Government Told to Halt Importation of Artisans

Donald HillAntigua St. John's - The head of the Plumbers Association is demanding that government stop importing artisans, warning that Antigua & Barbuda stands to risks being overrun by the free movement of qualified, certified and licensed individuals from outside the country.

Instead, Association President Donald Hill said the focus should be on providing the necessary resources to help certify and license local artisans to ensure the skills continue to survive.He has challenged the Ministry of Labour and the Labour Department to step up to the plate and create the avenues to protect and provide gainful employment.

"It is incumbent on the relative authorities to develop databases and halt the imported labour if we are to protect a diminishing trade," Hill advised. "The skill is not being replenished at a rate for sustainable growth. We ask that you look more seriously at what is happening and act accordingly. It is indeed a fact that many years ago we exported artisans. Now we are importing. What is really going on?"



The president made the comments days ago at the first-ever graduation ceremony of 11 people who successfully passed proficiency exams organised by the Plumbers Association. Plans are being made for an Apprenticeship Programme that could be use as a pilot for plumbing and other related trades.

Hill urged the authorities to move more rapidly to qualify and certify those who are in need of National Vocational Qualification and Caribbean Vocational Qualification. "We stand to be overtaken by the free movement of qualified, certified and licensed individuals from beyond our shores," Hill noted. "We ask that the appropriate amount of necessary resources be set aside for the 80 per cent of the population by investing more heavily in Vocational Training and the National Training Agency."

Concern was also raised about the delay in bringing the Plumbers Act of 2008 and the Contractors Act to Parliament for passage. That issue was also raised by Laurent Gilkes, President of the Contractors Association.

the first comment or statememt about plumbing cl** an there are no takers there are cl** for trainees and not for the adult plumbers It is the PLUMBERS Ass who gives the cl** for the adult at ABICE EVERY MONDAY NIGHTS for the past sixteen years and yes there takers

In today's World, hand cleaners are so advanced in removing dirt, petroleum products etc, that with some, very little water is required.
Clicking the thought into "infinite warp speed," the tree which we get MAUBY from called soap bush, is a natural resource for, chi-ching, you got it, ingredient for soap. We have so much for micro industrial growth into macro growth, it's pathetic.

So Hill says we lack sufficient persons with the skill, yet he asks that government stop importing persons. The reason for CSME is to deal with a region which lacks these skills. The plumbers I know, tell tales of how they have easily managed to go to other islands and work. ABICE (a government training facility) also offers programs which allows plumbers to get certified but sadly there arn't many takers. All of this helps explain why it sometimes takes a week for me to even get a plumber to come and deal with a leak.

The market is Regional not just Antiguan. Your focus should continue to be on apprentiship to increase the number of certified and qualified artisans. The reason why there is a shortage of trained/certifi ed artisans in the Nation, the "foolish pride" mentality of O can get my hands dirty MUST be thrown out the window.
In addition, begin to form conglomerates and submit bid packages Regionally, so that We too can export skilled/certifi ed artisans.
STOP CRYING, GET TO WORK, GET YOUR HANDS DIRTY, THERE IS HANDCLEANERS AVAILABLE.

Our People are Losing Out

The Ministry of Education needs to mandate that the Antigua and Barbuda National Training Agency fulfills the role that the agency was initially setup to do.
The skilled and technical workers of Antigua and Barbuda are losing out by the lack of a local certifying body.

I can only agree with Hill. In fact, some years ago, former PM Lester Bird, made a representation to CARICOM, that Antigua be granted a moratorium on the movements of certain types of workers as this country was already inundated with them. I think we need to assert of peculiarity inspite of the generality of CARICOM as we seek to seriously protect our nationals.
