Govt Reschedules Payments to ChinaAntigua St John's - The government has successfully negotiated with the government of the People’s Republic of China to reschedule the payment period of three interest-free loans utilised for the construction of a number of facilities and infrastructure in Antigua & Barbuda.

According to Prime Minister Baldwin Spencer, Ambassador David Shoul, who led the negotiations with the Chinese officials, has been able to successfully reschedule the repayment of the loans issued by that government for the construction of the Big Creek Bridge, the Multi-Purpose Cultural Centre, and the Grays Green Gutter.

The payment period for the Five Million Renminbi Yuan for the Big Creek Bridge was set from January 1, 2004 to December 31, 2013. The new negotiated schedule for the repayment of the interest free loan will be between January 1, 2019 to December 31, 2038.

The US $3,740,000 for the construction of the Multi-Purpose Cultural Centre had been scheduled to be repaid by July 31.  The government now has until July 31, 2026 to repay the loan, beginning on August 1, 2016.


The payment period for the third interest free loan of twenty million Renminbi Yuan, for the construction of the Gray's Green Gutter, and additions to the Multi-purpose Cultural Centre was set between October 1, 2002 to September 30, 2012.  The new payment schedule will now be October 1, 2017 to September 30, 2027.

Prime Minister Spencer said that the payment rescheduling achieved by Ambassador David Shoul for the three loans taken in 1988, 1991 and 1992 comes at an opportune time as Antigua & Barbuda and governments battle the global economic and financial crisis.

The letters of agreement for the rescheduling of the payment period for the loans were signed by Prime Minister Spencer and China’s Ambassador to Antigua and Barbuda His Excellency Mr. Liu Hanming.

Antiguans & Barbudans please dont worry your next generations will be in good hands. Especially in the year 2038. The Prime Minister then will be an Antiguan born Chineese(probab ly allready born there), and then all of these loans will be Forgiven by the Motherland. now all we have to do is train our children how to Bow. our people is acustom to travel to big countries to Work,so then there will be access to the biggest of them all(china) and yes there will be plenty of jobs,since the chinese people are moving up in society and wont be working in their fields, this is a great oppertunity for our children to get jobs.Its a win win win situation for all.

It's amazing how good this government is at rescheduling loans and not paying any during their administration ... talking about pass the buck!!! I would like to know how much loans are outstanding and when they will have to be paid back. But then again that is wishfull thinking because this administration is more secretive than the CIA!!!

Notice the due dates for these Loans,This was done purposely,this Wicked,theifing Govt knows full well that they will lose the next Elections. No one should take these people lightly,they are Evil and Vindictive,one thing for sure somebady must go a Jail.

What a waste of time. How can this be something to be proud of? We are a country of beggars!!! All we know are handouts. We have a dysfunctional society and no way to fix it. Our government is completely out of control. Kick the ball down the field....our kids will pay it back. Shame on us!!!!

I really hope that the next generation of leaders will not be like ones we have today! My fellow bloggers, the next generation will put strict measures in place in how much we can barrow from the banks or any financial institution! And, I also hope they make it mandatory for all governments to pay off their debts before they leave office! In that, the Chinese, like, any other country owes another country so much, have us cornered and can now demand whatever they want! Thanks to the Ambassador and his sidekick, the Chinese will not only bring their expertise into various construction protects, they will take a lot of bread out of local talents mouth! These two shouldn't have nothing to be "proud of!"

What i would like to find out is what has the Govt been doing with all the moneys collected between 2004- present? I can remember when the PIT was introduced it was called "STABILIZATION FUND' Supposedly to begin the process of repaying some debts,and getting the Economy on the right track. Today i am undertsanding that these loans are still been owed, and we have additional ones.The roads are in a deplorable condition,Publi c Servants are still not been paid on time,and we are in the hands of the IMF. So the big question is where is our money, and what has been done with it.

I believe that the mantle pass on to future generations in this country will be a great challenge! They don't have history on their side when it comes to "good governance" in running the country! Nothing good will be left for them to idolize or minic! They will surely have to start all over again in putting measures in place to have accountable and transparent governments that take our country out of despair and indebtedness into one that is the Beacon of the Caribbean!

Morris, as usual well said. I think you are reading my mind again (lol). I would just add that these loans have been put on the backs of the next generations.

Morris, maybe Gaston Browne can put a spread sheet detailing the amount of all loans; to whom they are due; when they are due and the amount of each payment.

Morris, as a reminder the IMF payments beging in about three years.

Morris - Great observations. This seems like nothing more than shifting the debt burden to future generations. There's not much to be proud of regarding these types of "negotiations". Only a very shortsighted government would consider this an accomplishment. I can understand a reasonable extension of a loan repayment schedule due to a recessionary environment.... but pushing the start date out 15 years makes little sense, in my opinion.

Morris, like you I am very concerned about all these moratorium on old and new loans. I heard yesterday the Secretary of the Board of Education saying that the Board is just awaiting confirmation from a Bank for a commercial loan to complete the Public Library. I know that there has been a decrease in tax receipts by the Government, but for God's sake can somebody tell me how do we plan to repay all these loans even at a later date especially when most of these loans fall due in the same time frame. Heaven help us all.

Here we are putting up a front because of the growing population of Chinese that's quietly taking over our country, it's like they arrive without even been seen.
Now calculate the many loans and grants Antigua And Barbuda owed to the Government of these people, then look at the time frame to pay back.
Let's take the three mentioned and mark you this is just three and you may even used the word small, if you compare them to the ones we yet to commence payment on like the stadium. We are looking at 2026, 2027 and 2038 to pay off these loans, now just by looking at this from my side with all these payments running side by side i see trouble for Antigua and Barbuda down the line, so youths of Antigua get ready for even more Chinese hitting our shores and i say youths because when you talk of 2038,Hon PM Spencer and Hon Bird will be no more, so these payments will then sadly fall in the hands of the youths of Antigua and Barbuda.

Now that the gov't has successfully shifted the repayment obligations to a future administration, while still collecting an exorbitant amount in tax revenue, can we get a detailed report on what debts we are currently paying down and the amounts being paid? The citizens certainly want to know how their current taxes are being spent.

Will domestic issues Such as pay, the public library, roads and the myriad other unfinished projects be addressed now that the gov't has created enough breathing space? With this much wiggle room, there should not be anymore excuses about the global financial crisis.
