Gaston Wants Inquiry Into WPPAntigua St John's - Antigua Labour Party chairman, Gaston Browne, who had adopted a lukewarm attitude towards the Wadadli Power Plant issue, is now calling on Prime Minister Baldwin Spencer to set up a Commission of Inquiry or an Independent Inquiry into the plant.

Browne also called on his party to unify around the issue of the power plant that has been financed by a loan from the People’s Republic of China. Browne had been at odds with some of the party leaders on the WPP issue, stating publicly that he would not support the contention that the six engines at the plant are not new unless he was presented with what he termed ‘irrefutable evidence’.



Now following an admission from APUA itself that they are experiencing major problems with the engines, Browne is calling on the Prime Minister to formally investigate the matter.

In a letter dated Monday June 25, Browne told Spencer that his government’s failure to adequately address public concerns over the plant has given rise to speculation and the belief by many Antiguans and Barbudans that the WPP engines are old.

“This issue is now a serious national concern. Therefore it is not satisfactory for your government to take the position that no investigation is necessary because, and I quote, ‘those who don’t believe will remain unconvinced, and those who believe, there is no need to convince them’,” he stated.

Browne said that while this position may be utilized in one’s private capacity, it is an unacceptable attitude in resolving an issue of such national or public importance. The letter also addressed the issue of media access to the plant.

“I note that your government has refused access to the Observer Media Group to conduct an independent assessment of the Wadadli Power Plant, and that you have failed to release several of the documents to include test reports, and the engine numbers as requested. As a supporter of APUA's increase power generation policy, I believe that your government has failed to provide evidence to prove that the Wadadli Power Plant is as efficient as its competitor Antigua Power Company (APC) Plant, thereby confirming that this will redound to the benefit of the people in the form of lower electricity cost,” he wrote.

The ALP chairman said the failure of the government to be fully transparent and accountable is inimical to good governance and the advancement of our country. “It is therefore incumbent upon you, in the interest of good governance, in the interest of transparency and accountability, to prove conclusively to the nation that the power engines are new, and that the nation obtained from good value for money,” he declared.

Browne noted that in light of the letter written by Health Minister Wilmoth Daniel to Spencer and his assertion that he had been informed by Ambassador David Shoul that the engines were not new, makes it imperative for Spencer to act with haste to set up the inquiry.

Browne added that if the government has nothing to hide, then Spencer should move quickly to dispel all the suggestions that the engines are old and to bring those making the claim to shame. He cautioned Spencer that his continued failure to address the matter openly will lead to speculation that there was impropriety and it would even lead those in his government and party to question his integrity.



He advised Spencer that should he fail to heed the call for an independent inquiry, then the ALP would have no other choice but to mobilize the entire population, including the Non-Governmental Organizations to bring pressure on the government to set up a Commission of Inquiry into the WPP.

Dear Prime Minister,
I write in my capacity as Chairman of the Antigua Labour Party and as the Member of Parliament of St. John’s City West, with concerns about the Old engine fiasco which has occupied the attention of the nation in excess of six months.

Prime Minister, your government’s failure to be totally transparent and accountable on the issue has given rise to speculation and the belief by many Antiguans and Barbudans that the Wadadli Power Plant Engines are old.

This issue is now of serious national concern therefore, it is not satisfactory for your government to take the position that no investigation is necessary because “those who don’t believe will remain unconvinced and those who believe, there is no need to convince them.”

Whereas, this position could be utilised successfully in ones private capacity, it is an unacceptable attitude in resolving an issue of such national or public importance.  I note that your Government has refused access to the Observer Media Group to conduct an independent assessment of the Wadadli Power Plant (WPP) and that you have failed to release several of the documents to include the test reports and the engine numbers as requested. A Commission of Enquiry or an independent investigation would be necessary in these circumstances and even more so, in consideration of the Hon. Wilmouth Daniel’s revelation that he was told by Ambassador Shoul that the engines were used and his subsequent call for an independent investigation.



Prime Minister, I am ware, that the Political Leader of the Antigua Labour Party, the Hon. Lester Bird, had written to Governor General, Dame Louise Lake Tact requesting a Commission of Inquiry without success. However, I respectfully recommend that you revisit the request for an  a Commission of Inquiry and so advise the Governor General accordingly, or institute an Independent Investigation forthwith to satisfy the nation that the engines are indeed new and that the nation obtained good  value for money.

