I was disappointed to discover and report through "Learning is Personal" that based on our experiences with Samsung and Android 2.2 we were unable to recommend Android for schools, I also believe the issues are far less impactful with current devices than with devices of 1-2 years ago. Fragmentation is still an issue if you have devices with problems, however Android has come a long way since that time and the odds of having the same kinds of troubles we did in our implementation are much, much lower. Of course, if you do run into them the fragmentation issues will still make them difficult to resolve unless there is an agreement with the device or service provider that includes some sort of ongoing support.

This is not correct, the article you linked states: While 'fragmentation' may have been loosely considered an obstacle at the time of Android 2.x, Android 4.0 and higher have largely erased those concerns. Regardless of the date of posting, or completion of the study, the hardware and software used is clearly dated.

Being a foot soldier in the education system I know this initiative is not for this time and needs better research and planning. Are there E- books available for core subject areas on these systems? Most classrooms are outfitted with just one or two electrical outlets, are we going to renovate the rooms? When will teachers be trained, especially teachers who have not had recent training in IT?

Morris even further making your point is the fact that the ipads would have cost about twice more than the Samsung Galaxy tablets. This again is a clear indication that proper research has not been done on this program. We are fooling ourselves with the notion that tax payers will not end up footing this bill. Seems the politicians figure the indirect hidden higher costs is best, so we can all pretend its free and that Santa Claus really does exist ..
