Senator Massiah Attends IWC MeetingAntigua St. John’s – Serving in the capacity of Alternate Commissioner, Senator Joanne Massiah is Antigua & Barbuda’s representative to the 64th Annual Meeting of the International Whaling Commission (IWC).

Whale Sanctuaries, the IWC in the Future, and Whale Stocks were some of the topics that came up for discussion, yesterday, during the Plenary Session of the July 3rd to 6th meeting in Panama City, Panama.

“The Sanctuary issue is highly contentious and is of concern to the countries which subscribe to the principle of the sustainable use of living marine resources - including the OECS states which all oppose the proposal. Importantly, the refusal of the proponents of what is, in essence, a scheduled amendment to the International Convention for the Regulation of Whaling (ICRW) to engage in meaningful dialogue with countries which oppose their proposals has further fuelled the debate,” a press statement elaborated.

“Repeatedly tabled for consideration since 1998, the proposal essentially seeks to create a Sanctuary for Whales in the South Atlantic Ocean – an area which encompasses vast maritime space is co-sponsored by Brazil, Argentina and Uruguay and supported by all the anti-sustainable use countries. The proponents claim that their primary objective is to promote bio-diversity, conservation, the non-lethal use of whales and stimulate the coordinated research activities of developing coastal nations.”   



However, the objection to the proposal by the pro-sustainable use countries is based on the fact that the Scientific Committee of the IWC has repeatedly stated that there is no ecological justifiable reason for the establishment of such sanctuaries.

This finding was re-enforced in 2004 by a panel of external scientists who, on reviewing a similar proposal for the establishment of the Southern Ocean sanctuary, stated emphatically that the justification proffered by the proponents are inter alia, “based on vague goals and objectives, lack rigorous approach to its design” and have no basis in science… Sadly, the proponents have blatantly refused to accept the findings of the Commission’s own scientists on this issue.





Antigua & Barbuda reiterated its position that, presently, no whaling of any kind takes place within the proposed boundaries; that the 1982 moratorium on whaling remains in effect; and that there are other far reaching adverse effects which the proposal would have on the developmental aspirations of developing coastal nations such as, maritime traffic and renewable energy explorations currently ongoing within the southern Caribbean.

Of equal concern is the fact that the proposal is not in keeping with Article V (2) (b) of the International Convention for the Regulation of Whaling (ICRW) which states that amendments of the [Convention’s] schedule “shall be based on scientific findings” – an essential precondition which the proposal lacks.

After robust debate on the issue, the proposers requested that the proposal be put to a vote notwithstanding requests from the pro-sustainable use nations that both sides seek to negotiate the issue further in an effort to reach consensus on the matter.

The vote failed to achieve the three-fourths majority required to effect a scheduled amendment and the proposal therefore was rejected.

The proponents have vowed to continue bringing the proposal before future IWC meetings.

Now that the meetin is ober and the results/proceed ings are known to everyone ain't you proud of the Senator and others who stood their grounds and prevented the countries that use all avenues to prevent self determination in the resources (particulariy marine organisms) a nation utilizes to feed its people instead of the genetically modified (GM) junk they dump on us and make our people/kids obese. Wake up this is more than whales its about food security and the move to close our marine waters for food we need, Wait when you will see they say the reef fishes we love so much is endangered and we should leave them for the visitors to see under the water while we starve. Good job done at IWC in Panama

Why cant we have referendums years on important items like this. We have to file taxes yearly, so why not at the same time as we goto pay the devil his money we can vote on issues, just have the ballot box open for "one day" and lets have a transparent democratic vote. I am guessing we antiguans might not be understanding enough to engage in such high level practices is what the establishment might think or be leary of ...

It's about time for a serious boycott of these rogue so-called "countries" who support illegal and immoral whaling.

Of course, money doesn't seem important to them so it probably won't have any effect. I guess they'll survive without it!

Last I checked the IWC was broken down into two factions: Pro-whaling and Anti-whaling. There is no such thing as “anti-sustainab le use countries” in the IWC as there is overwhelming support for aboriginal subsistence whaling — the only valid argument for taking whales.

Industrial whalers proved in the 20th century that they are incapable of profitably exploiting whales while also obeying regulations without driving the animals to the brink of extinction. They continue to prove their inability to follow the rules today by blatantly flouting IWC decisions to prohibit commercial whaling.

So, apparently Antigua’s government approves of killing whales and actively works against conservation efforts to protect whale species that are endangered as a result of the last century of over-hunting. That makes Antigua a pro-whaling nation.

Imagine the cost to the tax payer this exercise costs us every year, imagine if that were to be thrown into the coffers for tourism promotion.
And the tourism package to be naturaly eco friendly as we had been educated as a society in that manner.
Ooh I forgot, we don't pay, ! fudged accounting and "slavish mentality" is the account this is deducted from!

I bet there are less than 5 people in the whole population of Antigua who want to vote for whaling or who want to vote against a southern Atlantic sanctuary for whales. And probably less who care to spend tax payer money to be a member of the IWC. No that anyone thinks its Antiguan tax payer money paying for it

This is not a journalistic piece, it is a press statement issued by the GOAB to justify their position. It makes no reference to the FACT that A&B have voted against the sanctuary not because they agree with any kind of scientific position one way or the other. Miss Massiah has in effect **d this country by voting in Japan's favour in exchange for money, pure & simple. This government has no interest in sustainable anything, neither did the other administration as a matter of fact. The A&B Governments track record over the past thirty years in environmental matters has been abysmal, sand mining, oil disposal, fishing controls, energy supply and the list goes on, most generated by the desire to fill pockets and/or gain votes when it comes time for re-election. We have the Japanese throwing money at us for short term projects which have no long term value whatsoever to enable them to dictate our votes away at important times, for them. I am waiting for a UN vote on the China/Taiwan issue when all this Chinese money will come into play and A&B will be forced to vote alongside China, rightly or wrongly.
