look like either really bad journalism or a certain company putting it's will out there.

Caribarena is flogging a dead horse until it is the horse is showing raw skin! It is trying to reach within the Chinese government system and somehow tie it into the local government. No matter how much you try the workings of internal Chinese government may never make sense to you. The point is that the government of Antigua plays by the same external rules as every other government borrowing from the Exim bank. So explain away and the PM and others will still be right in saying that this is irresponsible journalism as you and your pundits have proven that the facts and the truth are not part of your story. So proceed.

Yes! you were told to submit any further question in writing to the government after the so call press conference and your questions will be answer. Now did you honestly believe that? Was the press inform before the conference exactly how many questions will be allowed and the procedure in which it will be carried out? and if so i gathered you guys were prepared yes? The Press had the chance to make this government stand up and prove to the tax payers of Antigua and Barbuda that the money spent was well spent and the engines are in fact new, but with a few out burst by PM Spencer and Mansoon in the back ground keeping an eye, you guys caved and sat with fear. With a PM like Spencer and Shoul at the top of this power plant issue i can tell you now it's over, the answers you wait for will never come, It's over.
