Govt Workshop Employees Protest Pay InequityAntigua St John's - Workers at the mechanical workshop on Factory Road are the latest in the public sector to stage industrial action to press home their dissatisfaction with the government’s handling of an issue involving risk payment.

Antigua Trades and Labour Union (AT&LU) Industrial Relations Officer Ralph Potter said workers have been agitating for years for risk pay, to no avail.

“Recently, the government approved risk payments for the tradesmen attached to the Ministry of Public Works, but nothing was approved for the mechanics at the government workshop," he explained. "We have said that there should be even-handedness in the manner in which people are paid who work in the same department or ministry."

During a recent meeting with the permanent secretary and the director of Public Works, it was discovered that some of the workshop staff had been receiving "incentive" pay for up to 10 years.

According to Potter, the ministry official said this payment was not authorized, and it should be discontinued. But the union is arguing that all the workers should get this incentive.


The ministry has not yet answered a letter dispatched several weeks ago detailing the union’s position. The workers have staged a sit-in since last Wednesday to press for their demands, and according to Potter, an assessment will be done on Monday to decide whether this action would continue.

Hey,it's okay for the workers at the mechanical workshop to fight for what they want,to send a strong message to the government that they're not happy with the way it's handling their concern for risk payment,and the government should certainly do something about their situation. But how does one begin to explain the weird story that some of the workshop staff have been receiving unauthorized payment for about 10years and nobody has to account for any of it.(How could something like this have gone on this long before coming to light?) And all the ministry official had to say about it is the payment should be discontinued.We ll, more than that needs to be done. To begin with,since the payments were not authorized,then it would be a fair decision to order them to give the money back,every last penny.They should give the money back for one good reason: knowing they weren't entitled to it,they had no right to distribute it. Finally,the head of the department should be fired for being negligent in the performance of his/her duty.

Hazardous duty pay! And you Labour Minister is working on expunging criminal records and AG talking bout Buggers and they on everything but what is really needed. In Ghana, the second fastest growing economy in the world where black people like us live and their effort is with Indonesia. HR? morris you must mean Hot rocks, right? see we spent the money on fences and rotting buildings.

Is this some kind of a joke or what, how can the union condone such foolishness, next the clerks are going to ask for risk pay for pushing a pen this totally ridiculous and should be squashed period.

Notes From A Native Son Of The Rock.Tenman & Morris. Well Said. I strongly support Workers Rights. Incentive Pay, Risk Pay, Clothing, Transportation Allowances etc, whether rational in today's global economic "meltdown" have not only a historical context for being but also a raison d'etre which both Employers and Unions exploited to hide the percentage increases to workers base salary. In an ageof transparency and accountability, especially when you have tied your existence to an IMF debt reductiion plan these now become what the Bretton Woods Cabal see as "open sores" which must be cleansed to make the economic body whole again. The Workers must pay for the ills/sins of the Employers, Unions and Governments. Look closely at Greece & Ireland. That A&B does not possess the Safety Nets says the worst is yet to come. All is not lost. Leaders must see these volatile, bleak and damaging economic times as an opportunity to change the course of history for the benefit of A&B citizens. They must become Strategic & Transformative. Just as both of you and many others in the wilderness have suggested. Begin with a Human Resource Development Plan A Human Capacity Development Plan. Respect.

Morris you ask a question I always ask. The establishment office should be dealing with such but my experience has been that they are not familiar with such. Their function is to provide work for persons who cannot find work in the private sector. Recall an interview with them some years ago where I was told by the commission, that I am better off focusing my effort in the private sector since my resume indicates I should have no problem.

Where is the HR? Who is writing the job/duty descriptions? Without any proper **sments/analys es of the job functions, they will soon have all workers at the door demanding their share too. We always seem to lose sight of the small, and sometimes most important, details.

Morris the problem here is we are not thinking of consequences. I recall in the debate on this issue some months ago, it was suggested that the solution is to ensure they are covered by insurance and proper safety procedures are in place. Even the report from the Labor Commissioner came to that conclusion. Next thing we will hear is that secretaries want incentive pay because some have to stare too long at pc screens. Its more than time for public sector reform.

What total and absolute nonsense. How can anybody tell me that the workshop guys get incentive pay ?? Incentive for what, to keep all the government equipment in the workshop while equipment is hired from the minister's friends & family ? Maybe if the government employees did a good job on the roads and in all aspects then an incentive is justified but not now. I'm a taxpayer and object to my money being wasted, get the act to gether first.
