Barbuda Equipment Issue Explained

Poor recordkeepingAntigua St. John’s - The issue raised this week by opposition Barbuda Councilman, Senator Arthur Nibbs, and detailed in a caribarena.com report, has elicited a reaction from the Chief Executive Officer of the business at the centre of the controversy.

While the article did not name the business concerned, CPR Equipment and Services CEO, Peter Rippon, said he has received several phone calls from people accusing the company of unsavory behaviour.

Rippon said his company has had a long working relationship with the Barbuda Council and would at no time seek to take an unfair advantage of the Council or the people of Barbuda.

He said much of the problem relating to the Council may be due to the fact it was difficult to get to meet the council sometimes- such as recently with no flights available.

He said there is no mystery concerning the whereabouts of the bulldozer that was sent back to Antigua by the Council. He said the equipment has been, in fact, sold to a company in the USA but shipped via St Thomas, due to its size and weight on the sand barge, by arrangement with the Council.

“We got a request from the Council to assist them with shipping the bulldozer to a company in the USA. It was placed on a sand barge and shipped. There’s no mystery. What happens among council members is another matter entirely,” Rippon stated.



He said recognising the Council’s reputation for recordkeeping, his company engaged the services of an independent auditor to peruse the books in Barbuda to ascertain the extent of his company’s indebtedness to the Council as well as to determine what monies were owed to CPR Equipment and Services.

Caribarena.com has learnt that shipments of sand were still being sent to Antigua under the arrangement with CPR apparently without the company’s knowledge. It has been suggested that this is what accounts for the over-payment reported in the earlier article.

It appears that the Council’s notoriously poor record keeping is primarily responsible for this.

When contacted with the information from CPR Equipment, Nibbs said he never suggested that the company had done anything wrong, but he felt that the Council was a poor custodian of the affairs of the people of Barbuda.

Repeated attempts to speak with Council Chairman Kelvin Punter and head of Finance Committee Fabian Jones on this matter have been unsuccessful.

The Council are a complete and utter waste of time. Holding my people back with pathetic administration, begging hands, brown paper bags and foolish dreams about some white masser bringing them work in return for giving back the lands our grandparents fought so hard to keep. They have no shame, they sell sand till the water is polluted with salt. Most right minded Barbudans watch, skin teeth and go about them business, but do nothing. The council is but a playground for the fooly. The MP is a puppet who simply wants his millions. The land Act is floored in it's original intention and the council are so stupid they that the law is beyond them. And yet we remain faithful in God that all will get just deserts.

Its about time for the people of Barbuda to pyt all the members of the council on a boat taken out to see and have them walk the plank, man I thought the folk on the mainland was bad but these guys are a bunch of unmentionables, my goodness.

james c, whats strange is the public is constantly told that sand mining has stopped in Barbuda, yet the evidence shows this to be a lie.

A lot of second guessing here! Article says sand was still being sent without CPR knowledge! Everyone & his dog has been bringing sand from Barbuda and selling it, so Barbuda Council have to answer that.

You mean to say that they had a company doing the auditing and they were still bringing sand to you on the notion that they were still paying off debts. Now really if CPR is keeping records why didnt they say ok Barbuda council the balance is paid off stop now!! This is even more interesting for the fact that i think sand minding was abandoned ohh well whats next?

Inquiring mind wants to know whether the money from the sale went to the Council or in someone's personal bank acount. Mr. Fabian Jones it is incumbent on you to let taxpayers know.

So was it CAS Hewlett that did the auditing? They lost US$7 Billion in the past, has the Barbuda council found that $$$ as well??

Seriously, what does money matter?
