Opposition Senator Knocks Poultry Farm Proposal Antigua St. John's - Opposition Senator Paul ‘Chet’ Greene has come out against government’s proposal to establish a major poultry operation in the country, which according to him seeks only to disenfranchise the masses and export much needed financial resources.

Addressing the matter in the Senate on Monday, Greene said that the operation, which will require more than 1000 acres of land, including 25 acres of beachfront land, assigned for the Ciboney Poultry Farm would undoubtedly lead to a monopoly over chicken production in the country if the project is allowed to proceed as is.

The Antigua & Barbuda Investment Authority had pointed out last year that the US$75 million program was to provide some 600 construction jobs at the outset and 800 permanent jobs at full capacity. And the produce would have been marketed in Antigua & Barbuda and the CARICOM region.



Late last year, government announced that the program, which at that time was considered dead on arrival, would have actually come to fruition and made its way into the 2013 Budget Presentation of Finance and Economy Minister Harold Lovell.

Greene said the importation of live birds or eggs for hatching, outside of those provided by Ciboney, would according to the current agreement be discontinued as of the construction phase of the project.

“Once they start the construction, not operation, all the Antiguans and Barbudans who make a living and contribution to this nation’s economy would have to discontinue their importation of live birds and bird eggs for hatching,” Green said.

The Senator went on to note that “for the purposes of bio-security” the investor has asked that, other than for personal production, all poultry production on the island cease after their current cycle ends.

“If you have any question about their intention to wipe out local businesses, they have strengthened it… And this is the golden project to save the economy,” he said.

Chairman of the ABIA McChesney Emanuel said the opposition Senator is spreading misinformation, and the actual fact is that when the actual construction phase of the project begins, local producers would have the opportunity to incorporate their small-scale operations into that larger scale one and benefit from farm and other upgrades to meet the standards set forth by the investors.

“Once the construction phase begins the idea is to incorporate as many operators as possible who would wish to become part of the large project… No one would be put out of business,” Emanuel said.

“I don’t know where he is getting this information from but that is misinformation. We made it clear that no one would be put out of business having met with all stakeholders involved,” he added.

Responding further to the matter of egg and live bird import restrictions being a request by the investor, the ABIA Chairman said such would actually be a policy decision for the Ministry of Agriculture to impose and not one that could be tabled by the investor.

In the meantime, negotiations are said to be in their final stages for the multi-million dollar project designed to “create jobs and generate foreign exchange,” by ensuring that the market for poultry operations in Antigua & Barbuda is not depleted and reducing the current EC$30 million annual bill on chicken imports, according to Finance Minister Harold Lovell.



“That’s money that will be saved; instead of sending money overseas and creating jobs for people overseas that will create jobs here,” the minister said in his 2013 Budget Presentation last December.

Gregg Zacky, a principal in the Ciboney poultry farm project, was initially poised to lead the program but bowed out last June citing health reasons.

The minds have not even met yet as far as costs but we are already depending on this project for revenues in 2013. I find such actions ridiculous and shows desperation. No wonder the "investor" is making such demands

Ladies and Gentlemen I understand that this is a proposal from the investor. The Government I believe did a good job in that they are out there looking for investments they have some thing big on the table and maybe all it need is tweeking. I heard the government turned down the proposal. Why would a serious investor ask for so much is beyond me, but they must be of a mind that there is a weakness in the economy and want to take advantage hoping we might me desperate. They may also be bluffing to see how far they can go. In any case they mis diagnosed Antiguans. In Antigua we say, "They try a ting" if they serious they play fair and if they want local to buy chicks from them, give us better pricing and a high quality bird. I already built my fowl coub.

We need to see how the USA views the factory style poultry production that those people want to bring here.

1000 acres of poulty fctory is enormous. It is was pastured poultry, like how cows graze that amount of land would be reasonable. But in the batteried production system there will be chickens like flies. That will be chicken dung more than flies and the country will smell like a chicken from any angle. And the then what about the chicken waste liquids, i.e, slurry. We have no river, but we will get "chick-liquor" rivers.

Now when we start to slaughter, 300,000 birds per day, at the rate that the feathers, foot nails, the head, and entrails per chicken weight about 3/4 pound, what size poultry fertilizer factory will we need to process the approx 200,000 pounds of waste per day. Are those the "jabs" they want for our children. How will the people down of the chicken pens, chicken processing factories, and chicken fertilizer factories live?

