Opposition Leader Details Rescue PlanAntigua, St. John’s - The Leader of the Opposition has unveiled the Antigua Labour Party’s Rescue Plan for the country aimed at generating an additional $100 million in revenue annually by consolidating ministries and legislating a mandatory investment in the country by offshore financial banks.

Gaston Browne told members of the House of Representatives that the Ministries of Foreign Affairs, Tourism and Investments will be consolidated into a super ministry with diplomats having a major role to play in promoting the country.

“The strategic thinking behind the creation of this super ministry is to integrate promotion with diplomacy for greater reach, maximization of our human resource output and providing a one stop shop for investors. The ministry will have a remit to grow foreign direct investments, tourism, merchant shipping, yachting and offshore financial services aggressively with the private sector,” he said.



“Officials in this ministry, to include the minister and diplomats, (will have) their remuneration packages performance-based and incentivised with bonuses for reaching or exceeding their targets.”

The plan was outlined by Browne in his 90 minute opening contribution to the debate on the 2013 Estimates of Revenue and Expenditure.

His presentation focused primarily on the plan, though he tore into the Government for its management of the economy as he labeled the National Economic and Social Plan a failure.

Browne said offshore companies operating here have an estimated US$3 billion in assets and should be made to invest 5-10 per cent of their deposits in the country.

He brushed aside suggestions that this will make the sector less competitive, explaining that it is a protective mechanism for depositors and helps with development.

“They’ll raise $800 million from offshore banks as reserve deposits and I believe they can do it at a weighted cost of two per cent…They should be required by legislation to invest a small portion of their deposits in this country.  And it’s important for them too and it’s also a good marketing tool because if shows they have an interest in the country,” he said.

The opposition leader said the medium term plan includes the development of a commercial duty-free hub between St Johns and the Point community to rival St Maarten.

Further, he said, an Antigua Labour Party administration will tweak the Antigua & Barbuda Sales Tax by widening the basket of goods, and abolishing the Personal Income Tax.

Browne said the plan to construct 500 homes in the first 500 days of an ALP administration will put 2500 people to work in the construction sector.

The ALP also wants to appoint “influential, wealthy expatriates” as resident economic envoys.The opposition leader said these individuals will be used to “promote and sell our offshore financial services, tourism, yachting, merchant shipping services in collaboration with the private sector.”

The ALP Rescue Plan also calls for a tax amnesty for businesses owing Government in excess of eight years; fast tracking tourism developments including the Beaches hotel project that has been a source of contention; implementing an economic residency programme for expatriate property owners at Jumby Bay and Mill Reef to facilitate ease of entry and right of establishment; and introducing fishing trawlers here through support from Japan.

“For instance we will acquire a few fishing trawlers and the provision of modern equipment and training of our fishermen.
We have one of the largest economic zones in the region in which we can exploit about 10,000 tonnes of fish and fish products,” he said.

Browne said an ALP administration intends to introduce strategies to reduce the cost of electricity to consumers, rent buildings on a Build, Operate, Own and Transfer basis; allow the Antigua & Barbuda Development Bank to take deposits and offer limited commercial bank products.



In the prelude to his presentation, Browne charged that the United Progressive Party Government, rather than the state of the global economy, is responsible for the Antigua & Barbuda “fiscal cliff”.

He said the administration spent irresponsibly and exhausted the tax and borrowing options which plunged Antigua & Barbuda into a sustained period of contraction, which he estimates at 24 per cent.

Although I believe we should find ways to generate monies in the economy to grow it, I am not in favor of the Comrade Leader's idea of Quote:
legislating a mandatory investment in the country by offshore financial banks.
I believe this will not sit well with these institutions, as they will probably take their businesses else where. I believe creating "jobs" and "opportunities" for the people, at the same time, been 'fiscal responsible,' should be our focus in 'nation building.' And, if many small businesses are having a hard time getting 'loans' from ther banks, it will be much harder for them to even get in their feet in the front doors to get access to capital. The budget speech of the "Headless Horseman" wasn't attacked so much, in the House, as it should have been. We all know the job of the finance minister is 'critical' to the country but with the latest move by the Chief Servant, I am sure they will be less time to focus on "austerity." I just don't buy the idea that the "finance' job or a finance background should be an "eloquent orator." God Bless Antigua and Barbuda!

A very interesting debate, whether those in favor or not of the Comrade Leader's "rescue plan." I must say that the Comrade Leader's "consolidating ministries" is a good "call-to-action ." We must not only "merged" ministries but keep our eyes on reducing the fat from "public sector" to make it lean-and-effect ive/efficient, and take an 'proactive' approach to fix the state's statutory bodies, with 'competent' board members and management. I like the idea by former Deputy Chairman of the ABEC, Bishop Charlesworth Browne, who Quote:
"wants authorities to cease paying monies that are equivalent to salaries to people serving on statutory boards."

