Antigua St John's - A planned meeting between Permanent Secretary in the Ministry of Health Edson "Bedi" Joseph and workers at the Emergency Medical Services (EMS) seems to hinge on whether or not the workers are part of the essential services.
Antigua Trades and Labour Union (AT&LU) Industrial Relations Officer Ralph Potter has said Joseph will meet with him, but not with the workers, as he deems their industrial action illegal since the EMS forms part of the essential services. Potter however does not plan to attend the meeting, tentatively set for 10:30 am Monday, without the workers.
“Mr Joseph said he has inquired from the attorney general whether or not the EMS forms part of the essential services, and that the AG promised to get back to him by Monday morning,” Potter said.
He noted that a second attempt to have a meeting with Prime Minister Baldwin Spencer last Friday was unsuccessful, as the PM said he would not meet them under duress. The PM has also described the industrial action as illegal.
Potter said he has checked the Antigua and Barbuda Labour Code to verify the services listed under the Essential Services designation. Caribarena.com checked the Labour Code as well, and found 11 areas listed: water, electricity, hospital, fire, prison, air traffic control, meteorology, international Aeradio, government printing office, Cable & Wireless, and the Port Authority.