25 acres of beach front land for a chicken farm! are they soo desperate for a project? upp problem is they cant negotiate, its really disappointing. look at how they want to give Butch Stewart long bay. hope there is a challenge at the convention the country needs competent leadership in this dynamic environment

I am wondering who exactly are the shareholders of Ciboney Poultry Farm? Can’t find any mention of this company on the net. Surely if this was a reputable poultry company they would be mentioned somewhere on the net with background information on ownership and qualification in chicken farming. 1000 acres with 25 acres beachfront sounds more like land for an up market villa community rather than a home for chickens and chicken products. As seems to be the norm nowadays this so called venture reeks of something other than above board, beneficial to the country and not just a privileged few, investment.
US75million is not an easy amount of money to have available; which makes one wonder if the land with beachfront is going to be (purchased not leased) collateral and collateral for what and from what source since a chicken farm can be wiped out very quickly in its’ entirety with disease.

Caribarena, good work, trying to get both sides. The problem though is Dr. Emanuel never dealt with the issues posed by the Senator. I do not agree with the idea of stifling competition. SlyThatGuy, the project is not competitive in the region due to the high costs (eg. electricity) in Antigua. Anyone who believes that we could not keep a Brewery but can have a CARICOM competitive poultry farm, needs to stop smoking crack. Its time to start fixing the bottlenecks and stop pretending we can skirt them

Monopolies are only useful in certain specific conditions but I have never heard of one for a chicken farm. Should we stop importing pepper sauce, rum, water etc because we make these locally? Monopolies sometimes exist just to protect special interests

I can understand the promise of jobs. But when big business comes in and wipe out Granny and Sonny, life as we know it will cease to exist. Our moneys will be better spent investing in Granny and Sonny so they can be better stewards in the community.

What about waste? Where will all the waste products of this farm go. Into the sea?

Let's invest in the local producers! I just read an article in Business Focus for October/Novembe r where the local egg producer Gracey Jackson says she had to buy the lamp post to get current and had to build cisterns for water because the cost quoted to her by APUA to get water is too HIGH. That is where our money needs to go!

This project is not a bad idea if its purpose is to take over from the dealer who currently supplies our local farmers in Antigua & Barbuda and the CARICOM region with live birds and eggs for hatching. By acting as the current dealer,the Ciboney Poultry Farm would supply the entire region,while allowing small-scale business farmers the opportunity to continue their operation independently.

Many of the Poultry Farmers are family run businesses. When you wipe out their businesses to offer "jabs", that will mean that Granny and 18 year old son will now be employees of Siboney farms and no longer joint partners in a growing family business.

With the 90 year option Granny will work till she is dead and Sonny will certainly be guaranteed a job till he is 90 years old.

Do you realise that if it is their kind of chicken only, if the chickens get a disease all the chickens die and all the "jabs" done and what happens??

We look for more investors to get "jabs".

You know about mass chicken farms. YOu know who going work in that egg and chicken meat factory? Our people. Any body ever see one of those installations. Wet, bloody, smelly, etc. and sweatshop conditions. That is where you want Granny and Sonny to work?

Small farmers do not incorporate with these people, you will be pushed around. Take time to watch documentry on the American chicken industry.
Don't let your government create a monopoly in your country and give it a
foreign company. This is how it will work, they will stop you from importing
eggs or live chicken with help of your government, essentialy bringing your
production to a standstill. If you want to continue you must incorporate with them. This is when you will be dictated to, if you don't follow the rules you are out off business. Thanks to your government. The bottom line is over time the local farmers will be doing all the work and these guys operate as a franchise.
This is a question for all to consider, what does 25 acres off beach front land have to do with chicken farming - people be careful.

1. what if Local farmers want to continue their relationship with the people they have been doing business with for many years?
2. Who determined that this was an opportunity for small farmers?
3. What are the standards set by the investor? (Dangerious)
4. What is the reaction from local farmers?
5. Did you properly address the concerns of local farmers who have been doing this hard work for many year and this is the way they support their families?
6. Who does ABIA work for?
The farmers must not be put in a position where they loose their connections they have been doing business with for years and left with no alternative when the investor decides to monopolize the market. (and they will if they can get away with it)
I agree we need to create jobs but I believe that feather plucking for minimum wage is only ok for some and should not be our standard.

Farmers should be able to purchase live chicks where they want and from whom they want. The investor can prove themselves worthly when they produce a simlular product and more resonable prices. They seek to illiminate competition which is never right for consumers. Let them earn their market. My people buy our chicks from Barbadoes and we are happy with the quality. Let the investor compete. People should not be forced to do business with anyone.

I can understand Dr. Emanuel's discomfort over the public revelation of certain clauses contained in the M.O.U, but I take offence to his assertion of misinformation.
I challenge him to publish or cause to be published the said document and allow the general public to see for themselves the several clauses and conditions therein and allow for public judge.
While I, like all others advocate for investments in our economy, the net effect of any and all such investments MUST be to the benefit and advantage of Antigua and Barbuda and its citizens.
I further challenge Dr. Emanuel and others like him to negotiate meaningful and beneficial agreements and NEVER disenfranchise and alienate Antiguans and Barbudans.
Food for thought my good doctor, why has the PM not inked the agreement?
