Gate Removal Sparks ControversyAntigua St John's - Minister with responsibility for the Development Control Authority (DCA) Chanlah Codrington, was present on Wednesday night when the gate leading to the beach at Pearns Point, in the southwest section of Antigua, was pulled down using heavy duty equipment.

But while the move was lauded by those in attendance, Codrington’s actions seem at odd with not only his senior minister, Hilson Baptiste, but also acting Chief Town and Country Planner Fredrick Southwell.

Codrington said he took action to forcibly remove the gate after he heard from residents of neighbouring villages that it barred them from easy access to the beach.

“I want to send a strong message," he told an ABS TV crew. "The beaches belong to us. VC Bird, in his wisdom, ensured that all the beaches in Antigua & Barbuda are public property, and that there must be public access to all beaches in the country. I am not against development, but on this matter there will be no compromise. We will not give up one inch, one grain of sand."

Among those in attendance was calypsonian and activist Jameson "Kublai" Mannix, who said: “I would rather live as a free man, poor, with no development, than to live as a slave in luxury.”



But it seems as though Codrington acted without consulting Baptiste, who said he had had a meeting with the developers – Orange Ltd, and that an arrangement was made to keep the gate in place with the understanding that it would remain open during the day and close at night.

According to Baptiste, the beach has been affected for years by illegal sand mining, and it was agreed that the gate would serve to keep those thieves out.

“We advised them to erect the gate, and to keep it locked at night," he said. "However, it should be opened between 6 and 7 each morning for people wanting to use the beach. We also negotiated not only public access, but also facilities such as changing rooms, toilets, and bathrooms for members of the public."

The man in charge of the day-to-day running of the DCA, Southwell, said he was not notified prior to Codrington’s action to remove the gate.

“No one came to me and sought my co-operation," he said. "The DCA is not involved in this matter. I met with the developers some weeks ago, in the presence of Minister Baptiste, and we all came to an agreement on the way forward."

ABS Television also reported that Codrington has said he no longer wishes to be responsible for the DCA.

No! something is wrong he Mr Southwell said "No one came to me and sought my co-operation," he said. "The DCA is not involved in this matter. Now u know he a lie right they .......no one sought his cooperation but at the same time he was involve in meeting with the developer where they came to agreement. WOW that is amazing !!!!! I say well done to Hon. Codrington but at the same time the situration could have been handle better(Communic ation) between the ministers and Mr Southwell.

And Mr Southwell and Minister Baptist was out of order Hon Codrington is responiable for DCA .....so why is Minister Baptist in a meeting with DCA ACTING Chief and not as well the Minister with responibility for DCA.And Minister Baptist you are out of order to be making agreements (deals) the law cleanly states what should and shouldnot happen. You should be sent to jail for allegedly breaking the law of the land

First they wanna lock down the night clubs at 12 midnight ... now they agree with a developer to close off a beach access at 7pm. Why don't they just lock down the whole country as soon as it gets dark.

Then when you go to ffries beach they have the bathroom facilities open from 8am till 3pm from Monday to Friday (closed on the weekends) ... now most Antiguans / locals go to the beach early morning (5am-7am) or evening time (5pm-7pm) and on the weekends. So who are they making those bathroom facilities for? Tourists only?

It is obvious some new legislation should be drafted regarding beach access immediately. It is too confusing right now. All beaches should have a road leading to it that shall not be blocked period. Who do these developers think they are. The obvious question here is was that gate erected on a private road or public road? if it is a private road in the middle of peoples property then it is their right and government must find and make a road leading to the beach for locals ... But if it is the only main road leading to the beach then the gate should of been pulled down the same day it went up. Why should beach goers have to leave their car 2 miles away only to come back and find their car stolen or broken into? And that sand mining excuse is a joke ... are we gonna have to put up gates 2 miles from everywhere sand is to stop sand mining ... what a joke!!!

Hmmmm logically it should allow reasonable access. Even if we were to accept your illogical argument, how does placing a gate there, which is locked at night, ensure public access at all times, which the law calls for?

Wow I know of no beach in Cedar Valley. There is also a public road which provides access. If its in bad condition then demand government fix it. In addition where private land is concerned the Physical Planning Act 2003, where access to a beach is concerned, calls for the government to go the route of compulsory acquisition unless another agreement could be made.

