Jonas Predicts More Trouble at ABIITAntigua St John's - Matters are not on an even keel at the Antigua & Barbuda International Institute of Technology (ABIIT), despite efforts by authorities at the Ministry of Education to present a picture of normalcy at that beleaguered institution.

This was the report from Antigua Labour Party (ALP) PRO Dean Jonas. The ALP spokesperson on educational matters made the comments on the Colin Sampson Show. Visit the Caribarena.com video archive to listen to the entire interview.

Several members of the severed teaching staff are yet to accept the fresh offers of employment tendered to them by the Ministry of Education. These offers contain salary levels significantly lower than those formerly paid during the Free Trade Zone era, before ABIIT was taken over by the Education ministry.

As preparations are made to subsume the operations of ABIIT under the forthcoming University of Antigua & Barbuda, steps are being taken to bring the salaries of academic staff in line with those at other government-run institutions. In effect, this means in line with salaries paid to secondary school teachers.

Negotiations are underway between ministry authorities and the Antigua Trades & Labour Union, which represents ABIIT teaching staff. During this period, some key courses that ABIIT offered in 2011 will be unavailable.


The ALP PRO denied that the AT&LU could in any way be deemed responsible for the current situation at ABIIT, and placed the blame squarely on the lack of leadership displayed by officials within the ministry.

Jonas heaped scorn on Minister of Education Dr Jacqui Quinn-Leandro for presiding over a debacle that has denied local students access to university courses that under better circumstances would now be available through University College of the Caribbean (UCC). Now, Jonas said, in the name of preparing for the coming University of Antigua & Barbuda, not only are the UCC degree courses unavailable, but so are some of the courses formerly offered at ABIIT.

Jonas offered kudos to Attorney General Justin Simon for counseling caution and slowing the ill-advised haste of such eager political appointees as Juno Samuel (who chairs the committee set up to establish the university).

The ALP PRO characterized this rush to deliver some semblance of a tertiary-level institution in time for the upcoming elections as a “dangerous and dastardly” election ploy, designed to score cheap political points. The aim, he said, is to “mamaguy” the electorate into believing that an actual university will have been created by 2014.

In truth, said Jonas, all that would have been done by 2014 would have been to link existing institutions into a sub-standard affair staffed by underpaid, disgruntled tutors. He suggested that if the current situation at ABIIT is any indication of the future, things do not augur well for the proposed University of Antigua & Barbuda.

Dr. Padget Henry will hopefully save the Dream should "Ethical Badmindedness" create turbulence with the jump to the fortune that awaits at the end of the plunge or bungee jump. As the Reds debate, they would definitely embrace the Personal Competencies which must be at the very core of the TRIO's Ethics and Values. My apologies if you find this tedious: The TRIO must treat people fairly and with dignity. Are willing to admit their mistakes, even in the face of adverse consequences. Honour commitments. Act in the public interest by ensuring that the public trust is not violated. Consistently uphold the personal, social, and ethical norms of the transformed UA&B. Avoid COI and maintain political and interpersonal neutrality.
The TRIO must demonstrate Behavioural Flexibility by adjusting behavior to respond to different situations and to respond to different individuals.
Every successful project has been lead by people with Self-Confidence who handle failures and criticism constructively and quell others fears especially in times of transition & ambiguity. You Be The Judge!

Notes From A Native Son Of the Rock. Can this TRIO bring the Requisite & Sensitive Relationship Competencies to turn the Dream into a Star while avoiding "the pitfalls and perils of life that await (Them) as (They) plunge(s) forward with gust(O)"? Emphasis mine. They must demonstrate that their
Interpersonal Relations are based on respect and an appreciation that people with varying backgrounds and viewpoints enrich the organizational environment. Their negotiating skills allow them to maintain relationships and produce “win-win” results.
As Great Communicators they must be flawless:Clearl y Articlate the Dream using various "medium as the massage" and above all be excellent listeners; providing opportunities for others to have input, listening for underlying nuances and messages, and conveying an understanding of the key points being communicated.
You be the Judge, are we up to the task to make this Dream a Bright Burning Star - The Transformation of all existing Tertiary National Institutions into the University of Antigua & Barbuda?

Notes From A Native Son Of The Rock. Critical to any young University on a SIDS with constraints of Human Resources and Capital is the area of Partnering. Given A&B's situation, I ask your forebearance: Partners use their diversity of experience and knowledge to make the best decisions. Partners share common goals, solve common problems, and work hand in hand for the common good, not only of each partner but of the public. An essential feature of this competency is that partners function on the basis of shared power and responsibility. This allows members to avoid waste, inefficiency, and duplication of effort while retaining the identity of their own organization. This allows partners to service the university community and the public to the best of their abilities, both individually and collectively. Fundamental to successful partnering are commitment, trust, and the open communication that helps to articulate and align the objectives and expectations of all members. 30 yrs of experience working in Higher Education in the Caribbean, Canada & The USA has been distilled in the above statements.

