They concluded the bank was solid and put tens of millions into it. He still got fooled, so how do you expect the average retiree with his little IRA to figure out that it was a scam? Stanford was not offering ridiculous returns like Madoff. When the typical U.S. CD was running about 6 per cent, he was offering 8%. That wasn't outlandish -- it was just good enough to make the average investor think maybe he was getting good advice by going offshore.