Here is the Minister responsible for DCA removing a gate from private property to allow people access to a simple beach when Mr Ryan can dig a trench across a public access road (which crosses his property) make it difficult for people and their vehicles getting to their homes where they live with their families. Where are our priorities?

I,ve been hearing about this gate saga for a while now.Min Baptiste is now saying permission was given by him to erect the gate under conditions(acco rding to him) which i dont buy for one Second. If he knew he had discussions with the developers ,after hearing people been outraged it was his Moral duty to come to the public and explain what he,s now saying,This to me appears like another of this Govt,s disregard and lack of respect for us,I think someone needs to define the role of Govt to the Upp,it is clear that they do not understand.It is not everything that the public should be consulted on,but there are things which should always be bought to us first.Baptiste treated this matter as if it was his own personal space affected,When people go the beach they should stand behind the bars and wait for someones discretion to let them in.It is just time you,ll pack your bundles and move on,this attitude of Monarch of all I survey is not the role of a Govt.

I am not seeing why would he wait until the gate was removed to say something smh, r u kidding me and come on news and thing whilst days prior hon chandlar was venting about this gate. Come on people in managemnet better must be done. Well done though wait wait wait bruk it down, our beach them b for.

A few issues, there should be absolutely no gate across any public road access to any beach, @J this is a public road not private land. On previous websites regarding this land, there was mention of "3 private beaches". I wrote the company (not Orange) at the time and pointed out clearly that no beach in Antigua is private, they responded and corrected the website. If there is sand mining, then setup a sting operation to catch them in the act, there is only one road to those beaches.

This is not the only beach with access issues, there are still a few to be sorted out, on one occasion I walked around to another beach from Half Moon Bay and was accosted by a security guard. I educated him as to the laws of this fair land and that I have access to every beach in Antigua by law. It must be made abundantly clear to developers the laws governing beach access.

And another thing : the sidewalk that is apart my property that by law should be un-fenced is used at nights by some vagrants for trafficking stolen items from people's yards, Mr. Minister should I fence it around or call the police?

What about the individual that has to work for 8 in the morning and wants to use the beach at 5 am, is it that this person become disenfranchised because the Minister and T&C Planner made illegal arrangements to have an illegal gate open at 6 or 7 in the morning? Antigua and Barbuda is getting crazier and crazier everyday.

It seems that Minister Baptiste and Southwell "deliberately" or just don't care to consult with Chanlah on having the developers put up the gate to deny access to the beach at certain time of the day! And, why wasn't the villagers consulted before the gate was built? It doesn't matter what time of the day, public access to the beach shouldn't not be "compromised!" I agree with the Junior Minister's action in pulling down the damm gate! I am glad he shows some "backbone" on this matter! I hope the Junior Minister not only stand-up for the "injustice" to deny public access to the beach but to the people as a whole in this country!

Last time I saw MP Baptiste's pic on Caribarena, he had an un**oned shirt with a big gold chain around his neck exposing his hairy chest. Now that there is a photo of him properly attired, his face look like it "gone ah gwassa"
Is it stress? I agree with Chanlah. The beaches belong so the PEOPLE of ANTIGUA!! Any developer wishing to undertake any projects should be told this upfront, plain & simple, in bold capital underline flashing lights type emphasis. Thank you.

j my understanding is this is government land.The observer article hints at this by the following:

So the MP went on private land and remove a gate. I wonder how many of you who own land and you fenced it would like for people to remove the fence so they can walk through your property. The owners of the land where not stopping anyone from going to the beach, they where protecting the environment from thieves who under the cover of darkness would go and removed the sand from the beach. only when the beach is destroyed will the locals say some thing just like what happened in Barbuda. Antiguan's still want everything for free, well nothing in this world is free, we also need to take responsibility for our environment whether its litter along the roads, destroying the mangroves or removing sand from the beaches.

Wait you give a man responsibility over something and then take it away.........Ye s Chanlah you exercise your authority to remove the gate. However it appears to me that Mr. Southwell has no respect for you in terms of you being the minister over DCA, this would mean that he would had have to written you a letter or minute to inform you of the arrangements with Orange Ltd. The real person that should take the BLAME is MR. SOUTHWELL. Sir the other day you removed plants on the sidewalk, Mr. Chanlah was only looking out for the interest of the locals wanting to use the beach.......... ....MR. SOUTHWELL the minister in charge of DCA is Mr. Chanlah so please inform him. GIVE The man the RESPECT MAN.
