Baptiste Wants More Fisheries Consultations

More Fisheries ConsultationsAntigua St. John’s - Fisheries Minister Hilson Baptiste has received the revised compilation of Fisheries Regulations, but no signing will take place just yet.

Minister Baptiste told Caribarena on Monday that he received the document last Friday but had not yet gone through it and even after he finds the time to do so, at least one more consultation must be held before any signing takes place.



Baptiste said this next consultation will look to see whether his technical people at Fisheries Division got it right, since stakeholders will be afforded the opportunity to have a look for themselves and, if necessary, make further corrections.

“You see, once I sign this thing it becomes law -- so we have to make sure all the I’s are dotted and all the T’s crossed,” the minister said.

Last week Chief Fisheries Officer Cheryl Appleton had told Caribarena that she was in the final stages of compiling the loads of information collected through what is said to be the last of many consultations with stakeholders on the matter, dating back to 2007.

Environmentalist Eli Fuller, who has lobbied strongly over the past years to have the regulations enacted, had taken a “wait and see” position on the matter considering what he termed as the “complexity” involved in compiling the wealth of information gathered in July.

“Although I am sure it is not as conservation minded as many of us would have liked, it is leaps and bounds ahead of where it was before,” Fuller said.

He added, “All eyes and ears should be on the minister now. He can’t pass the buck now and should sign it as he promised time and time again.”

On August 16, Minister Baptiste said he was still awaiting the final draft of the document from the Fisheries Division head, and had given assurances that as soon as it was received it would be signed.

Fuller, the Conservation Society and others are eagerly awaiting this signature.

“There is no reason that it can’t be signed this afternoon since all the years and years of consultations provided info for the technical people at Fisheries for them to get to this point,” Fuller said.

But upon learning about the minister’s announced position on Monday, the environmentalist questioned whether Baptiste had any confidence at all in his team of professionals.

“This man who says he can't swim and refuses to go on any boat needs more consultations because once again the work and effort done by the fisher folk of Antigua & Barbuda together with the Fisheries Department isn't good enough?



“Who is he going to consult with now? The Japanese? There doesn't need to be any consultations at all just a signature which will see a slight change in the way our marine resources are managed so that they may be there for generations to come. Too bad for them.

“This country and its marine resources are being killed off in an unsustainable and rapid way because of Brother B. It's time for a change, and not just in terms of regulations,” Fuller stated.

it would be almost funny except for the fact that we in Antigua depend on our fishermen to feed us with fish.
and while fish farming( an industry even the Romans understood very well 2500 years ago) has taken of big time in the rest of the world
Baptiste is indeed looking and sounding like a fish out of water gasping for air.
and what the hell is that smell ????? :-x :-x take it from a Chef( even a microwave one) this one is not fresh...Chef has come accord red herrings that smells better than what this man is selling. ;-)

skyewill, Brother B has been stalling this for years. At first he stated it did not reach his desk, then he stated more consultations were needed. The added consultation occurred, now he states again more consulations are needed

It's hard to find something positive to say about a man, who, after six years of complacency still feels he needs more consultations before signing these regulations into law. Meantime, non antiguan fishermen cleaning out our reefs by illegal net fishing, and selling them the french fishermen at the high sea, totally bypassing any local authorities, while french fishermen are basically at home in our waters, illegally setting up FADs and threatening local fishermen who get too close to them. Why do you think these guadeloupean boats are here? Most likely they overfished their own territory...... ..... I will leave the chinese issue for another time

As an island in the sun, and, where "tourism" is vital, Antigua, not only depend on the "palm trees (now under attack)," but also our marine life! JF, couldn't agree with you more! Thanks for reminding us that "consulations" have been going on for a while. And, in my opinion, it is well "over-due!" This is what the "Loyal Institution" of this country should be "picketing!" Just like some posters who are "blinded" by the "reality-of-the -situation," they too have "neglected" their duty as sons and daughters of the soil! Yet, I suspect they hands are tied with an invincible rope. Will agree that it a "metal malaise" with the Minister! Yet, we have persons telling him it is all nice and cherry, while the Minister goes around and "big-up-his-che st!"

