Antigua St. Johns – Social Transformation Minister Willmoth Daniel is warning relatives and caregivers of elderly people that they can be brought before the courts if they continue to exploit them financially.
He said that in many cases those who have care, custody or stand in a position of trust of an elder or dependent adult are misappropriating their money or property with the intent to defraud them.
“We are in the process of drafting a document for Cabinet’s approval to at least in
the first instance manage the financial benefits of persons living in institutions in Antigua & Barbuda,” Daniel said.
“For too long, relatives and caregivers are signing for these cheques and utilising them for different purposes.”
One of the minister’s main recommendations is that the benefits of institutionalized seniors be transferred at source to the respective government agency that assists with their care and well-being."
It is appalling that these cheques are signed for by persons every month and the beneficiaries do not get a penny from it and the state is left with the care burden of the elderly.
“Most times these caregivers spend the moneys foolishly to fix hair and nails, while the
elderly who have worked hard and should be enjoying their golden years are left to languish at the mercy of the state. This practice must be stopped once and for all,” Daniel said.

Steadyj, with all due respect, I believe that that statement is irresponsible. The “representative payee” is a fiduciary – i.e., “a person to whom property or power is entrusted for the benefit of another. This is based upon or in the nature of trust & confidence.” To use the money for anything other than for the benefit of Granny & Grandpa is a violation of the fiduciary relationship and is prosecutable.

I think that Mr. Daniel should draft legislation and take to the parliament, so that it can become the law of the land. He should not be casting aspersions on anyone. We all know that Granny and Grandpa have their favorite relative or family member to handle their finances. Hence they will authorize such persons to be their "representative payee"(the person who cashes their checks for them). So if a representative payee wants to go drink rum, buy a car, or get their nails done with the money, where is the crime? The person may be scum bag not a criminal.
