Baptiste Remains Doubtful on Fisheries RegulationsAntigua St John's - Fisheries Minister Hilson Baptiste says he cannot say for sure if next Monday’s meeting with stakeholders to further vet the Fisheries Regulations will indeed result in the immediate signing of the document into effect.

Caribarena spoke with the minister on Tuesday as part of efforts to ascertain the envisioned outcome of next Monday’s talks.

“I can’t discuss that right now,” is how the Baptiste responded to questions on whether or not he expects to sign the document after the talks conclude.

In the meantime, conservationist and fisherman Eli Fuller has said that despite the minister’s attempt to quiet the rumble about his inactivity in having the six-year-old Fisheries Act implemented his group will still be pressing forward to secure intervention by the prime minister.

Fuller has launched a petition seeking some 2000 signatures in support of a speedy resolution to what he and others see as the destruction of the sector.

He maintains that the petition is to the prime minister and not the fisheries minister and therefore it will go through.

“We have petitioned the prime minister because he (Baptiste) is not doing anything about it (the Act),” Fuller said. “We are going backwards not forward, that is why we have petitioned the prime minister.”

As far as he is concerned, Monday’s meeting is nothing shy of a “talk shop” that will take the process at least five steps back. In Observer media reports on Tuesday Minister Baptiste opined that Fuller’s petition and his attempt at an audience and possibly action from the Prime Minister is pointless.



“That’s not going anywhere. I’m not paying that any mind. We have told them what we have to do and that (the petition) will not make it go any faster,” Baptiste said in the report.

Eli Fuller said the directors of the Antigua Conservation Society also believe that the consultation set to take place on Monday has already happened. These consultations occurred prior to the bill being presented in the House in 2006.

“This is a typical move by bother B to bury this thing for the next six months or six years. What he is doing now is going back and starting from scratch,” Fuller said.

Fuller cited a recent news article where the fisheries minister is quoted as saying that he will sign off only on the regulations that “make sense” and those that “all can agree upon and follow”.

“That is nonsense,” Fuller said. “You can’t have fishermen regulating themselves because there are some out there who don't want to be regulated.

“Another nonsensical statement,” Fuller continued, “is that this is political. I have never ever put any politics in any of this. This has nothing to do with politics or politicians,” Fuller declared.

As far as the Monday meeting goes, he said if he were invited he would undoubtedly represent all areas of interest.

Mr Baptiste just like his cabinet colleagues have one thing in common.They will wait until all fall down and mash up to then try and find a solution to fix the problem. To top it off, they have no respect for the technicians who have hands on experience in these field. Seems to me that UPP politicians enjoy being portrayed in a negative light in Antigua & Barbuda. Come on Mr Minister, do something good for a change. Work with stakeholders and solve the problem sooner than later for the betterment of our country. Arrogants will not solve the problem.

For those who had a chance to ride a "stubborn" donkey, you know beating them sometimes don't work, as they will "kick-up" and find a way to throw you off their back. So, when, Brother B said "That's not going anyway. I'm not paying that any mind"...he is really telling the public that "provisions" were already made to others "delete" our marine life as long as ever! This is the same Honourable Minister that said the Judge would not have "made it out of the court" if her decision was rendered in JA! Eli, I support your move to take the "petition" to the PM, as we can't afford to go "backyards" with an "empty vessel!"

This old style of "Governing" no longer works. There is now a growing body of well informed, articulate young people who cannot (or will not) accept silence or the "my way or the highway" response from our "leaders". The attached is a well written report, providing solid evidence for what needs to be done to better manage our fisheries resource.Its great to see such work coming out of the Fisheries Division. It is this kind of evidence based approach to policy that our Politicians most fear. If your ask me, the Minister is clearly out of his depth.

Rob you posited a good idea. Have the MP do a boat tour with Fuller. Perhaps Fuller can offer him a complimentary ticket. Hopefully the MP will not follow pattern and take over the tour

Clearly the minister has no past on or even in the water's surrounding the island, so he has no interest in seeing it survive! i wonder if he knows that soon there will be no fishing industry for him to be minister of? if he turned down going on the boat outing with Fuller to see the problem first hand, and he is shrugging off the petition that is making its rounds at the moment, which is signed by the people whom he is sworn to serve, then its is pretty clear to me that he just doesn't give two F***S!! when are these ppl who are supposed to be incharge, going to actually listen to ppl who have the first hand experience with the problems and stop making their own uneductation decisions?!?!? WAKE UP Mister Baptiste!!!! this isn't about YOU!!! the waters are over fished and no regulations means no protection for the species we all love to eat, that the tourist love to see when they go in our waters, and what our children will not see when they grow up!! Pull your head out your ass and actually do something constructive for once!!!

Baptiste will delay this as long as possible, if he signs this then all the fisher folk in his constituency will bury him in the next election. In the mean time, our fish stock will be depleted to the point where the same fisher folk will have no livelihood. Fish will have to be imported at three times the price and we will all cry again and ask why was this not signed in 2012.

Eli, if you're not invited it will clearly shows that Baptiste and his cohorts are not interested in signing the act as it is.

“Another nonsensical statement,” That is so true, I don't think Baptiste has said anything "sensible" in a very long time....lol!

Baptiste may be doubtful about the act's passing, but one thing is for certain: It will never be enforced by any Antiguan government. Without adult supervision, the sea surrounding the twin island disaster will be a "dead zone" within the decade.
