Joseph Strikes Back at UPPAntigua St. John's - In his budget presentation on Wednesday, MP Molwyn Joseph struck back at the ruling government for consistently blaming the ALP and the “global economic crisis” for the nation’s problems.

According to Joseph, the UPP engaged in multiple projects that negatively impacted the economy, and neither the ALP nor the global economic crisis had any influence.

“Neither the global economy or 28 years of the Antigua Labour Party (ALP) was responsible for wasting of money to buy Food City that is there not contributing to the economy of Antigua and Barbuda," Joseph said.

He added, “The fences scandal... $54 million dollars of contracts! What does the global economy have to do with that? Thirty-six million dollars was spent out of that $54, and in order to spend that a minister of government executed 2,000 special warrants, of $20,000 each, in order not to go to the Tender’s Board. What does the ALP have to do with that, or the global economy?”

Joseph went on to list the Romantic Rhythms scandal, on which a report on the usage of funds was promised but never released, as well as the Wadadli Power Plant, the unfinished car park, the new Transport Board building, and the Separation Package, all of which, according to Joseph, resulted in negative economic effects.



Joseph placed particular emphasis on the Separation Package, which he contended resulted in the significant loss of several skilled nationals, as well as unforeseen costs.

“Not only did it cost the government a sum of money they didn’t anticipate, but it resulted in the displacement of some of our most qualified and productive workers in the system,” Joseph said. “So what resulted... we lost our best mathematics teachers, ending up in New York and all over, and the last result from CXC, only about 27% of the children in Antigua passed math. And in some of the schools like Jennings and the Ottos Comprehensive, 5% passed Mathematics.”

MP Joseph also criticized the presentation from Tourism Minister John Maginley, which focused on the creation of a tourism website.

“You treat the website as if that is what you were put there to do, to create a website. Your website is your tool, and you did not even tell the country what you expected by spending US$250,000,” Joseph said.

He further accused the minister of withholding details, and not opening the website project to tendering. “You stood there, and you said to the parliament, we’re going to set up this fantastic global website. You didn’t tell the parliament who you made the contract with. You better keep quiet, because I have the facts on you, and I’ll reveal them. That didn’t go to tender! You cannot spend government money with your friends!”

I know for a fact that social security was in antigua in the 70's before i left the island.i paid into that scheme back then.I worked for a bank in antigua.The government at that time used social security monies to pay civil servants.this is not about politics.The labor party was the government.When they had a short fall in the treasury.Social security money was transfered to pay those people.Governme nt in my opinion had a right to do so.Where I have problem is not paying back a red cent of such monies.It was and is the poeple money,including yours truly and his wife.We have no intentions of coming back to get any.I am very concerned for the people who are not paid monthly,because of government bad decisions.

UNITED STATES. SS did not exist in 1970 and I am sure you know the ALP was not in office when it was created in 1972. Its also a lie that the ALP never paid a dime. I have provided in the past a link with the IMF stating that the ALP was paying into SS before the 90's and also made payments at least in 1996 (see The IMF Press Information Notice (PIN) Number 97/38 December 17, 1997). If the ALP never made a payment into SS, it would have died a long time ago since government employs at least 30% of the population. US, it was wrong for the ALP to run up large arrears to the scheme. The same thing also must be said of the current government. The problem I have with the debate on SS is the lack of even audited financial reports, at a time when the government claims its transparent (years needed are 2004 - now). I would love to hear from SS if indeed the land they got from government was for 1.25 per sq foot and government provided the infrastructure. I am told that SS in turn then sold those lands for 6.25. If this is true it seems to me that it was central government and perhaps some of the buyers who got a raw deal

I listened to Williams stating that the Antigua state college needs to be repaired why did he not spend some of the fences money and fix it.They wasted so much and now we are broke.

Presentation was good that seems to be the view of the bloggers.What ideas did he present to expand the economy of Antiguia and Barbuda.I have heard those same things in the parliament before by this same person.You,the politicians in Antigua need to stop playing to the gallery.Go to the parliament and make presentations as to how social security can be fixed.Present ideas about how to create jobs for the poor people of the country.I listened to the meeting yesterday on ABS radio and as an Antiguan felt very disappointed with the level of the debate.This is not about you the politicians.Thi s is about Antigua and Barbuda,the people.I would like to come back to Antigua and help out the country for free.I do not need any compensation.I have the where with all to do so.However,afte r listening to you politicians.I have determined that it would be a lost cause to do so.I will continue to support the privately run organzations in Antigua.Skyewil l,if you are not aware the Labor party used social security monies since the 1970,1980's,199 0's and they never paid back a dime.