If you and your Government have nothing to hide in this old engine saga then, you should be motivated to move expeditiously to clear your name and to bring those who have been accused of peddling this misinformation to shame.  Failing to quickly and impartially address this issue will continue to encourage speculation of impropriety and leave even those in your own Government and Party to question your integrity. Furthermore, your failure to call an Independent Investigation would leave the Antigua Labour Party no other choice but to mobilize the entire population, to include the non Governmental organizations (NGO’S) to take protest action to force a Commission of Inquiry into this issue.

Once again, as Chairman of the Antigua Labour Party and as the representative of a constituency whose people have been among those hit hardest by the rising cost of electricity, I implore you to do the right thing and advise the Governor General to institute a full Commission of Inquiry, or to proceed directly to institute an Independent Investigation.

Gaston, we will never give you the relevance you seek as The Lone Wolf was the only group who had from the beginning, stated the engines were old. Where were you? As Vere Bird III previously stated, you are ineffective as Chairman of the party & you Are transparent as glass. Why are trying to stand up now & be counted? We see you for exactly what you are, a less than Leader who is trying to remain relevant by standing up when it's quite clear that the engines ARE AS OLD & WASHED UP AS YOU ARE!

SlyThatGuy though I agree with you that Gaston should shine a light on the ** and Judas's in his party, what about having Winston Derrrick name (share the tape) the persons including a cabinet member who threatened his and his family life over the WPP? Don't you find the latter information more important (and dangerous) since at least one of these persons possess executive powers when it comes to the government? These persons from what Derick mentioned actually committed a crime under our laws and the police should be demanding that Winston Derrick name them.

No citizen of this country should vote for you knowing that you're willing to cover up a serious crime committed against them.

People need to go up there in hundreds if not thousands and demand the truth.Have they not learnt anything from the Edmeade Jarvis case?He never got a penney,he paid the price for all,i am appealing to them stop LYING. There is the party position, as well as the individual position. Mr. Brown as chairman of the party has a dual role. Should he be advocating his personal views on the engines, or should he be advocating the party views on the engines? Mr. Brown might say he is advocating what is right. The party position should be paramount. Meaning it trumps Mr.Brown personal views. The party is a collective body of individuals with different opinions. However, once the party decide this is the direction we are taking, Mr. Brown should be advocating the party position. No man is bigger than an island. Mr. Brown is not bigger than the party. Egotistical ideas should be put aside when you command such a position as party chairman. Also, never turn on your own kind by making such public derogatory statements. This is very unbecoming of a potential prime minister. Mr. brown should surround himself with competent advisers, not rebel rousers. Mr. Brown you are a promising leader. Please act the part.

Politician are expected to hide behind skirt tails. They are elected officials who would do and say anything to hold on to power. APUA management are employees who have a fuduciary responsibility to the people of Antigua. Politicians do not know anything about engines. This is the reason why they relied on APUA management to guide them accordingly. I would hate to think that the politicians knowingly knew the engines were old, and still gave the go ahead to purchase them at such an inflated price. APUA management need to come clean and explain to the nation the status of the engines. Personally, if they guided the politician wrong they should be fired. This is a huge problem. Politicians rely on professionals in particular fields to steer them in the right direction. Mr. Spencer would not be this crazy to say the engines are new if he was not told so by credible source. Meaning APUA management. The horse has already bolted from the barn. Time is of the essence. We should be doing damage control by **sing the credibilty of the engines and APUA management.

Although I do welcome the letter, i am rather dissapointed that it took so long a time for Gaston to take this step. I am also concerned about Gastons personal view on this matter. He canstantly states that he never tell nobody that the plant is new, but he objects to his colleagues stating that its old. He also say that he has had dialogue with some credible people who has knowledge about engines and they told him that they are new. His concern is value for money. Gaston, the WPP has been online for 9 months now. With the severe engine problems that APUA are faced with, if those engine were new i am sure the manufacturer of those engine would have stepped in already since new engines are sold with a warranty attached to them. MAN would not have had its credibility be destroyed. Its either MAN would have taken up the undertaking of repairing these engines at their own expense or they would have replaced them with new ones. Used engines has little or no warranty and vary in price according to their age. The responsibility is yours if there is a mechanical problem. Presently, APUA has to supply material to fix their (9 mth old) new power plant. Don't you find that a bit odd Gaston?

