‪Spotlight on Bolans Infrastructure‬

Minister of Housing Hilson BaptisteAntigua St. John's - Residents of Bolans (New Extension) have expressed concern about what appears to be expansion developments taking place within the flood-plagued community.

Reports indicate that a series of “new” roads are currently being cut to make way for what some residents say are new house lots.

But representative for the area and Minister of Housing Hilson Baptiste contends that what is happening in the community is nothing more than a development exercise to amplify “existing” facilities.

This particular area is known for constant flooding due to inadequate drainage facilities, and while residents are concerned that the seemingly new developments the Minister assures that improving these are also in the pipeline.

What is odd however is the fact that acting Chief Town and Country Planner Frederick Southwell is unaware of the developments.



He told Caribarena on Sunday that as far as he, and by extension the Development Control Authority (DCA) there is no such development taking place.

“Nothing about what has been going on there has been communicated to the DCA,” Southwell said.

According to Minister Baptiste however roads in the community have not been developed in the last several years and some of the roads were never properly cut.

Therefore, the activities currently underway, are merely to improve upon these facilities.

“We are concentrating on West Palm Beach now… to make the area durable and fix drains… We are going to be solving all the problems, including drainage.

“Engineers are working. I can’t speak for them right now. (But) I told them what I want done to make sure that the development is sustainable and they are doing just that,” the minister said.

Notes From A Native Son Of The Rock! After 14 yrs of Statehood & 31 yrs of independence, it is a sad commentary that GoAB is unable to develop Subdivisions & Housing Developments without proper infrastructure. Roadways, Pathways, Storm & Sanitary Systems have been been poorly designed & engineered. Have been graded but not completed. Due to this lack of proper planning, througout the land, the powers that be have been choosing what they consider to be an easy way out by building subdivisions, in flat low lying areas, with no proper plans for Storm & Sanitary Systems.

Where are the Engineers? The Minister & DCA Board have not ensured the Recommended Staffing - See Fig 7.1 pg 159. It is clear that Public Works Engineers are MIA. See SIRMZP Fig 8.1 Code 1.6 & Fig 8.2 Code 2.1, 2 & 3.

Its like this man does not care about the consequences for his bull headed decisions. He does not possess the qualifications yet he proceeds to make decisions he should not even be involved in. Is it his plan to ensure that the country has the same end as Brother B restaurant? The man does not even learn from his mistakes, its as if they propel him to be even more ignorant. Honestly, Brother B is good person to have a drink with, and sit and talk. However, for is own safety and the county, like the drunkard, he should be prevented from making major decisions. Its all akin to putting a drunkard behind the wheel.

Everyone is urged to enter this into their files and to send copies either electronically or in hard copy to friends & relative. This document will be the only planning guide you will have available for the next ten or more years. No doubt about that. It is an easy read planning guide, well equipped with data, maps, charts & planning matrices. Above all it provides every Resident of A&B discussion points for any planning conversation should the Politico's & Elites attempt to bamboozle. It has even done work which The PS & DCA should have done. It has given them an Oganizational Structure & Systems Guideline to effect their Work with Consultation &Transparency. As much as this commenter would have aproached this from a functional methodology, it is a Excellent Effort. Tenman, please advise if it has been passed & assented to. Searched but found nothing. The Hon. Min. has not put the Structure in place yet.

That was the mission. To learn, to understand and offer as much corrective simple suggestions & doable recommendations as the powers that be could appreciate. As is their wont, the most recent profferd have fallen on deaf ears. Simply put the storm drainage problems, should have been better engineered, are huge but manageable. Nothing that a Retention Pond and Lift station will not overcome. The HonMin of Agriculture and Lands would be well guided to revisit the Sustainable Island Resources Management Zoning Plan for Antigua & Barbuda, (including Redonda), communicating with the DCA's Acting Chief Town & Country Planner rather than grandstanding before 2014. One can change Behavioural Patterns for those wishing to learn. It is most difficult to change attitudes for those long in the tooth.

Notes From A Native Son Of The Rock! Once again, it is obvious that our Good Hon. Ministers know nothing of "Lessons Learned"- Covered Drains, Stoned Intersections, Coloured Pea-Gravel Sidewalks. "Where Ignorance is Bliss, It is Folly to be Wise!" will be a guide in trying to understand the Wisdom of Ministerial Dictates & Bureaucratic & Technocratic Responses.
Jan 17, 2013, four hours were spent, walking in the community, its length and width, reconoitering its subdivision development areas - lands, roadways, pathways, water courses, drains, domestic water, fire safety, lighting & Telecommunicati ons Systems. Before dusk, a retreat was beat rather than being marooned in this flood-plagued Hell blanketed by darkness. This site visit was an effort to Quote:

OK, some like the tablet for student idea and others don't. I am in between, because timing is everything. Here is a classic case where the donkey is put in front of the cart. It is obvious that A&B needs good communication systems much more than it needs students to have tablets ( not that tablets are bad) One of the biggest mistakes of this administration is that they lack foresight as to priority. DCA don’t know what agriculture is doing. The police don’t know what inter-service operations are in effect. The lack of a comprehensive info management system wreaks havoc on smooth operations. Here is where the IT minister should be focused it’s a very important part of development that effects every sector of today’s society. Without it we will be left behind.

Those of us who live in the constituency are more acquainted with the facts, even more than Baptiste. He is the Minister for the DCA. He is not the Minister of Public Works but while he engaged PWD workes to come and cut roads, without engineering them, he (who is the Minister for DCA) has not tabled with them his development plans with the organization for direction and approval. He often complained that the ALP developed without a plan, but in the development of that area, an engineer Arnold Matthew did engineer the first phase. I know. I worked as an assistant with him on that project. This road cutting in this area is another election gimmick but we will be seeking new stewardship under Samantha Marshall who is emminently qualified.

This typical of Hilson Baptiste, he only talk about development in Bolans and surrounding areas when an election is close by!

you leave the horrible road we have now in bolans and say you are putting in New road where they are not needed and say such statements as you did, make no sense. Why not fix all the current roads first. sense?
