Antigua St John's - Matters are not on an even keel at the Antigua & Barbuda International Institute of Technology (ABIIT), despite efforts by authorities at the Ministry of Education to present a picture of normalcy at that beleaguered institution.

Several members of the severed teaching staff are yet to accept the fresh offers of employment tendered to them by the Ministry of Education. These offers contain salary levels significantly lower than those formerly paid during the Free Trade Zone era, before ABIIT was taken over by the Education ministry.
As preparations are made to subsume the operations of ABIIT under the forthcoming University of Antigua & Barbuda, steps are being taken to bring the salaries of academic staff in line with those at other government-run institutions. In effect, this means in line with salaries paid to secondary school teachers.
Negotiations are underway between ministry authorities and the Antigua Trades & Labour Union, which represents ABIIT teaching staff. During this period, some key courses that ABIIT offered in 2011 will be unavailable.
The ALP PRO denied that the AT&LU could in any way be deemed responsible for the current situation at ABIIT, and placed the blame squarely on the lack of leadership displayed by officials within the ministry.
Jonas heaped scorn on Minister of Education Dr Jacqui Quinn-Leandro for presiding over a debacle that has denied local students access to university courses that under better circumstances would now be available through University College of the Caribbean (UCC). Now, Jonas said, in the name of preparing for the coming University of Antigua & Barbuda, not only are the UCC degree courses unavailable, but so are some of the courses formerly offered at ABIIT.
Jonas offered kudos to Attorney General Justin Simon for counseling caution and slowing the ill-advised haste of such eager political appointees as Juno Samuel (who chairs the committee set up to establish the university).
The ALP PRO characterized this rush to deliver some semblance of a tertiary-level institution in time for the upcoming elections as a “dangerous and dastardly” election ploy, designed to score cheap political points. The aim, he said, is to “mamaguy” the electorate into believing that an actual university will have been created by 2014.
In truth, said Jonas, all that would have been done by 2014 would have been to link existing institutions into a sub-standard affair staffed by underpaid, disgruntled tutors. He suggested that if the current situation at ABIIT is any indication of the future, things do not augur well for the proposed University of Antigua & Barbuda.

Now that you have graded the Visoning, it is time to move to the Management Competencies to overcome the "Caricom Implementaion Deficit" as described by Girvan and echoed by Carrington. The Dream requires Action Oriented Individuals who are skilled in dealing with time-sensitive issues, take action and develop back-up strategies to deal with potential negative outcomes.
The Dream demands an Organizational Awareness in terms of structure, processes and skills of key players in order to effectively position the themselves to reach for The Star and to achieve the shared strategic objectives.
The TRIO must take the Plunge in an Evironment where Teamwork flourishes. The TRIO must encourage teamwork among others and at all times and religiously demonstrate teamwork in their actions.

Dr. Min of Ed or the Good Hon Dr. PM, Individually or collectively, this Visionary TRIO must build a Shared Vision with the Citizens for the UA&B Dream to become a Star. Here are the Imperatives and the attendant Requisite Competencies: The Leaders at all levels of this Initiative must have a Future Building Competency. A Vision and a commitment that says to all this is a positive endeavour. The TRIO must describe the future of UA&B to the students, faculty, staff and other publics in compelling terms, promoting enthusiasm and commitment in the Citizens. You be the Judge whether this is being done.
