Walker Promises An End to Late PaymentsAntigua St John's - Workers at the Antigua Port Authority, the main gateway for goods entering the country, have been assured that the late payments that have plagued the Authority for the better part of a year may soon be a thing of the past.

The assurance came on Friday when minister responsible for the Port, Trevor Walker, convened a meeting with the staff, management, the board and representatives of the Antigua Trades and Labour Union (ATLU) and the Antigua and Barbuda Workers Union (ABWU).

Walker is reported to have told the gathering that the Authority is currently making arrangements to ensure that the late payments come to an end and that the workers – both weekly and monthly paid – received their wages and salaries on time.

The minister is said to have made a commitment that by July 15, the board will be in a position to state clearly the direction it plans to take the port into the foreseeable future.

ATLU Industrial Relations Officer, Ralph Potter, who attended the meeting, said Walker accepted a recommendation put forward by his union about a year ago, that the board should make use of the vast wealth of knowledge and experience that the staff had acquired over the years.

“There are members of staff at the Port Authority with more than 30 years working at the Deep Water Harbour. They collectively have much more knowledge and information about the operations of the port than do the current management team. We feel that the board would do well to make use of this knowledge as it charts the way forward for the beleaguered statutory body,” he explained.



Potter said the minister has agreed to invite union members to attend board meetings so that they may get a fuller understanding of the challenges facing the port as well as to provide them with an opportunity to offer advice and or solutions.

The union officials accepted the offer from the minister.

According to Potter the meeting came at the behest of the ATLU which in turn invited the ABWU to send a representative as it too represents different categories of workers at the port.

He said his union saw the meeting as a final opportunity for the minister to clearly address the outstanding issues of late-payment and voluntary separation, if he wants to avoid the union taking what it deemed ‘necessary action’.

He said the AT&LU now awaits the July 15 date when the minister promises that he will lay out in detail the plan of action for the Antigua Port Authority.

Maybe if you had made the Port buy the gas station in Barbuda they would have been able to make a profit? Instead you bought it! I wonder where you got the loan from to do that?

Tenman, you are right about that, as my "hope" for the Port is a "defeating!" Yet, you know the "plate" is very well "empty" but the Miniter will tell us look again, something is on it! I am of the view that take a "miracle" to save the Port from its "financial woes!" Tenman, we all know that the only way that could happen is if the Port put "competent" persons in charge, from the Minister, the Board and Management! Yet, as you, myself and others have always said we continue to reward "failure!" The Port can't make payments but I am sure they are still '"dumbing" persons there. It is sad that the employees at the Port get "late payments" while those that run it get their "salaries" on time!

This place is a real mess and there is no end in sight for a solution to these mismanagement problems.

Dig It, aren't you tired of hoping especially when it comes to Walker? In your part 2 you showed someone taking a pro active stance unfortunately for persons like walker due to them being rewarded for failure, things will continue the same. In a caribarena article entitled No Pay for Port workers Saturday, 08 May 2010 06:55 By Andy Liburd, minister Walker stated:

“We could not meet payroll today (Friday) because we had some cash flow problems based on the downturn in the economy, he said. "We have some challenges meeting our obligations and based on our projections we definitely would be in a position to pay them by Tuesday the latest next week.”
He continues:

“We have been looking at all the options and examining all the possibilities of getting our expenditures to a manageable level. We have not decided exactly as to which way to go as yet but clearly it has reached to a point where that decision must come sooner than later,” Walker said.
DigIt, this was over two years ago, stop wasting time hoping.

It is wrong of Mr Walker to make unrealistic promises to the port workers when the port as a statutory Corporation, has great financial difficulties due to bad investments in the pass, the port is over staffed because of political ouside dictating, the port has been handling less imports and the board members that manages the ports affairs lacks vision. You put them all together and you get one word, DISASTER. The port authority needs a complete overhaul, and unfavorable decissions are gonna have to be made. Guess who suffers, the workers. Workers always suffer for government foolish decisions. The employees at the port need to brase themselves for the inevitable come 15 July 2012.

As President of the Caribbean Shipping Association (CSA) Carlos Urriola has warned earlier this year, in so much words, we have to "plan" for the future, as the Panama Canal Expansion will be soon completed, so will be oportunities for "growth'' in our operations. Mr. Urriola said Quote:
despite the depressed state of the global economy, we have to be actively planning and implementing projects for growth and expansion.
Thus, he further states Quote:
"This preparation is not just about the physical capacity and the operational capabilities of our marine ports and systems. Much work and investment must also be committed to the preparation and upgrading of the human resource,"

Can't wait to see what's on the Miniter's plate next month?

I will mark that date on my calendar! Let us pray and hope Minister Walker can deliver on his "promises" to end "late payments" or put proper measures in place for the Port's plans for the future, as they have continually "ignored" consultants warnings!

Let us run our port and stop sending these fools to our port and I'm talking all the board members too,before time management listen, remember when we won best of the year a few times we told them that the port is going to run into problem if the chairman clarvis change it to please his self and up to now they have not put it back to what it was

Mr. Walker, what did you see when you look into your crystal ball? Did you see a bright future? Please don't make promises that you cannot fulfill; remember, a promise is a comfort to a fool.
Also, longevity at the port does not necessarily qualify one as management material. The key is to get people who are educated, trained and proven in that discipline, and use those with longevity to give them a historical perspective of operations and practices of the past.
