CDC Unveils New RegulationsAntigua St John's - With revised rules, regulations, and prize system as well as the introduction of a penalty system for this year’s proceedings, the 2012 Party Monarch competition is officially underway.

The changes were unveiled on Monday at a CDC organized judges meeting for participants of this year’s event at the Antigua Recreation Ground. Scores of known and upcoming performers gathered to hear about the revised rules and regulations and the criteria for this year’s Competition as well the venues for the eliminations and semi-finals.

Changes to the rules include a revised measuring system for the Jumpy Party Monarch, which will now be determined by songs measuring between 80-124 beats per minute (bpm). This was changed from 130-165.

This change has received some level of contention as some artists contended that it does not conform to international norms of 90-135 and provides for a boring show. Other changes allow for performers to have three additional musicians and a sample programmer to compliment his performance.

“I don't know why they are dropping down the tempo. When we drop down the tempo we actually make the first round boring because it is just too slow,” one performer said.

These concerns will be brought to the next Carnival Development Committee board meeting for review. What is new, however, is the penalty system for semi-finals and finals. According to this system, contestants will be given a grace period of 10 seconds outside of their allotted performance time, and should they exceed this grace period will have one point deducted from their overall score every ten seconds or part thereof that is exceeded. A statistician and a stopwatch will manage this system.



The penalty system will be imposed at each CDC spearheaded event for the year, including the anticipated Teen Splash competition that was launched over the weekend, as well as the Queen Show and other events.“It is in keeping throughout the Carnival shows,” one CDC official said.

Monday’s meeting also sought to regularize the information about each artiste and facilitated the submission of demo CDs to the National Festivals Office for the elimination purposes. Registration coordinator Keith Yearwood said it was too early to determine how many will register for this year’s competition, but a notable number of new registrants have been recorded.

Furthermore, the prize money system has been revised with descending values for winners 1-5 and the latter five runners up receiving the same figures. This will apply to both Groovy and Jumpy Monarch competitions. In previous years, the same prize moneys were handed down to artistes attaining the positions from 3rd runner up.

“The last five will get the same. But up until 5th place the prize moneys will vary. The last five wont get any trophy or even be called on stage but the money will be reflected,” said a CDC representative.

Sampling should only be allowed in the chorus.
Trinidad soca king Machel Montano uses samples for almost the entire song. He doesn't really sing his song he just lets the song play and sings at various parts.
Bungi Garlin now calls Machel a dj and not a singer, which is going to eventually happen if they allow too much sampling in the competition.
A soca artist can use as much sapling as he or she likes if they are performing at a fete or a show but not in a competition.

Well Tian manager make sure he set up his boy right away. The Party Monarch is the most succesfull show the CDC has. If anything needs changing it is definately not the Party Monarch Show. But we see where our new Chairman of Carnival has his priorities. Why don't they try change up the Calypso Monarch show? That is getting less people every year while the Party Monarch grows. But they fix what doesn't need fixing and leave what needs fixing alone!!! Why don't they do a party song and a conscious song rule for the Calypso Monarch instead of 2 conscious songs like we been getting for the last 10 years.

I don't understand what they are saying ... 80-124 beats per minute for Jumpy Soca? Are they crazy? That has to be for Groovy. What will be the bpm for groovy 40-80 bpm? Nowadays the average groovy song is 110-130 ... the average jumpy soca is between 130-150. I don't know how many groovy they will get under 110 bpm but if they get 2 I will be surprised.

When it comes to bringing in your own musicians it becomes a Tian and Claudette showdown. Only they have the management and resources to pay musicians and producers to come on stage with them. No sampling should be allowed!!!

What is with this trend towards slower up-tempo songs? I notice the trend in Trinidadian soca and to my dismay it is coming to Antigua. I much prefer St-Vincent and Grenada soca nowadays to be honest. Its hard-hitting, visceral and still has that primal African sound. Tian is a talented artist but he is killing the 'Benna' style of music with his success.

The fix is really in for Tian bwoy. All none-sensical rule changes.

Plus Ricardo Dru (i'm a big fan of his short self).... but he not going to ever win no crown in antigua cause he sound like a water-down trinidadian. He music sound good on cd, but he need to learn to connect with the people like how Lord Satelitte and Juggle fu life do um. #justsayin

This is like they having two Groovy Monarchs now by allowing the jumpy to be soo slow. DUMB move CDC.

The FIX is in,.... There we have it, let's crown Tian Wynter 2012 Soca King now, as this is nothing more than CDC Chairman Kayode Omarde (who doubles as Tian's Manager by the way) using his influence to make Tian's inability to sing his whole song unassisted competition night legitimate, as sampling is pretty much letting a computer / CD do the chorus voice over during an Artist's performance. Only the lead Singers for bands like Ricardo Dru, Tian, CP, Jashaun etc use sampling heavily.. This creates a severe disadvantage for the likes of Lion King, Juggle Fu Life, Kenne BLessin, Lord Satelitte, Laurena, Danski etc who actually sing their heart out & use back up singers competition night. This rule needed not be change, but No.... after Hard Knaxx won fair & square last year, they just had to make it more easy for Tian them.

Why the CDC don't move to eliminate sampling altogether and let the artist actually SING THIER SONG to win the Crown fair and square.
