Developer to Assist Ailing Child

Financial assistanceAntigua St. John's - Following revelations that the Medical Benefits Scheme has given Education Minister Dr Jacqui Quinn Leandro a whopping US$100,000 to seek medical attention overseas, Caribarena has learnt that over on the sister island of Barbuda a despairing mother is desperately seeking financial assistance for her ailing 7-year-old son.

The little boy, TJ Walker, is said to have an abdominal condition that requires surgery in Barbados.

His parents, Junior Walker – a relative of Barbuda MP Trevor Walker – and Ann Marie Beazer, have, according to reports, been struggling to get the necessary assistance from alternative sources to save their young son’s life.

This assistance might soon be forthcoming from a prominent property developer, Adam Barrett through his company Stanhope Shepherd.

He told Caribarena on Tuesday that the case was brought to his attention during an annual Christmas event on the sister island the weekend before last. Barrett said they encountered the seven-year-old who was severely underweight.

“We are currently working with Social Services to have this child's circumstances improved, and as soon as an assessment has been made as to his medical condition, my company will be assisting him,” Barrett said.

He added that currently, from his understanding, the Social Services department is doing “what it can” with a “passionate and caring” staff.



“Hopefully with assistance from the private sector things can be improved. As soon as we know more we will be in touch,” Barrett said.

It was not clear if an application for assistance was made to the MBS, but some digging by Caribarena has revealed that even if such a request were to be made, the agency would ordinarily commit no more than EC$4,500 to the family’s cause.

This, according to well-placed sources within the Scheme, would be due to legal constraints that restrict the MBS Board from issuing more than that amount for such cases.

This will likely continue to raise questions about the flexibility of the MBS, and how it was able to approve the disbursement of US$100,000 to a politician within a day, but be limited to an EC$4,500 in the case of an ailing child whose parents are financially challenged.

Just over a year ago, former MBS accountant Elmeade Jarvis was convicted for paying out monies beyond the stipulated limit and sentenced to a two-year term of imprisonment. Jarvis was convicted on April 5th 2011 last year for three counts of “fraudulent conversion”.

Efforts to reach Barbuda MP Trevor Walker were unsuccessful.

It's incredible that these people continue to do good things in Barbuda when our Government does little to nothing to assist our brothers over there. I understand that the Government has rejected the people of Barbuda's wishes for this good man to do a project there with no real reason, yet this man continues to assist them? But in Antigua they fully supported his project, perhaps they are scared that if he succeeds in Barbuda he will develop less in Antigua. God Bless you Mr Barrett and may Jesus protect you at this very special time of year.

Yea it was really unfair what they did.. because i have a brother who has been ill his entire adult life and i can remember years ago my parents went to get assistance from MBS... and up to this day, we still have not received anything from the organization!!! It's ashamed that poor people can't get help in this country after paying taxes!!! But such is Life eh!!! Money people keep reaping ALL poor people benefits!! $100,000 USD? I guess the only thing we deserve to get are PRESSURE PILLS!!!!

There are many cases like this. The families are forced to apply to the public for help (see More Challenges Ahead for Baby Marlon, Saturday, 10 November 2012 By Carol Williams, Caribarena). Again the MBS inquiry commissioners recommended this body be turned into one which offers comprehensive health insurance. The current PM the time fully agreed with them. In the mean time persons continue to contribute to a scheme which does not provide value for money

Full marks to this developer. His development was approved by the Barbuda people but denied by this government because they thought Barrett was too close to the ALP's Arthur Nibbs. This UPP, that had the gall to curse the ALP for stopping Butch Stewarts' Long Bay Development, did worse here. And not a drum was heard. Go ahead Mr. Barrett, help the kids. Only UPP soup drinkers get all under Baldwin Spencer.

Adam Barrett through his company Stanhope Shepherd - This is a great example of a good corporate citizen. They have been good and good for A&B. We should have the right underwriting guidelines and when companies like this present proposals and comply with all the rules. We should not make it difficult for them. In fact, "IF" they are in good standing we should bend over backwards to make sure they are treated as valuable partners. Thank you Mr. Barrett, you should also give us information so those how would like to assist can help also.

If we did the calculation how many other persons would that quarter million EC help, on an average if they gave everybody who applied. 4,500 ec, it means 57 sick persons could have been helped. Jacqui after you have recovered give it back!!!
