The figure as noted in the news item is incorrect it should be million. Can you imagine if that was indeed factual then in one year we would have had a project which was more than our GDP... To the writer of the news item kindly revise. As a matter fact i heard a news item that the actual cost is now $10.0 million since the initial estimate did not include amongst other things "cost overrun".