MP Molwyn Joseph’s presentation was excellent despite all the noise and asinine behaviour coming from the other side. The depressing side of this speech is that it revealed directly and indirectly the huge amounts of public monies that have been stolen and squandered and sadly continues to happen every day in this country with no conscience towards ‘we the people’ providing the funds, or moral fiber in any of the UPP ministers to make a statement that it is enough now…IMO all the UPP are an absolute disgrace to this country.

MP Joseph made a good presentation. He also made a controversial suggestion that more needs to be written about. His suggestion shows the lie in the suggestion that all the opposition does is oppose and offer so suggestions. The MP suggested that the government examine starting charter schools. In the past via comments on caribarena ,others (eg. Observer overseas) and I have pointed to the damning figures in the Education Digest (see www.education.gov.ag./pdf/Ed_Digest_2011_V2.pdf. Joseph pointed out that it costs the public sector much more than the private sector (see page 14), to educate a child yet gets dismal results. I have a feeling that the teachers union will rally against MP Joseph's what I think is a very good suggestion. It makes no sense to continue to imprison children in a failing system, while we pretend to fix it. Competition has been one of the best methods of forcing efficiency

As I listened attentively to the Debaters in Parliament, I must give kudos to the ALP Parliamentarian s on their well researched topic, and the mannerism they presented their debate. Special mention to Hon. Molwyn Joseph on how he agitated the PM to the point where he looked like a puffed up mongrel on the television.
I applaud the Hon. Winston Williams on his presentation for his Ministry. He outlined the Ministry's budget to the best of his ability. He stuck to the topic, and dealt with the people's business.
For those Ministers I listened to on the UPP side (Government), you did well; however; more research is needed on your part to further illustrate your points.
To the Hon. Eleston Adams, you need to improve your speech. My 84 year old mother had to ask if that is how he speaks in Parliament; the grammar and the lack thereof of the English language.
We do listen overseas (via the internet). Not looking good, not sounding good.

Mr Joseph speak out! The truth will set you free, let no one even your wife, parents and children keep you silent, the truth must be told, call for an investigation into the funds matter and jail who is to be jailed.

Time for this corruption to come to a halt, they cannot be using governments so carelessly in funding their own agenda'**ing back relaxing as though Antigua and Antiguans are benefiting from the proceeds.
The ALP should air their concerns for all even us worldwide to know and to get a clear picture of the corruption and hush hush, tongue between the teeth tactics that is going on in the UPP.
I remember as a child growing up in Antigua it was the fear for everyone not to vote the UPP due the their lack of ministerial knowledge. They were called another name under Mr Tim Hector and Mr Baldwin Spencer. But people minds dimished over the years. I am afraid that under Mr Spencer's government Antigua is loosing its vibrantness and exchanging its wealth for lies and corruption.

I cannot believe it is the same Antigua that has succumbed to this dimised way due to lack of proper governing.

The ruling government for consistently blaming the ALP and the “global economic crisis” for the nation’s problems is a foolish position to take. Frankly it is the one sure sign they have no clue. It is my number one issue and I wish they were smart enough to stop. You knew the problems and you promise you knew what to do and none of your actions to date addressed any of it and you play the “blame game”? I don’t know any professionals who do that. The fences scandal, 2,000 special warrant, of $20,000 each, in order not to go to the Tender’s Board, Romantic Rhythms scandal, Wadadli Power Plant, unfinished car park and my favourite Trevor Walker’s (Mr. Moonlight pan tick) “WORLD CLASS” new Transport Board building, You cannot spend government money with your friends!” So the problem I am having is because I have no friends I Government? In many countries that means jail time. Release the Kraken No JACK!

A website can be built from anywhere and managed from anywhere, so why not from Antigua using Antiguans using VOIP to market it to ANYWHERE direct to the customer- That’s what happens when a dunce is in charge.
