Weston Takes Budget ApartAntigua, St. John's - Former Financial Secretary Lennox Weston has labelled the 2013 budget as totally inadequate.

The opposition senator told the Upper House of Parliament on Tuesday that the projections do not take into account several critical factors that could potentially affect the government's finances this year. Among them are additional debt, and millions of dollars in court cases expected to be ruled on this year.



Opening the second day of debate in the Senate, Weston pointed out that the budget has a $156.5 million shortfall which the government is hoping to finance through a loan from the Caribbean Development Bank, borrowing on the Regional Government Securities Market and utilising the remaining funds from the IMF arrangement that expires around the middle of this year.

He said judgments are likely this year on the Half Moon Bay (HMB) and the APUA versus Antigua Power Company matters before the Privy Council.

The senator said the HMB dispute could cost the government at least US$21 M, while judgment in the APUA/APC dispute could cost the state in the region of US $120 M.

Weston said additional costs, such as the $90 M debt to a Brazilian firm for airport work, were also not taken into account.

In addition, he pointed to the precarious nature and cost of servicing the national debt during a cash crunch, and said this has increased this year. In spite of this challenge, he said significant sums are to be spent on areas such as public transfers, and transfers and grants.

"In terms of domestic (debt), it has moved from $118.8 M to $123.7 M," he said in his analysis. "In terms of external, it has moved from $48 M in 2011 to $89.6 M in 2013. Madame President, when you add up those, it's plenty money."

"There are massive and critical holes that it hasn't taken into account which will impact us. We are going to have a lot of crisis management coming at us," he said, adding that the budget lacks the growth component to drive the economy.

The opposition member outlined a 10-point alternative framework proposed by the opposition Antigua Labour Party that calls for the discontinuation of the National Economic and Social Transformation Plan.

He said the framework is growth-oriented and promises fiscal efficiency, job creation, energy cost reduction and sustainability, and technological development focused on IT, among other issues.



Under this initiative, Weston said, the Grand Royal Antiguan Resort, which was sold to Trinidadian Issa Nicholas several years ago, should be re-acquired and expanded to become a convention centre.

"I am proposing, and the Labour Party has agreed in principle, to buy back Royal Antiguan...and then we find private investment, but we must first do the legwork..." he said.

Seeing that Gaston wants to hold this portfolio for himself I believe we will have a problem on our hand. Weston deserves a seat in Gaston’s cabinet whether he has a seat in Parliament or not, and the best place is in the ministry of Finance and Economy. It is also best in order for the support of the birdites for Gaston to make those kinds of concessions in this first year of his leadership. Hyman can always get a Junior minister’s post in legal affair or education. And guys you need to bring back Ron Maginley. He has potentials and need to be molded to become a good politician. Those are the young people that can give the ABLP a new face and new blood. You will capture the young voters.

Assot Michael came into the government of Lester as junior minister of Finance. He was not elected at that time. The business community then was scared to death when he started audits with the Indian Accountants. Just like how they are now scared of Everet Christian. But then he run in St. Peters and got political cloud. Weston should get this political cloud and work hard in St. Philips to enthrone Daniel. With all respect to the Lady Hayman Payne. I don't think she is up to the task against Daniel. Even though he is at his weakest politically. I even would like to think he is tired and need to just retire. Lester had promised Weston to be either his Junior Minister or if he wins a seat to be his Finance Minister.

When ask whether he thinks the people should put the UPP back in office and why, he said of course, and the reason he gave was because he feels he had done a good job giving himself and 8 on a score from 1-10. Nothing to support it. Just his feelings. Not because of the many jobs created, or the growth in the economy. Or the many projects in the pipeline. Nothing just because he feels so. I hope he knows how many people in Antigua feel these days. I met a friend the other they and he looked stressed and like he was lost. I asked what’s up. And he said well I don’t want to complain. I said man let it out tell me. He looked at me and almost with tears in his eyes said out loud “I AM BROKE” , “And I AM BROKE NOW FOT MONTHS”. And that is how most of Antigua feels, but they are quite and cannot or do not want to complain. PM Please call the election now. People are desperately waiting for a change again.

