Tight Lid Drawn Over iPad for Students Initiative Antigua st. john's - The Ministry of Information has put a tight lid on the proposed iPad for students initiative that is poised to cost the Ministry of Education a solid EC$10 million.

Caribarena had intensified its investigation into the matter over the past week, having gathered information suggesting that Telecommunications Officer in the Ministry of Information, Mr. Clement Samuel, was in fact the Project Manager on the case.

After several attempts, Samuel blandly told Caribarena that he was “not authorized to speak” on the matter, and referenced a recent directive mandating that all queries on the matter be directed to Technology Minister Dr Edmond Mansoor himself.

Caribarena tried feverishly over the last several days to reach the minister by various means, but with no success whatsoever.

The minister’s personal secretary had promised on a few occasions to convey messages containing the nature of our queries, but no response has yet been received.



On Tuesday, Caribarena reported that the Minister had opted to bill the Ministry of Education for the iPad for students initiative, which he tabled at the launch of the 2012 ICT Festival.

Subsequently, it was reported that the decision apparently came without the knowledge of Education Minister Dr Jacqui Quinn-Leandro, who created quite a stir on the matter at a heads of department meeting held within her ministry some weeks ago.

The minister reportedly questioned how the decision could have been made without her knowledge and why the earmarked funds could not have been redirected into more “needed” areas like teacher reclassification and school renovation projects.

Furthermore, during this past week Caribarena sent emails, text messages and made several phone calls to Marketing Manager of Digicel  Troy Byrne, but got no response. Byrne had previously indicated that queries on the subject could be made through his office.

I have a few questions on this one.

1-Are the Ipads gonna go to the tenders board for them to award the import contract to the best bidder?

2-Why is the Ministry of Education/Sport s spending Millions again and CANNOT find a penny to finish the public Library? Is it more importanat to give 6,000 UPP supporters Ipads or the whole Nation a Library?

More poor decisions

It is clear to see that this is another poor decision that will be made by this governement and it has to be stopped immediately. The people of Antigua and Barbuda are under stress now because of the poor decision making. What is clear, this project was not in the annual budget for the ministry and yet it is being pushed to extensively. The whole of Antigua can see that money is lacking, we in Antigua must stand up now it few more days before our independence but it seems like we are being forced backwards into accepting anything that a goevenment does, no way.

skyewill what I am suggesting will save us moneys. Instead of having these students walking around with a suitcase with books, they can instead use digitized books. Putting it on their desk at school only will mean they will not be able to do any reading at home. Every year the BOE complains about the high cost of damaged books. Its also cheaper to purchase digitized books. In addition provision of these gadgets could be based on a needs **sment. As a parent I would have no issue with being required to purchase the device for my child, its (the kindle 6) still much cheaper that most text books

In Developing Africa they are using old computers to do new things. I dont feel we even need pads but desk tops bolted to classroom desks. There is a saying crawl before you walk. it is the information that you get on the system that is important and for now Ipad are too expensive to justify. if the police is not technology savey or the hospital or any other government agency then why put that kind of money in the hands of children who won't learn the value of earning..Just give them like that? No way first they earn it. and that in my opinion mean good grades first. What is this guy trying to prove? There is 2 little girls sitting in jail because we have no place to put them..Madness

I am for proper technology in school but I fail to see the ipad 3 ($550 usd retail) as practical. We need E readers to replace hard copy books. The text writers also need to embrace this technology. The kindle 6 can be purchased for $65 US retail, and Kindle paper white $106.00, Nook simple touch $119.00 and I am sure in volume it would be cheaper. Embracing such would mean students have less books to carry around and the board would not have to worry about damaged books at the end of the term. We need to also be cognizant of power usage of these devices. The ipad3 offers about 5 hrs while the Kindle keyboard or whitepaper offers 2 months, nook simple touch about a month

First the kids are going to distroy them but not before they get clogged with viruses and you will expect poor people to fix them and who will be the person to fix them. The minsster of Education is correct, the schools are in a mess they need the money for more pressing issues. These are things you do when you hav a surplus. so create a surplus then give away the store.

Lets say I was in government and started an initiative: "Sneakers for Schoolchildren" would my first step be to go out and buy everyone Air Jordans? No they would get quality, but not designer products. If we are going to give Tablets to our students there are a plethora of options availalbe at a fraction of the price of the high-end IPad. This gaff alone proves to me the initiative is doomed to failure.

The Minister of Ed was absolutely on point when she raised hell over the proper use of funds. On this issue, Jacqui shines like a bright star. I am sure your Doctor friend from your constituency is very very proud to see Jacqui stand up for something of higher purpose. Congrats to you Madam Minister!

Dont back down and don't pay for those ipods.

Remarkably, and to the credit of Minister Jaqui Quin Leandro, she may have unwittingly exposed one of her colleagues attempts at securing a "sxxxt xxxx", while her ministry paid the price! When the annoucement was made about the I pads for students scheme, it was believed that the Minsitry of education would simply bend over and accept it witout any protest or even a whimper, since it was an obvious pre-election gimmick by the UPP Mal -Administration ! Now that this xxx xxx is exposed every one is either running for cover or remaining tight-lipped! People enough is enough!!!!

Social Security Pensioners are experiencing untold hardships as the government is unable to meet it's legislative commitment to them. They have worked hard and long in their sacrifice for this Country, contributed to a system that promises to look after them in their retirement but they, the government have failed. I want to applaud the giving of lap-top to our schools but I think it is ostentatiously unacceptable that in these hard times that giving our students iPod is anything but conveying the wrong value message. We must instil in our kids the essence of working hard for what they want. An iPod at this time is a reward that is highly unnecessary as it is not tied to any human achievement. This wrong track, wrong direction.
