Lovell Recaps Ministry's Successes

Minister LovellAntigua St John's - Harold Lovell, Minister of Finance and Public Administration Harold Lovell used the UPP's recent eighth anniversary media day to recap his department’s challenges and accomplishments.

As the head of one of the country’s most challenged ministries, Lovell noted that upon taking over the reins from the former administration, the country was not in a position to seek loans or grants to meet myriad debt obligations. The indebtedness of the country extended locally, regionally, and internationally, he pointed out.


Despite appearing to be mired in debt, the minister said, Antigua & Barbuda was able to see 12 percent economic growth in 2006, a mere two years into the UPP’s administration.

Lovell creditted “The War on Waste” waged by the Ministry of Finance as one of its primary successes.

By reducing fuel allocation within select government ministries and businesses from 10 gallons to five, the ministry “trimmed 5 million dollars in fuel cost overall on an annual basis.”

Meanwhile, the Vehicle Policy, an initiative implemented by the Ministries of Public Works, Finance and the Antigua & Barbuda Transport Board has also been successful.


An arrangement was made where civil servants could buy the vehicles assigned to them over a period of time, and they would assume the responsibility for insuring, licensing, and fueling.

A whopping wage bill proved to be challenging for the Ministry of Finance. In 2008, the government had been spending in the region of $303 M annually in wages and salaries.

“Last year we spent 262 million dollars…it represents a decline of 41-42 million dollars, or a 14 percent decline," Lovell said. "We also cut back $68 M on government’s expenditure and capital expenditure.”

In detailing the initiatives, Lovell specifically noted that these cut-backs were done without any retrenchment of civil servants.

Morris you asked a good question. MP Lovell stated during the 2010 budget speech, that the 2009 (election year) amount spent on salaries and wages was $384,632,844 (see page 27 of www.caribbeanelections.com/knowledge/eDocs/budget/ag_budget/ag_budget_2010.pdf). Note also that this figure did not include pension and gratuities which amounted to some $60,218,970 EC.
However during the 2012 Budget debate, he then claimed the amount spent was actually (eighty seven million less) $298.8 million (see chart of page 31 www.ab.gov.ag/pdf/finance/buget_statement_2012.pdf). The government has removed all budget speeches prior to the 2012 one from its web site. Its very difficult to beleive figures coming from his ministry because they change by the day. With the absent of audited figures, the ministry of finance seems to simply be falsifying figures to meet an agenda.

As Bold Face would say " when yuh nuh know, yuh jus nuh know" and sadly I really believe this applies to Horrible Harrold. He really has NO clue what he is doing or spewing. Seriously Harold, if the expenditure has decreased dont you think its because of the halt in payments to the former gov workers who are STILL waiting on their back pay? Seriously, are you really this inept?
I know to the cunumuno people who seem to gobble up your rhetoric no matter what you spill it sounds good but, know that to the majority of the educated people in Antigua this sounds like pure, unfiltered, garbage. Somebody please call the Ministry of Health and let them know we have a serious excrement spill at the Ministry of Finance. SMH.

Trust me, REsults, Outcomes, Performance that have the power of bread and **er impact are the things that are going to matter.

Lovell you can't grow the economy by increasing wasteful travel while fudging figures.

While a 14% reduction in the wage bill without any “retrenchment is commendable”, that’s not good enough. The wage bill needs to be reduced by 60%, nevertheless, 12% GDP growth? Sir Vere would be envious.

Increase the countries debt.
Increase Tax.
Increase unemployment.

As for the war on waste why don't we discuss the fencing scandal, or the Chinese generators and why don't you produce the the government's accounts so we can see year on year exactly where all this money you have taken from us in taxes has gone!

Is this reduction in the wage bill because there are many workers still waiting to receive overdue pay and benefits? What will be the new revised figure once these gov't workers receive their just dues?

What was the wage bill in 2009, and 2010? If I spent $303 in 2008 for a bag of sugar, then $500 in 2009, $900 in 2010, and $303 in 2011, is that a 14% reduction? STOP FOOLING THE PEOPLE OF ANTIGUA!!! Jamaicans and Guyanese always call Antiguans FOOLY. Don't prove them 'more' right please