Employers presently are taking advantage of the situation. And people are really forced to take it or leave it. And the PM seems to be OK with that. People this is what we have come to. When even our PM agrees with the employers. Take it or leave it. All the rights you had gained through your union fights are gone. And that to think that the PM was a union leader. We have rumors in the country of women sending their daughters out to **. Is that what the PM suggests we should take or leave it? I hope not. The UPP never would admit they were clueless. When in the early days of them coming to office they introduced the voluntary separation package they thought it was a good idea. It was years after they realize is wasn’t and came out and admits it.

And listening to the PM just made me sad to think we have to endure at least another year under this government. They really have no clue how to get this country going. And yet they believe that they are doing a good job. As he said “we have kept the ship of state afloat”. However he forgot to say that some of the passengers of the ship fell overboard and drown. And the task is not just to keep the ship afloat but to sail the ship, in the right direction to prosperity. He doesn’t realize that the ship is afloat but is sinking as well. When questioned about um-employment the honorable gentlemen said he knows it’s not what is should be but he blames some people for not wanting to take some jobs. In order words we are setting to high demands and should take what is being offered. And one thing was made clear by senator Massiah in the debate was the practice of some hotel s toward employees.

When you analyze the contributions to this budget debate I believe Weston made the best delivery attacking the budget in detail. This I would like to have come from the new Leader Gaston Brown. Instead he took the stage to launch his campaign message, but to me it was a missed opportunity. He could have exposed the ill prepared budget ever from the UPP. It has so many contradiction and so many holes in it. Even their own senators shot it down, but like faithful party members when it comes to voting they still had to vote in favor. That’s why our democratic system is so broken and we should find politicians bold enough to bring change to this system. Weston has many times over proofed that the UPP and its technicians lack creativity in order to grow this economy. Even if you give them some ideas they won’t even bother. Last night I saw the interview with the PM by Shan Thomas on ABS.

No one knows who the candidate will be yet,last i heard canidates will be chosen by a poll for the different constituencies. Honestly,it would be a shame to leave a brain like Lennox Weston,s to go to waste,i think he is a valuable asset to the ALP,i hope he wins the poll.Not that i am saying Mrs Hyman dont have a brain,i just think Weston would make a better politician.

fire, what constituency will he win in? Last time I heard, he will not even be a candidate since Hyman has been chosen in his stead. He needs to be an elected member before he can be made minister of finance. Anyway, the ALP candidate should be able to beat the brothel share holder.

A Luta Continua! Agriculture, Lands and Fishery saw no increase in Budget! Public Works Stood Still! Aviation, Tourism and Culture will get by on ministerial whims. They comprise the Environment which will continue to be buffeted by the winds and waves currently eroding the land where the beach is just the beginning.
That GAB's fiscal policy as proposed by the PM and FIn. Minister is driven by the "homegr own" NEST plan cleverly created and anchored to the World Bank and IMF's Fiscal Adjustment resultant of a beggarly SBA of $118.0M USD.
Her Majesty's Loyal Opposition should be reminding the electorate that notwithstanding the loss of fiscal and Monetary policies governed by the ECCU & Sir Dwight, who has thrown his hands in the air, to the Bretton Woods Bankers: the people of the country have over $2.5 Billion (10% $250M) available in savings sitting in Banks; that it i**ent to engage the people in meaningful and honest partnership; to use those savings to build the necessary environment for Nation Building rather than following the WB, IMF & IFC's Structural Reform of Privatization.
Therein lies the Discussion.

When you add up those, it's plenty money." Fire, are you serious? There is tons of short falls in the budget but the fact is you can only spend what you have. The government refuses to work on fraud, waste and abuse of property. They fail to consolidate and they fail to cut back, on 5 star travel and hotels and even the top should negotiate pay cuts and give some civil servants a pay raise. All the money to run Antigua is already in Antigua. An old West African proverb start with the words: " For all things look to your self first" The problem with you guys is you are color blind. Where would Western get modern up-to-date finance experience? If additional training is not a goal of his he can not a good Finance Minister make. In fact no one can. A sharp guy would have already added those numbers up and would have never make the statement,” when you add up those, it's plenty money” The real thing is going to come with the actual numbers. If that is the job he wants then there is a lot of research he has to do to be good enough to resuscitate this dead economy. Don’t get me wrong, I wish him well but the mission is that serious.