There should be poistive demonstration of the Intellectual Competencies of Cognitive Capacity - an understanding of the complexities inherent in the Dream so that Broad Strategies are developed - and (the dreaded word) Creativity - a willingness to question cconventional wisdom and to respond with Inovative Solutions. You be the Judge.
Now that you have graded the Visoning, it is time to move to the Management Competencies to overcome the "Caricom Implementaion Deficit" as described by Girvan and echoed by Carrington. The Dream requires Action Oriented Individuals who are skilled in dealing with time-sensitive issues, take action and develop back-up strategies to deal with potential negative outcomes.
The Dream demands an Organizational Awareness in terms of structure, processes and skills of key players in order to effectively position the themselves to reach for The Star and to achieve the shared strategic objectives.
The TRIO must take the Plunge in an Evironment where Teamwork flourishes. The TRIO must encourage teamwork among others and at all times and religiously demonstrate teamwork in their actions.

Here are the Imperatives and the attendant Requisite Competencies: The Leaders at all levels of this Initiative must have a Future Building Competency. A Vision and a commitment that says to all this is a positive endeavour. The TRIO must describe the future of UA&B to the students, faculty, staff and other publics in compelling terms, promoting enthusiasm and commitment in the Citizens. You be the Judge whether this is being done.

Notes From A Native Son Of The Rock. Salary Reductions: As Scorpion noted "Is joke they joking". Whoever arrived at this decision has or have no knowledge of Higher Education compensation, recruitment, reward and retention of Administrators, Faculty and Staff. The salaries are approximately 50% that of other member tertiary institutions of ACTI. That the Cost structure of ABIIT may need to be Revolutionized should be addressed differently. In Higher Education, this action is referred to as the "Lazy Man's Way of Budgetting without Vision and Creativity". In Antigua & Barbuda, this is "Ethical Badmindednes" run amock. To equate Higher Education's Administrators, Faculty and Staff with Administrators, Teachers and Staff at the Secondary Level shows that the Revolutionaries are not "Ready". Given The Good Hon. Dr. Min of Ed pedigree and family history, here is how Fanon would address it: Quote:
One thing for sure is certain, the "people" will never know unless they critically encounter and dialectically engage their inherited historicity, that which has been bequeathed to them by their ancestors.
The early Revolutionaries are rolling in their graves.

Notes From A Native Son Of The Rock. A reminder, ABIIT has or had a mandate from the OECS to be the leading technology institute in the OECS. It would appear that this Revolution now provides Freedom for the Other OECS tertiary institutions to enter this Breach and go their separate ways. ABIIT successfully carried out this Mandate: So there was a successful past long before this Revolution - Quote:
a "Past" that is "worthy of Respect" and which should be radically reclaimed and rehabilitated, because "it contains certain elements of Great Value"
That Redundancy as declared by MoE has bewildered many of the Administrators, Faculty and Staff is without question and has been made abundantly clear given that many of the affected have todate not complied with the offered contractual terms of further employment. This process was mangled. It is self-evident that the folks reponsible suffered from the syndrome of "wen u na no, u jus na no!" This is a very simple process which should have been properly communicated and executed. There are many higher education institutions whose experiences could have been followed. No need to reinvent the wheel.

Notes From A Native Son Of The Rock. ABIIT's woes have some Genesis in SAM's Sanctions on Offshore banking & Gaming. ABIIT owed much of its funding to those revenue sources. With the decline of those revenue sources so went ABIIT's Fortunes. Here we see the "boomer ang effect of colonization" or neo-colonialism . You take your pick. One could even invoke Lord Palmerston, but let us stick closer to home again with Aime Cesaire who stated that "imperi alism does not offer allegiance to anyone". In late 2010, ABIIT tried unsuccessfully to recruit a New President in an attempt to turn its Fortunes around. Due to a lack of funds, that initiative withered and died. MoE in its drive to develop and Implement the University of Antigua & Barbuda, decided under the guidance of the Chair for that initiative to remove ABIIt's Board and bring ABIIT'S administration inhouse.
So far the Revolution proceeded bloodlessly. Much to the Workers' consternation Redundancy was the first shot fired. Then the coup de grace, Salary & Wage reductions. No discussion! No attempt at developing a shared Vision with The Stakeholders. A fait Accompli. Have Mercy Pon Us.