The Hon. Lester Bird made a statement on radio last night that the power plant issue should be taken to the World Bank for investigation. I was amazed to listen to the dissuasion from the show hosts. There were wimpy excuses that ‘we are not in power now’; Brown spewing off about his usual view on the power plant and more proof needed and his letter to the PM. Anyone can ask World Bank for help with corruption in a country. China has set up anti corruption agencies. Corruption in China carries a death sentence. The UPP are not going to investigate themselves and the Chinese officials here are certainly not going to investigate themselves either. I, personally, do not believe that Antigua can wait until 2014. I am hearing a lot of anger on the radio from the people who are fed up with inaction to end the ongoing corruption. We all know the engines are old junk…I happen to believe that investigations/ questions coming from outside agencies that in essence cannot be ignored, along with publicity, would bring a very quick end to this fiasco involving US$52m of taxpayers’ money and/or, history dictates, future similarities with the airport terminal.

Anything else is just talk ... and right now allot of people feel ALP leaders are afraid to confront the dictator Baldwin Spencer because they know how cross he is and they know he will dig up all their wrongs on them ... so dem fraid Baldwin!!!

That is why we need to get all those with skeletons in their closet out of politics ... all they are is a bunch of corrupt thieves who don't care about their own country or the people anyways.

Gaston has repeatedly said from early this year that he was concerned about "VALUE FOR MONEY"! The difference between him and Maulwyn's position is negligible.

However, the difference is that if the engines turn out to be new, then Maulwyn would have caused the ALP to lose all credibility. If however, it turns out that we didn't get value for money then whether the engines old or new, the case is upheld against wicked Baldwin.

Unfortunately, Lester is such a "flip-flop", that he won't pull the members together and agree on one message going forward! Then again, he not too well, so i guess we can excuse him!

You "brawl" IHI all day but don't "pressed" the COP to tell us the "culprit" that went into an "unlocked" Court House and stole documents related to IHI case? Hmmm, now, make sense why the COP wanted Datadin to be a "Special Constable?" Never heard of a lawyer getting such a position, when you have "reputable" agency like Scotland Yard! Eric, if you have "evidence" to show that "monies" were put in ministers "overseas account" in the IHI "rip-off," please provide it or give it to the DPP! Perhaps, you should ask the DPP his take on IHI? I am sure you wouldn't like the answers. In that, the WPP shouldn't go to the way-side, when the GOAB has clearly shown no "transparency!" Personally, I believe the Opposition has surely let a lot people down, in how they handled the WPP but that doesn't mean the government shouldn't be held to fire at the gate!

After publicly chastising his colleagues for standing up to the gov't for accountability and transparency regarding the WPP, it is very surprising to see Gaston now asking the very same people to rally behind "his" cause. They say it is better late than never, but Gaston is a day too late and a dollar short. In fact, he owes his colleagues a public apology. What makes him think that his letter will be the silver bullet that kills the vampire? Leadership is about blazing the trail that other have forsaken and leaving a legacy, and on this issue Gaston has failed miserably.

Sincerely Gaston Browne has lost all credibility to me just as Balwin Spencer.Rather unfortunate because I truly used to admire this young aspiring courageous and intelligent young leader years back but something seems wrong.
A leader must both lead and be 110% behind his people, and I believe for most part he has been very idle with this WPP issue which is of serious concern for any true patriot from inception.We depend on energy to develop our society,economy and every aspect of our livelihood.The people have cried out loud for so long now,Antigua is sinking as most of us can barely keep our heads above water.Instead of working together to pull us out,these guys are just busy figthing against each other for power and in the process lose touch with reality and the cry of the ppl.All of a sudden you realizing is a "serious national concern",give me an aspirin saviour,it is just a little too late.A MAN'S ACTION DETERMINE HIS REAL CHARACTER NOT HIS WORDS.

Poor Gaston, my sympathy goes out to him, he has fallen prey to the forces in the Labour Party – his leadership struggle is now threatened so he joins the song. If there ever needs to be an enquiry – it is Gaston Browne’s pronouncement that needs to be inquired into. Is it not Gaston who told us that a member or members of his party was/were PAID to say (to start the rumor) that the engines at the WPP were old? And that he knows who was paid and who did the paying? Let us have an enquiry into what Gaston knows and when he knew it? He may even be able to tell us what he knows about the IHI rip-off. Come on Gaston, SPEAK UP!!!

Additionally, I believe that since the equipment was purchased with taxpayers’ money, a suit could be brought immediately for waste, fraud, abuse and mismanagement of taxpayers’ money, claiming lack of value for the money spent, in that the equipment may be used and or refurbished. This could be **ressed by the fact that the equipment is constantly down and the monies spent for the maintenance contract and the other myriad of problems.

