Codrington Refutes Conflict AllegationsAntigua St John's - Member of Parliament for All Saints West Chanlah Codrington has labelled as “uninformed” allegations of a conflict of interest levelled at him by his main rival for the seat.

Daven Joseph, who ran against Codrington on the Antigua Labour Party (ALP) ticket in 2009, recently suggested that there were elements of a conflict of interest surrounding a low income housing project proposed for All Saints West. The MP is on record as being in full support of the development.

Joseph noted that the investor pushing for the project is none other than Myles Codrington, brother to Chanlah Codrington.

The ALP hopeful also suggested that Codrington, from his position as junior minister in the Ministry of Lands, might have been able to influence decisions relating to the project in favour of his sibling and of his own constituency.

Additionally, Joseph raised the possibility that at least some of the lands allocated to the venture had already been distributed under the aborted “Land For Youth” programme conceived under the ALP and pursued by its successor United Progressive Party (UPP).

Speaking to CARIBARENA.COM on Monday, Chanlah Codrington delivered a spirited refutation of the allegations.

“I do not believe he even knows where the lands in question are,” he said.

Confirming that the 10 acres of government lands are located in the Lightfoot area, the MP said categorically that none of those lands had ever been part of any “Land For Youth” subdivision. Nor, he said, had any of those lands ever been deeded to any person.

 

Codrington told CARIBARENA.COM that the acreage was being provided by the Central Housing & Planning Authority (CHAPA) as part of a joint venture with his brother, who is the moving spirit and sole local investor behind the project. Myles Codrington, a heavy equipment operator, recently became proprietor of Midland Building Supplies & Aggregates.

It was Myles, said Chanlah Codrington, who presented the proposal to Minister of Lands & Housing Hilson Baptiste. The proposal found favour both with minister Baptiste and with the CHAPA board of directors, and CHAPA accordingly submitted a circulation note to Cabinet, which duly gave the project the go-ahead.

The feisty MP for All Saints West emphasized that he had been required to mount an aggressive effort to ensure that the low income housing development became a reality in his own constituency.

“Some of my colleagues wanted the project for their own areas,” Codrington said. “Some of them had their eyes on it. I had to remind them that up to this point in time, not one thing has been done for the people of All Saints West. I made it clear that I am determined to have something to show for my years representing the constituency, and that this housing development is it.”

Chanlah Codrington categorically rejected the notion that there were any elements of a conflict of interest involved in the affair, noting that all the correct procedures had been adhered to. The MP clearly regards the issue as one of effective representation, and of properly utilizing the machinery of government in his role as a member of Parliament.

The 10 acres of land are to be subdivided into 60 house plots. The basic housing unit will offer two bedrooms and one bathroom. A three-bedroom unit will also be available for an extra premium. With a projected basic selling price of $160,000, these homes conform more to a definition of “low income” than some developments recently undertaken.

Buyers will be expected to make their own arrangements with financing institutions. MP Codrington advised that efforts are underway to secure concessionary terms as far as deposit requirements. Negotiations to that effect are in progress, the MP reported.

That the Good Parliamentarian sees that he has acted above Board has to be understood in light of the fact that no association has been made with the former Party Chair being now the Chair of CHAPA. They treated it as A Sin Of Commission & Omission and as such Mr. Parliamentarian, Penitance and Indulgences are required. Say after the Chair:

Chandlah, why would brother B not favor this project, since he has failed at Follies and North Sound, and, now, want you to follow his footsteps? By the way, Chandlah, is your brother, Miles, the MP of All Saints West? I just find it "bizzare" that you would say everyone had their "eyes on it," but not you! Chandlah, this is "absolutely" a conflict of interest! This 2012 and we still dealing with "cronyism" and "badmindedness" in nation-building !

If this is not a conflict of interest ... then nothing should ever be considered a conflict of interest. All kinds of Antiguans are waiting to get land but the minister (who is responsible for lands) brother can get 10 acres JUST LIKE THAT. And then they say it's no conflict.

This is the problem with the UPP. They mess up every single thing they touch and somehow manage to corrupt the procedure. when all is said and done they will go down as the worse or worst government in Antigua & Barbuda's history ... past and in the future.

The issue with them is not about their projects (car park, library, transport board, Viv Stadium roads, Roads & sidewalks in town, fencing scandal, Wadadli Power Plant, and now this land grab). The projects were all welcomed projects but it is the execution of the projects and the LACK of TRANSPARANCY and accountability that has messed up ALL these projects. It can't be coincedence now. It is either deliberate or just lack of leadership and management skills. Or a lack of concern. either way it is not good for us the tax paying public. WE WILL HAVE TO PAY MORE TAXES FOR EACH MISTAKE OR DELIBERATE SCAM!!! THE MADNESS HAS TO STOP NOW!!!

MP Condrington's mantra appears to be built on nepotism. It is alleged that his xxxx teaches at a private primary school but yet is employed as his aid receiving a salaray of $2500-$3,000.00 p.m. and now his brother is being provided with GOVERNMENT lands in the Constituency he represents for a housing project. It would be interesting to know what incentives he will be getting from the Government. Sunshine is still covering this country in a negative way, Eight years ago and a member of the ALP had done this there would be marches up and down St. John's. We appear to have gotten a dose of hush.

I’m all for supporting local projects, and I don’t believe foreigners should be allowed to buy land in Antigua, but that’s not at issue. There is clearly a conflict of interest since the company that will benefit is owned by a blood relative of the MP. At a minimum, the MP should recuse himself from all meetings or deliberations concerning the project and he definitely should not be lobbying cabinet.

This is not just a potential, but a very glaring conflict of interest. Not only should the MP not be actively cheerleading for the project, but he should have recused himself from all deliberations concerning his brother’s company.

Classic move to get into lumber & hardware & then have a nice duty free low cost housing project to supply!! Me smell a rat - or a high profile backer lying low!

Daven Joseph is right, there is a conflict of interest. Its up to Codrington to ensure that proper procedures were followed to ensure that he did not taint this process. The conflict lies in the fact that his brother is the investor and made worse by the fact that the lands are in the MP's constituency. The answers from MP Codrington have not shown that he put real distance between himself and this project. In fact this article reads as if the MP was someone who was pushing for this project. What I would have liked to hear the MP say was that offers had been put out for persons to do a project like this. He would then need to show that the choice of the person for the project had nothing to do with him. It would be good to hear the deal going through a tendering type process. If this is open for all potential investors then the MP needs to show this. I also note that no mention is made of the investment authority but instead the substantial minister (MP Baptiste) and then Cabinet. This smells of the historical land grab coming close to election time.
