Dalma Hill Dilemma‬

ContainerAntigua St. John's - Dalma Hill, reportedly the new Telecommunications Manager at the Antigua Public Utilities Authority (APUA), has found himself in the middle of an issue related to his current position at the Central Marketing Corporation (CMC).

Sources close to the Corporation have leaked an internal communiqué sent to Hill on February 4, by Chairman of the Board of Directors – Mr. Dave Michael Edwards.

The letter questioned the authority under which Hill – former CMC Managing Director – issued directives to have two containers belonging to CMC (1-40ft and 1 - 20ft), removed and delivered to his personal home.

The containers were taken from the Agricultural Extension yard on or about the week of 21st January 2013.

“…It was reported and confirmed that the removal of the containers was undertaken on your directive, and that one of the containers (20 ft) was delivered to your residence at Campsite (Upper Gambles) and the other, (40 ft was temporary placed on Herbert’s Road, awaiting further instructions from Mr. Frank Morris, Maintenance Manager, CMC,” the letter stated.

Hill was advised that the matter is being treated with considerable seriousness, having been viewed as “extremely distressing and quite unfortunate”.

Furthermore, it was pointed out unequivocally that Hill had failed on several occasions to make the decision known to the Board.

He has been accused with failing to recognize established procedure already in place for the disposal of any part of portion of the Corporation’s assets.

On top of that, Caribarena understands that a directive from the Board of Directors was issued to Hill on January 14, directing that he refrain from any further decision-making or implementation of any changes as he was due to leave the company’s employ effective February 15.



Our investigations found that the container remains outside Hill’s Gamble’s residence.
Whether or not the containers are stocked has yet to be confirmed. They have actually been labeled, by Hill, as derelict and in need of disposal.

In his final report to the Board, the former Managing Director made it known that it was he who secured the containers in the first place; having accessed as many as five shortly after taking office.

He said the container on the tennis court construction site outside his house is to be disposed of, and he also provided an explanation as to how the whole fleet of CMC containers are currently being used and are to be disposed of.

Hill has reportedly objected to the insinuations leveled by the Board Chairman, and questioned why such energies from the board have not been channeled into areas that would assist in the Corporation’s general development.

“I am still amazed with the energy and tenacity that some Board members put into the disposal of worthless containers.
Is this really who we are...consumed only by the optics of non-productive activities. How do we lay waste to the many opportunities to call any of ABI, PDV Board, Accountant General etc. to help the corporation where it means something significant but find the time to engage in covert activities with intent to smear. CMC has not lost anything either in cash or inventory it has gained from our goodwill on both accounts,” Hill said in response to the board.

it is so surprising just how dunce and illeterate Antoguans are and for the persons talking about container at Sea View Farm why don't y'all go to sea view farm with the police and collect containers. Antiguans are the duncest set of people i hace ever come across in my life. CMC was going to the dos you ungrateful ** should thank MR.HILL and the Accountant for stepping in. But what can i say it was said y'all are not a reading public and y'all prove just how dunce y'all are more and more every day

I'm reading all of the comments, and I have to laugh at the dunce, illiterate employees of CMC. Thanks to Dalma Hill and the accountant, numerous suppliers, and farmers were able to be paid.
In late 2009 the government gave CMC $1.6 million dollars, yet when Mr Hill joined CMC in 2010, there was an over $1 million dollars over draft, and the Corporation had debts of about $5.5 million dollars.
Dalma Hill is being chastised for two old containers that had rotting roofs and rotting bottoms, but the over $20,000 that is owed to the man is not being addressed by the Corporation. This money was loaned to CMC, but still has not been paid back. When the Chemical Depot needed chemicals, the very same Dalma Hill loaned them over $25,000. Where were the high and mighty board members. Why didn't they step in to loan CMC the money. When CMC was paying ADC workers, paying Willy D for work done on the prison and giving money to government ministers money to go Santo Domingo to fete, where were the said board members. Yet they are the same ones pointing their fingers now.

What I don't understand is his claim that the containers were useless and destned for disposal, is his residence considered a disposal site or scrap metal yard?

Morris, the whole thing would have been surprising if it has not now become the norm. He sees himself as owed so feels he can break with procedure and then wonders why accusations result because of his actions. If line staff were to be found doing such, they would have police officers at their doors

The question now is, WHAT IS THE BOARD DOING OR GOING TO DO? Who is the Minister responsible for C.M.C.? This will not be allowed to be swepted under the carpet so those who believe it will be will have another thing coming.

What about the the person who was hired as a Human Resources consultant and was subsequently made Human Resources Officer?

Is it true that a person who commenced emploment at C M C since 2011, has to date failed to furnish the Board with its request for proof of this person's educational background?

Is it true that the individual who worked as a xxx xxxx Consultant to C M C for approximately one (1) year before been appointed to the position of xxx xxx xxx at C M C, was afforded 14 days vacation leave for the period worked as a Consultant and to date have not produced any report to the Board, with regards to that person's tenure as a xxx xxxx Consultant to C M C, being paid $65.00 per hour?

1 Basic definition of theft.

(1) A person is guilty of theft if he dishonestly appropriates property belonging to another with the intention of permanently depriving the other of it; and “thief” and “steal” shall be construed accordingly.

(2) It is immaterial whether the appropriation is made with a view to gain, or is made for the thief’s own benefit.

Take note of the people who do these stupid things. They choose to put authority above character. When a person is given authority, the decisions they make must take the law into consideration. They must remember that the law takes priority over authority. THE BOSS IS NOT ALWAYS RIGHT!

Hills response is typical of the high and mighty who has been xxxxng the people of Antigua and Barbuda for the last 50 years or more. This matter should have been reported to the police and the containers should have been opened to verify the contents. (Too late now). This behavior is “DIRECTLY RESPONSIBLE FOR THE CURRENT CRIME WAVE”. How on earth do you expect poor, hungry and unemployed people to sit and watch these x eat all the food and don’t get non? This is an example of xx waste and allegedly abuse of tax payers property. No one should ever take anything that they did not purchase. Those containers have value and I will bet he is lying as to their condition. This is unethical. SO THIS IS THE KIND OF PEOPLE OUR GOVERN WANT TO CONTINUE THE KAOS AT APUA? That new position should be put on hold until the matter is resolved. Like I said only poor defenseless people get locked up and jailed in Antigua. Imagine, he want us to thank him for xxxx our stuff. All involved should be charged.

We do need to investigate all the Statutory Corporations after the UPP leaves office within the next twelve months. It seems that the whole Government System fall down. Since everybody at the top doing well, why shouldn't the smaller man make an extra dollar too?
