IHI Introduction

IHI Antigua St. John's - Between December 1996 and January 2006, the former government of Antigua & Barbuda transferred US$35.5 M to bank accounts controlled by Bruce Rappaport.

Rappaport negotiated a debt settlement programme with IHI Japan, and used his own company, the IHI Debt Settlement Company, to make the payments to IHI Japan using the monies transferred to him by the government.

When the UPP was elected in 2004 and Prime Minister Baldwin Spencer arrived at the offices of the Ministry of Finance, he found the drawers and cabinets completely devoid of any files.

However, a few boxes of documents relating to the government loan with IHI Japan would later be found in the basement of the building. It is these files that would trigger the IHI criminal investigation.

The government hired Bob Lindquist, a renowned financial investigator, to conduct an investigation into the IHI matter.



Attorney General Justin Simon issued a statement on February 10, 2009 stating, “I now have in hand Mr. Lindquist’s… report… traces the payment by government from December 1996 of the monthly sum of US$403,334 out of the consumption tax revenue paid by West Indies Oil Company to the various people in receipt of these monies, with details of the companies through which the monies were sent, to what bank accounts, in which countries and how these monies were finally disbursed … the payments were to be made over a period of 25 years and would have amounted to US$121,000,200 … Mr. Rappaport, through his lawyers agreed to settle the claim…by paying to the government the sum of US$12,000,000 in respect of our civil claim.  I am pleased to advise the government is in receipt of the payment”.

It has been four years since the attorney’s general’s announcement, and no progress has been made.

Meanwhile, information has been released from this report that shows misuse of funds in relation to the IHI fiasco.

Due to the complexity and size of the investigation, Caribarena will analyze and present the information in a series of articles.

When you have a dig or a bull running behind you, all you need is someone or something to distract it, to give you enough time to get away. That is the game these politicians are playing with us. People stay on the course don’t be distracted. IHI we will get to at a later date. We will force Gaston to really move on this one. But in the meantime. Stay focus.

Here's the real deal.. GOVT Will NOT press charges on IHI in exchange for killing the WPP issue?
If DR xx pushes IHI ,Gx will push WPP!!
Its strange that the two Middle men involved in both deals are cousins.
We know who Balwins blue eye boy ,down negate streets is!!!!
OH and the opposition blue eyes had one PM and is now trying to make another to save his skin!!!!!

This is a setup, Caribarena you are being duped by the UPP. Whoever 'leaked' the info to you is doing it to deflect attention from the CIP bill, the WPP abomination and the fencing scandal, and you have fallen for the bait. It doesn't matter what you print, not one damn think will happen, 'Birdism' triumph's again !!!

What is the real purpose of wanting to publish a series of articles relating to the IHI affair. Thousands of dollars have been spent since 2004, now this is 2013 exactly 12 months before the next election and no one has been charged or tried for a crime committed against the state.Sensation alizing the issue will not convict anyone to time in prison. Many Antiguans have been waiting for the past nine years for that to happen but it won't happen before the next election neither the one after. It has been the talk for a long time that somebody is going to jail but that will never happen in Antigua. America is the only free democracy that send **ed politicians to jail.Justice delayed is justice denied so just let sleeping dogs lie because no one will be brought to justice in this case. The case is closed.

Where have all the money gone?IHI,Southe rn Deveopment,the list goes on and on.In Antigua and Barbuda,only poor people go to jail.As an example,Stanfor d would not go to prison in Antigua in my opinion.People wake up the sleeping dogs and let the justice system work.Justice is supposed to be blind.See no color,see no class,see no creed.In my opinion in Antigua it is the opposite.I would like to see a "named person" in 1735 for once.Poor people always get crapped on.

high jumpers," but we have "operative ninjas" that is 'trained' to not only "climb-walls-or -high-fence" but to "lie" when they get CAUGHT. Why left the doors to the
High Court "unlocked" if you know we have 'ninjas' running rampant? Where are the cameras to keep an eye on the doors, alley ways and even the roof? The GOAB sees a lot of missing documents when they came into office but will they do the same in correcting that "wrong?" I am of the view that all documents should be available whenever a new government takes power. Yet, they are a lot of officials that is afraid of 'jail' and will do and say anything to avoid it. Corruption is corruption but who gets lock up in this country is determined by how well they know the game! Bless.

Threaten arrests and lock-up and court case just before the last two elections - you expect them to convince people now? I think it's too late! Sad to say, but justice was delayed and now it will be denied!

What we need is the complete information with regards to IHI. Mr. Rappaport's daughter decided to settle to wish this affair away because she wanted to protect her father's name who was sick in an institution at the time. She also said that the settlement was not an admission of guilt. We need the whole story. CA, you could attach the report as you normally do.

Time to ask the security minister what is happening here and now. Time to ask the police chief what his department is doing. Time to ask the head of CID what is happening. Maybe we should ask Mr Datadin what is happening? Who is accountable for this lack of performance by police? Who is responsible for the police services? I am angry and frustrated...ti me for a change of government with a change of police chiefs....

Am I missing something here? Why can't the Lindquist report be given to the public to read? WE CAN READ AND WE CAN ANALYZE FOR OURSELVES. I will suggest to Caribarena to take the time to research and report what Collin Derrick have said about this matter with regard to how the U.P.P. have dealt with this matter. THE TIME OF HAVING PEOPLE READ FOR US AND TELL US WHAT WE SHOULD OR SHOULD NOT BELIEVE HAVE LONG PAST. GIVE ME A BREAK!!

Why now with this, Caribarena? For 9 years the UPP could find nothing worth going to Court. The only reason you have documents is because the US Government closed the case/investigat ion as they found nothing and the documents were released. Stop trying to make a mountain out of a mole hill. There is REAL corruption in this present dictatorship to keep real journalists busy for years. Let's deal with NOW.

Big deal, so what. It doesn't matter what Caribarena publishes about the IHI deal, nothing will happen. Millions of dollars of our money has been stolen, we all know that, nothing will happen. The WPP is another fiasco, Caribarena can write a million words about it and guess what, nothing will happen. Why ?? Two reasons, Antiguans have a goldfish mentality, they can't remember anything for longer than about a day, some other scandal comes along and we shout, beat our chests about it and forget about the previous one. The politicians know this and play it for all it's worth.
Second reason, the present guys in charge have done a deal with the previous guys in charge, it's a simple one, you scratch my back and i'll scratch yours. We'll forget about IHI and you forget about WPP, Fencing etc, that way we're all square and we can start again, well done Antigua.

I really do not think that now is the time to revisit IHI as it might distract from these recent very serious and damning missteps by the gov't. It appears that IHI always seem to be brought up as a diversionary ploy as soon as the heat starts getting a bit too hot for the ruling administration. Please stay focused on the now and report about IHI when the trial is actually under way.

Why not just let sleeping dogs lie EH? The people want to see the forensic analysis from Mr. Renquist not your analytical presentation. Ask the people to vote on " Should the Renquist report be made Public? Should Police Commissioner Brown be fired". Should the AG be fired for poor performance? Don't forget the same for Errol Cort.

By the way, did the CoP and AG find the missing files from the High Court Building after they found and corrected the Sewer fumes being wafted in the Facility through the VAC Duct System?
It seems that A&B has world class high jumpers? Are they being trained by the President of the A&B Olympic Association?
Has the $10,000.00 stolen from Government House by the Jumper of fences been returned to The Right Honourable Governor General?
