First High Level Security Meeting for 2012Antigua St John's - National Security Minister Dr Errol Cort met with the hierarchy of the Royal Police Force and the Antigua and Barbuda Defence Force (ABDF) on Thursday in the first high-level security meeting for 2012.

Dr Cort commended the security forces for their crime fighting efforts in 2011. He said, “I’ve seen the commitment to solve serious crime in the country."

He commended the leadership of the police and defence forces, as well as rank and file members, and encouraged them to continue to give of their best in dealing with serious crime. He asked that the security forces continue their aggressive approach to crime fighting, as it has served the country well.

The current crime prevention plans and strategies for the nation were evaluated, with discussions on the successes, and areas in need of improvement. It was agreed that in 2012, crime fighting will continue to be intelligence-led, with an emphasis on community policing in conjunction with other methods such as patrols and road blocks.

Other issues discussed at the meeting included the rise in crime in secondary schools, and ways to address this problem, along with violence against women and home invasions.


The attendees decided to create a joint strategic plan between the police and defence forces, laying out parameters for each unit in fighting crime. In addition, community action teams will be engaged to go into high crime communities and work with the members to address the criminal activity taking place.

Re-vitalizing community watch programmes across the country, and establishing new programmes is also high on the 2012 agenda. The security forces have committed to not only lend their assistance in this venture, but hold quarterly meetings with the leaders of these community watch groups.

The minister and security forces will continue to meet to discuss strategies for fighting crime in Antigua & Barbuda, and plan to seek to collaborate with relevant stakeholders and partners in their efforts.

The definition of insanity is doing the same thing and expecting different results. Sadly, our crime fighting policy appears to suffer from this affliction. In the case of the community watch program, this is definitely true. The watch program is based on US and Canadian models where the police will show up in 5-10 minutes and where most people don't know each other (as in a city). In Antigua, the police may never show up and each community is usually rich with family and friendships dating back years. This makes "watching" hard especially when police don't show. What do you do when family or friends are in danger? I suggest we activate the Constabulary Act of the 1920s and train willing citizens to be "local Constables". For money? No. For the community? Yes. Armed? Yes... but trained in non-violence intervention and weapons handling.

Notes From A Native Son Of The Rock. Morris, many of us "voices in the wilderness" have raised questions on the role of the Antigua & Barbuda Defence Force (ABDF). This "mere traveler" has suggested merging the unit with the Coast Guard. The Good Hon. Dr. Min has made some tentative effort in that direction.

A good example is the famous incident before the Battle of Salamis when the Pythia first predicted doom and later predicted that a 'wooden wall' (interpreted by the Athenians to mean their ships) would save them.

While I believe that there are many goo officers and they mean well, the reality is crime in rampant and instead of all the BS talk, plan of action on how to improve is in order. I also believe that their should be a citizen on patrol /ride-along programs and a reserve police force of volunteers. There also need to be a plan to improve communications and manage information and to also upgrade Police Headquarters to include child day care and health and wellness center for our officers.