This is a double edge sword because what you don’t get under the FOIA, you will definitely get during discover in the lawsuit. Anything less than this, is just a waste of time!

For too long, both parties have not shown deference to the people through accountability and this could be the start.

There is no doubt that the public "deserve" to know what they got for their "hard-earned-mo ney!" Clearly, the "photos" show they got a "lemon" on the WPP! The WPP should be a concern of ALL citizens (red, blue,black,whit e,gold) to find out if it is new or old, and, to have "full\total" transparency on "documentations !" Afterall, laws were broken in not getting "parliamental approval" on these "loans\grants!" It is time the issue has some form of "unity" around it, or at least ease the "doubts" of many in the public! On that note, I commend Chairman Browne for taking a stand, in asking for an "inquiry!" He, of course, have to show "leadership" and see "eye-to-eye" with his colleagues, on matters of great concern to the nation! Yet, let's give the Chairman some credit for coming out of the shadows and demand an "inquiry," as the public "outcry" cannot be "ignored!"

It is good to see GB joining the litany of individuals calling for an inquiry or an investigation into the WPP issue. As one blogger has said, “it is better late than never.”

I believe that this letter by GB is an attempt to get some “skin” in the game. Surely he must know that previous calls for such inquiries or investigations, especially from his political leader, have gone unheeded. So why does he believe that his letter will be successful? Secondly, he must also be aware that even if an inquiry or an investigation were done, the report would probably never see the light of day.

I believe that the appropriate action here, as I have already outlined in a previous post, is to request the information under the FOIA. We know that there are serious problems with the furnishing of documents, in response to requests under the FOIA. Thus, when the documents are not produced, you can now file a lawsuit to force the Govt. to produce the documents.

For the vast majority of Antiguans, it is not speculation that the plants are old. It is not our job to prove that. It is the job of the government to give us the irrefutable evidence that they are new and they have failed to do that. Dr. Dr. has taken the stand that he doesn't give a damn with the majority thinks; he will do as he please. The few who will agree with him that the plants are new are those who think like him or I should say do not have the ability to think at all. If the whole truth is told on these plants, the UPP would be doomed. However, they have people like the APUA elcetricity manager who are still willing to go to Hell to protect Dr. Dr. and his govenment. I wonder if these people don't know that one day they will have to stand before God and Baldwin will not be able to stand up for them then.

I would agree with 'Get it right' if it was only the government who would be saddled with old engines. However, it is going to be the people of A&B and future generations, who will have to continue to pay for the mistakes of govt actions/loans etc. This cannot be fair.... Govt, get it sorted.

Antiguans should not have to live with it. If it is not fit for the purpose it needs to be sorted. Surely it is under some sort of guarantee. Why has it taken such a long time for those in power on both sides of the party to rectify this situation!

Was Gaston placed in a precarious position, forced to write this letter to try and appease the more hawkish elements of their base, even thou he personally doesn’t buy the fact that the engines are not new. Could this also be an attempt to try and show that they have decided to speak with one voice? After all he has already opined that persons were paid to say the plants are not new and I for one do not think that he would go on the radio an tell such a blatant lie.

By the way Caribarena has some petition on hear some weeks ago asking for persons to sign I noticed they have confidently not published the amount of persons that even wasted their time with this political exercise. If the response was overwhelming it would not have been buried. Ah well! Not everyone believe the hype that the engines are not new.

Where is the Christian Council? Could Carib Arena get a copy of the signed 2009 pledge by the UPP with the Christian Council about "accountability and good governance", and print it here for all to see?

I have no Crystal Ball but yesterday I bought a hamburger and I told the lady medium rare and they fully cooked it. I took a bite and was so hungry I took 2 more bites. Then I gave it back to them. There is no problem. If the plant don't work get our 47 million back, tell them to come for it. My burger cost $3 at 47 million, it has to work perfectly. If it don't work it got to go back. Deflection and a distraction, for every Genious knows that the real issue is the loan agreement. If you are not a genious then here is how it works. Loans will always be the best tool for theft. Loan documents and loan fees are in most cases manipulated and people get paid in what look legal and very hard to prove. There should be a distribution or settlement statement where distribution of the loan proceeds are listed and that should be ballanced just like a an accountants ballance sheet. If it's off something is wrong if it is correct it will provide a map to all who got paid. Weither or not the engines are old or new is not the point. If they appraised for 47 million by an independant appraiser ( a very important part of the underwriting process) then that's what they worth, so don't forget to look at the appraised value. A good way forward is to have them appraised again.