Putting your eggs as other peoples money, if you did not learn from the past 10 years will most likely put you losing again.

The past 10 years showed us how the domino effect rippled across the world when countries, institutions and governments had their pockets filled with other peoples money especially when some of these peoples were 4th and 5th parties.

30 year old ALP party had made their obligation to use other peoples money to try to move this country forward and YES themselves. This time around its not a "fair antigua and barbuda" alone, but also added with the scrutinizing of financial sound international individuals and corporations by Intelligent Agencies from US and Europe, also "WOW" the savvy internet reading generations.

How are you going to sell Mr. Offshore as a good and great investor when in 2 seconds the dirt will be out about him? :-*

Barbados, Jamaica & TnT are already heavily invested in integrative promotion & maximization of their human capital in their overseas missions. The A&B missions are so engaged. Why spin?

The idea of the consolidating several Ministry's into a more productive workforce, looks good on paper, sounds good through presentation, now "HERE COMES reality!" The implementation process, and from past experience's, regarding work ethics etc, this will be very challenging.
Gaston, you should be looking at a Super Economic Zone (S.E.Z.) pronounced "SAYS ZONE." This zone is the entire St. John's, areas of St. George's, St. Mary's Parishes. Businesses are opened. 24 hours. Cruise ships overnight/late night movement, better control of crime in these areas. Of course PROPER PLANNING is required. It can be done...this is a 25 year short term, 100+ long term...

Most of what is consumed is imported, so after foreign VAT, international transportation and insurance, import duty and sales tax Antiguans are bawling for taxes. Let middle and high income people continue to pay the PIT, but scrap the sales tax. That would be most beneficial to the economy and lower income people. Then we can start the process of phasing out the exorbitant import duties.

I don’t know how they could blame CRA because it is stipulated that they should be prudent in the Law and the law did not restrict the banks in any way. It was greed that killed the markets. I agree we should unleash the free market and I also agree if you create the right economic environment, investment will follow. But the empowerment and enterprise zones came out of the CRA initiative I was on the business development side of CRA not housing.

As I read on Browne's consolidation plan (also on Observer), I have to give him kudos for the move. It makes no sense to continue the duplication of works. A stat corp which needs to be subsumed is BOE (MP Browne also listed the Investment Authority). We need to also look at merging MBS and SS or at least look at ways they can work together, in order to cut their high admin costs

I find it strange that persons don't see the wisdom in ridding ourselves of PIT. We already have other taxes on income. Its strange to me that the government will allow Economic citizens not to have to pay PIT, yet none economic citizens have to. The argument that we cannot be seeking loans or grants from countries like the the UK with income tax while we have none is a false one: St. Kitts has no Personal income tax and was able to get concessionary loans (0 interest rate), so far 85 million usd, from the IMF. Bahamas in 2012 received grants from IDB, Japan, and US government

Having all things together for the harbour would be a fantastic move-at last - what plans for the 13mil supermarket on the NOW HARBOUR PROPERTY! everything COULD GO THERE and everyone can park if it is planned properly and if UPP do the normal 15mill renovation -will be like inheriting a a palace!

I am at a loss. I know Gaston has his own plan for the country and he will have time enough to present it to the nation in the upcomming election. However I'm not sure if this debate was the right stage. I was looking for him to shoot down Harold's Budget. Show where it fails or come short. And then make recommendation how to beter achieve the same results. I am not against his views although in some instances I differ. But I really wonder if it is the "in-experience as a leader" that brought him to make this presentation at this time. I can tell you, you didn't impress your audiance in parliament. They were more then amused. And Lovell just scored a big point against the new leader. His budget still stand.

Some blame the CRA for the housing bubble and resulting economic collapse in the US. Creating “economic empowerment zones” is one thing while “mandatory investment” is another. If you create the right economic environment, investment will follow.

One thing -I hope you listen to GENUINE business people via a "think tank" that can assist by filling you in with the daily "Operating"- business/ government problems that we all encounter and PLEASE- NOT via Corbin - Ryan etc whose Employers Federation & Chamber of Commerce - are now political arms!!
In this way you can forge a genuine Government- business partnership in which we can go forward together for the benefit of all in Antigua!