Notes From A Native Son Of The Rock! This commenter has in the past noted the Minister's Energy. The Buck stops with the Minister! Consultations or Analysis Paralysis? 2006/2007 is some 6 years of consultation/analysis/paralysis.
Many of us have at one time or the other found ourselves in the dreaded condition where we simply can't make a decision no matter how much we wish to finish the task. The minister can convince himself that there has not been sufficient consultation and that something bad will happen if he does not but this has been ongoing for over six years. This unreadiness is squandering precious time. This is a mental malaise. It is ego driven.
The Minister is embarking on a new direction as in change management, the ego senses the imminent change and tends to betray him since he is permitting it. Quote:

That's the scenario where his ego has betrayed him after 6 years. Let the Consultations proceed and complete the process 7 yrs after - Ease of Planning and Doing Business in Antigua & Barbuda.

of courseeee he is not going to sign it..that would jeopardise his SEA of xxxx xxxxx xxxx xxx xxxxx.....what Antigua needs to do is audit ALL government members BANK ACCOUNTS and see what is really going on...IT SICKENS ME THAT OUR GOVERNMENT HAS SUCH DISGREGARD FOR ITS OWN FUTURE!!....ANT IGUA is going or if not already gone to the dogs...soon everyone will migrate away from here...very sad but but very true..the UPP is KILLING our island day by day.....GET THEM OUTTTTTTTTTTTTT TTTTTTTTTTTTT!! !!!!!!!

First the man said he want to make sure and consult the people! What the hell could be wrong with that. it is just time and Bob, while I agree with your comment that no one actually follow the law here, we have to keep trying. for those of you who are just anti-everything . Agriculture is moving forward and Baptiste is a people person and a lot more people in Antigua is taking agriculture serious. I do believe that it may not be the minister who is the problem but a ton of people who just don't do their jobs and don't give a... If you have good ideas send them but always a critic on everything without any positive input is sickning.

Brother B, what "consultations? " Why you need to see "I's dotted" and "all the T's crossed?" Did you say the same for the "unsuccessful" housing schemes at Follies and NorthSound? Give me a break! You are the same one who said when you get the "document" you will sign it into law! Now, you are singing a different tune! If you can't "trust" your own technical staff at Fisheries in finalizing this document, who can you trust? The Chinese? By the time you are ready to sign the document, the Chinese will wipe out our "marine-life!" What a shame?

Notes From A Native Son Of The Rock! Throughout Antigua & Barbuda, OECS & CARICOM, one can readily point to "a loss of momentum with regard to regional integration". Many scholars, bureaucrats, technocrats and politicos label this as our 'Implementation Deficit' and say that "the accumulation of scepticism & disillusionment resulting ... can undermine progress". Caricom Politicos have blamed this on "absence of a legal basis for decisions supplemented by an institutional machinery with the requisite legal authority to effectively discharge responsibilitie s for implementation of decisions."
This commenter has over the years found the explanation wanting. There is no way that explanation fits the Hon. Minister of Fishery's modus vivendi & operandi.
It must be a personality disorder as noted in this comment's Title.

Mr. Baptiste 's reluctance to sign the document sends the signal that he does not have full faith and confidence in his team of professionals. If that is the case, then why didn't he write the document himself? That is why things cannot get done on schedule in ANU.

Signing of a law that no one has the intent, competence, or resources to enforce is an everyday event in Antigua.

Get back to me when someone is actually arrested, charged and convicted.

Babtiste behavior is like a real dictator. He never had any intent on signing any consultation. After so many years, the myraid amount of information collected and presented to the fisheries and this man is talking about more consultation something is terribly wrong here. I have always suspected this man is not very smart.

He just stalling on purpose, this is a black/white thing now. The majority of the people who have been agitating for Baptiste to sign the new regulations are white people and never in this world will Brother B have it be said that he's been dictated to by white folk. Never mind the impact on the country, economic or otherwise, this is him saying he's in charge, can't be dictated to, do it my way etc etc. Pure ignorance personified, the man shouldn't be in charge of a sweet shop.
