In-operative lights or four way flashing reds are the same as a four way stop. All traffic must come to a COMPLETE stop, and then proceed in the order of the arrival at the intersection. If the vehicles arrive at the same time, then the vehicle driver will give way to the vehicle on the left ( or, the vehicle to the driver's right must give way). Simple. Never seen such stupidness as I see everyday at Old Parhum and Airport Roads. And of course no police ever around.

A 4 way stop sign means the 1st to get there has the rirgt away. When in doubt give the other person the right away. b) means everybody stops and proceed when safe or use rule in first answer.