I am very happy you are in the conversation because what you are saying make sense. Thank you for your contribution. I agree with you on PIC vs ABST but I think we may be a little selfish because it would work for me and you but may not be best since with reduced ABST will still bring in income and everyone will be paying where PIC is limited and reduce potential FDI. Amnesty does not mean total forgiveness. It could vary in its scope in that, it will allow for analysis of the company’s ability to pay and a settlement and new policy to be in place for future collection procedures. Coupled with some of the other ideas it will boost the economy if with amnesty comes job creation and WALA suddenly SS and MBS got contributors. It’s deep. Antigua need a clean slate and your right we can’t carry those who will not work and getting paid for zero performance. Nuff respect sister

Allow me to expound – The US government created what is know as the Community Reinvestment Act (CRA) The CRA was passed as a result of national pressure to address the deteriorating conditions of American cities—particul arly lower-income and minority neighborhoods. I represented a top international bank for CRA. My job was to make sure the bank reinvested in communities they were making money in. Some banks formed consortiums with non profit Community Development Financial Institutions These CDFI’s created empowerment zones and all sort of new businesses came and is still created from this move especially for poor people. The entire Miami over town improvement to include the AA Arena and the Miami Ballet and all that new construction and art center and new housing came out of this. You have a similar program where banks sponsor Carnival shows etc. That’s also a form of Community Reinvestment. One major CDFI created is the BAC funding corporation, check it out http://www.bacfundingcorp.com/index.html BAC is exclusively for under served communities. It’s a long story the idea is as good as the people who work it.

After listening to Gaston yesterday I had to wonder if he was debating the budget which was presented or he was reading from a draft of their manifesto. In any event, most of what we read into the records sounds like pie in the sky, more theoretical than would be practical like what he would mandate the offshore banks do.
As I was listening to him trying to show to the gullible that he has the financial acumen and his vision for some super ministry, an old saying came to mind. “When in opposition it is easy to say this and that, but when in government it’s a different tune you have to sing from a different sankie.

“Consolidation” will only save money if the people who are dead weight will be sent home. A super ministry will be effective if a smaller civil service is able to work more efficiently (if done correctly A+). Also, “mandatory investment” is just another tax on the banks, and will only serve to drive the banks to other low tax jurisdictions (F-). The sales tax needs to be eliminated altogether not “tweaked”; keep the income tax and junk the sales tax (C-). Tax amnesty with an improved tax collection process is what we need; tax amnesty alone is just a giveaway to tax cheats (incomplete). The leader of HM’s loyal opposition sill has work to do…

I watched Gaston Browne stand and deliver his plans to rescue Antigua and Barbuda and make it a prosperous country once again. Then i watched Lester Bird sit and struggle through a written statement about the past glory of the ALP between 1976 and 2004.

The irony is that Gaston reminds me of Lester in the seventies and eighties! The brilliance, the passion, the energy and the guts to face the future!

I will wait to see who can come close to the high bar that Browne has set.

I wish to congratulate the Hon. Gaston Browne on his presentation yesterday. His exposé on the current state of affairs was spot on and his peek into future policies of the next ALP administration was like a breath of fresh air.
He was creative, inspiring and demonstrated throughout his 90 minutes presentation that all is not lost. His youthful energies, intellect and obvious passion to make a difference should be embraced by the entire nation nd his vision supported.
In this desert of political ideas, here comes an oasis. Antigua and Barbuda and to those who may have so far been skeptical, the guy was damn good and that is what the nation wants.......... ..a good plan. Gaston count my support

I was glued to my television yesterday. If I had any doubt about the Leader's brilliance in the past, his presentation yesterday in Parliament would have eliminated all of my doubts. He was articulate, clinical and convincing. The UPP is now on the defensive.

Excellent concept. I would suggest going further.
Merge: Agriculture, Lands, DCA, Environment, Public Works, Surveys, CHAPA, Land Registry.

The overall end result should be maximum 5 ministries with 3 Permanent Secretaries each.

Huge savings to be had with the reduction in Ministers.

Please note that this is a bit over-simplified but definitely a start in the right direction.

Will need serious people who really want to do serious work, no “dolly house”. Antigua & Barbuda Development Bank to take deposits and offer limited commercial bank products – Brilliant, this bank can create support for micro business programs and manage small investments. This will allow for opportunities, growth and job creation

offshore companies – This is brilliant and it is not uncommon. It’s called Community reinvestment and in some sectors in some countries it is mandatory for companies to reinvest in the communities they work and make money in.
integrate promotion with diplomacy – This will make the investment/purc hasing of essentials and tourism marketing and making it performance based will make it efficient, cost effective – more money in, less money out
500 homes in the first 500 days a great goal for a stimulus going to be tough but me who knows very little about building built a building in 3 weeks complete so I know it can be done. This is 500 homes/units may not be separate buildings but units, doable! And will be an economic kicker. We will need 2 more kickers with high potential.
