Comments Ahead of 2012 Budget Statement

MP Gaston BrowneAntigua St John's - This year’s budget will be yet another mundane, long winded, hopeless, uninspiring statement designed to promote the oratorical skills of the Minister instead of bringing real tangible benefits to the people.

Barring the proposed economic or Investment citizenship programme which was proposed by myself, the budget will be replete with a lot of regurgitated fluff and recycled, unrealized programmes and policies.

The statement will speak extensively to debt sustainability and fiscal consolidation.  Whereas, we accept them both as critical components of any  government’s fiscal plan,  there can be no fiscal or debt sustainability without growth. 

Since 2009, the UPP Government in its budget, year after year, has promised growth but the reality has been far different resulting in rates of contraction, as high as, nine percent in a single fiscal year. This has made Antigua & Barbuda one of the worst performing economies in the world.

Today, the global economic crisis could be attributed to sluggish or low growth which is the phenomenon experienced by the majority of countries.  However, Antigua and Barbuda has suffered successive years of contraction or no growth for the past three years, with a more than likely fourth year to follow.


At no time, in our contemporary history, until recently, Antigua ranked among the worst performing economies in the world.  Clearly, the inferior economic performance cannot be attributed exclusively to the global crises.  The UPP Government must cease blaming the global crises exclusively for our country’s economic woes and take responsibility for this no growth phenomenon that is plaguing our country and pauperizing our people.  


In the absence of bold initiatives, innovative and creative programmes, some of which I will outline in my budget presentation, Antiguans and Barbudans will experience an unprecedented 4th successive year of economic decline in 2012.

Evidently, it will be business as usual with the UPP Government blaming the global crises for the misfortunes of our country and many of their sympathizers will agree and promote the UPP Government’s propaganda out of self interest, without taking into consideration the suffering of our people.


Consequently, exclusive of a regime change, 2012 will be yet another year of economic decline, another jobless year and unfortunately another year of misery for our people.

Ok this is where we are today in Antigua, one of the negatives in the latter reign of the ALP that cause them to be powerless was the late payment of workers. We the people got tired and ask for a change, we got it in the way of the UPP and from what i heard on news radio was no diffrent. I actually heard this young man crying saying he don't no what he's going to do because he is behind on everything as a result of not being paid untime. Registered voters we not only got the change, but a change for the worst. Look at our hospital we once cried about Holberton it's services and the many deaths, we needed a change and we now have the most beautiful hospital in the caribbean MSJ, but did we really got the change we wanted?
The world is in a mess, but every time i sit and listen the likes of Gaston and Weston with the know it all concept, I beg of each registered voter lets give them another go at it [ONE] and see if they can really turn our belove country back around, because five more years of UPP will be Hell.

Three points. First of all the US, UK and Canadian programs are PERMANENT RESIDENCE programs where the applicant still has to reside for a number of years to be given citizenship. In Canada the amount is Cadn $400,000.00 per applicant. THEY ARE NOT GIVEN PASSPORTS.

Secondly if the US, UK and Canada have these programs why would anyone bypass them to get an Antiguan for US 400,000.00. Permanent residence in the US or Canada is worth more than an Antiguan passport.

Lastly, if the US, UK and Canada has these programs why are you taking credit for 'proposing' them as you state? So you cogged some policies from some industrialized countries what have we got here to make it work for us. Will they be getting prime beachfront real estate along with the passport.

Budjet Speech!! Lot of baseless rhetoric...prob ably, but that is always what it has been with ALP and now UPP. I must say however, at least with UPP I see the sidewalks and the back pay to civil servants, I see increase in penison payments with ALP the monies seemed to have been going to off shore bank accounts. I know many persons have the same mindset like I, and will not vote for either party next election

Tenman, the great researcher, see what you can find on Florida and Arizona? I believe the US was allowing Canadians to have parttime residents in Arizona as long as they buy property. The Canadians were using the poor housing market to their advantage by buying property primarily as a scond home to escape the harsh winter.

I think Florida had something similiar for others who wanted to start a business and provide employment to the residents. I believe the big difference is that no passports are granted. Tenman, check it out!

Again Gaston minimizes everything that is going on in the world and says its the UPP's fault. He has stated things like 'worst performing economy in the world' yet he has not quoted one source. Anyone can just jump up and say empty things and take credit for things without any supporting evidence. Like he claims that Economic Citizenship was his idea! please!!!! Not everyone in Antigua is so gullible and stupid.I want to put it out there>>>>>>>>> where will Gaston Browne be when BUtch Stewart agrees to do the Beaches Resort that John Maginley and Harold Lovell convinced him to build? Or was that his idea too? Browne needs to realize that his attitude is destroying the fabric of the ALP and soon he may have no one left to support him other than Asot and Tanny Rose....oops... ..sorry Tanny!

Here GB going again with the same empty talk that he is accusing the UPP minister of. If you are going to cast down why not build. Antiguans are more educated than you fools think.

The ALP is going to paint a picture of bad things are under the UPP and how good things were with them.
I predict NO ALPite will give a real, practical and comprehensive REcovery Plan for national development. Even GB so called initiatives will be hand me down peicemeal BS. Watch and you will see.

They know not a damn thing about economics how markets work or finan ce. GAston thinks that working in a bank makes him an economic guru. That man is a good foooooool...

I have already done the ground work for the UPP Government by discussing the issue with several ambassadors from the US, Canada and Europe including the UK. They have all agreed that a well regulated, transparent programme with a high treshold, say US$400K that targets bonafide investors will be acceptable. You may not be aware but many of these countries including some states in the US have economic citizenship programmes.Best regards,

I agree with your sentiments Mr. Browne. Americans have stopped blaming Bush for their problems its now Obama's problem. Why is it still the Labour Party's fault. I am tired of the Baldwin Spencer and harold Lovell passig the buck. Give us some solutions please.

MP Browne also see if you can get it independently taped so that those of us who miss it on ABS can be able to see a replay perhaps via a video upload to caribarena. May I add that whatever the bold initiative is, it must create value. Makes no sense:
*-spending millions on side walks and such, only to dig them up shortly after.
*- Spending millions on a power plant, then commissioning it years later than originally projected, but there is still no way to get the power it creates to the consumers (no completed transmission station).

Such exercises are akin to flushing money down a toilet while we pretend GDP growth only based on spending is a good thing

Investment citizenship program? How is selling Antiguan passports adding value to our economy ? Why dont you ask Dominica and Grenada what happened to their visa free travel status to Canada and the UK after they introduced their sale of passports?

the upp mean no good for antigua and barbuda.it is time for them to do right thing and call a general election, so that the people vote for who they want. people in this country crying out for help and the government not doing anything . mr pm please call the election now.
