Ombudsman Motivates Social Transformation Heads

Ombudsman Mrs Eusalyn LewisAntigua St. John’s – Heads of Department within the Ministry of Social Transformation got a better understanding of the workings of the Civil Service after Ombudsman Mrs Eusalyn Lewis shared her knowledge with them.

Mrs Lewis, who spoke from her experiences as a former Permanent Secretary, Chief Establishment Officer, Cabinet Secretary and leading Civil Servant met with the supervisors at the invitation of the Parliamentary Secretary in the Ministry of Social Transformation, Senator Malaka Parker.
 
Senator Parker said the idea for the Ombudsman to meet with ministry’s staff was to share experiences and best practices, provide a necessary refresher course on the operation, structure and role of the civil service, and provide insight as to the dynamics which led to the creation of the parallel non established service.
 
Mrs Lewis told the officials that parties should embark on a path to promote performance-driven public administration, and this approach inherently requires more coordination and collaboration around the achievement of defined outcomes within the laws.
 
She stressed the importance of persons appreciating the process, and building on the capacity of the Public Service to adopt new approach, and urged heads of departments to ensure that performance appraisals are conducted for officers acting in various posts.



Since invariably several departments contribute to a particular outcome that government wants to achieve, coordination and integration is valued as a critical element for heightened impact and implementation of government policies and programmes, she said.

Efficient, economic and effective use of resources was also discussed. The Ombudsman was delighted to share examples given her many years in the service, and highlighted situations that are common throughout the sector.

Mrs. Lewis also told the heads of department that the Public servants must be interested in their continuous personal and professional development. The heads of department expressed their appreciation for the wealth of knowledge gained.

An invitation was also extended to the Ombudsman to have a follow-up meeting.

How much does it cost taxpayers annually, to contribute to the upkeep of this retired civil servant? Is there any appraisal ever done of this officer's effectiveness/ efficiency in the current political, economic and social realities that exist in Antigua and Barbuda? What a colossal waste!

Apparently what is needed is more resources devoted to encouraging further dialogue between those who produce nothing and those who have no interest in production.

Clearly, all Antigua needs is more talk. That is, unless they want to eat.
